Hammersmith & Fulham Council is building brand new affordable homes across the borough. These are homes that help enable the thousands of people in the borough on low incomes to make ends meet.
Our Housing Strategy is delivering the new homes through a range of innovative partnerships with housing associations – an example of the council using its assets to build shared prosperity.
In addition, our Community Schools Programme is proposing to fund the building of new schools through the sale of homes on redeveloped sites.
H&F is also working with the Old Oak and Park Royal Development Corporation to provide even more new homes in the borough as part of their development of the site.
54 new affordable homes have been completed in 2022, with 236 more currently under construction.

Lillie Road former nursery and tenants & residents association hall
Overview
We have worked with residents to develop the designs for new homes and a new community hall on the site of the former nursery and Tenant & Resident Association Hall, (70-80 Lillie Road).
A residents’ advisory panel has been established and in-person and on-line public events were held and alongside a number of door knocking and pop-up exercises. Over 150 residents have taken part in the co-production process for the designs of this proposed development.
The proposed buildings will be operationally net zero carbon by energy-efficient design and eliminating the use of fossil fuels.
As the developer of this project, Hammersmith & Fulham Council will retain the ownership of the site and will manage all affordable homes, along with the maintenance of all communal areas.
New homes
Current proposals for the site include 42 new homes of which 50% will be affordable (including social rented and shared ownership homes). 10% of the new homes will be wheelchair accessible.
Current position
The plans for the new development were approved by the Planning and Development Committee of H&F Council on Tuesday 6 June 2023.
Next steps
We will be working with the residents’ advisory panel to select a construction contractor to deliver the new homes and Tenants Association Hall.

Mund Street former school site
Overview
A former school site, now surplus to educational requirements, offers an opportunity to provide much needed new housing.
New homes
Early feasibility studies indicate capacity for approx. 100 new homes on the site of which at least 50% will be affordable. 60% of the new affordable homes will be for social rent, and 40% shared ownership.
Current position
Since the first public consultation in June further tests have been carried out on the land of the old school site, the area where we are proposing to build the new homes. This has been necessary to locate certain essential utilities such as drainage and power lines.
Next steps
We will be ready to hold the next public consultation events at the beginning of 2023. Residents will be invited to attend where they will be able to discuss the current designs with the architects and other members of the development team.

Farm Lane former children's home
Overview
11 Farm Lane in Fulham is the site of a former children’s home. The site is underutilised and provides an opportunity for the delivery of high-quality new homes in the borough.
Hammersmith-based architects Lifschutz Davidson Sandilands have been appointed as the lead architects to deliver a highly sustainable development.
As the developer of this project, Hammersmith & Fulham Council will retain the ownership of the site and will manage all affordable homes provided on the site, along with the maintenance of communal and external areas.

Current proposals for the site include 31 new homes of which at least 50% will be affordable. 10% of the new homes will be wheelchair accessible.

Overview
The White City Central project is re-thinking how the space between India Way and Canada Way could work. Some of the plots within the area are not currently in use, whilst others provide brilliant services to the local community.
This project does not propose the demolition of any existing homes on the estate.
Local people’s priorities will help shape the design for the redevelopment.
Subject to extensive consultation and planning permission, building work would not start before 2023.
The development is planned to include a nursery, a café and community hub, an inclusive adventure playground and natural play areas as well as a sports pitch and outdoor gym equipment.

Overview
The council has been working with residents to develop designs for new homes to replace the demolished Hartopp Point and Lannoy Point. This included setting up a resident steering group of Aintree Estate residents and holding public on-line and in-person events. Over 120 residents attended consultation events to work with the project team on the designs.
Proposals include a community green spaces with an inclusive play area and outdoor gym, communal courtyards and extensive tree-planting.
The proposed buildings will be operationally net zero carbon by eliminating the use of fossil fuels and adopting a fully electric strategy, with air source heat pumps and solar panels.

The plans for the new development were approved by the Planning and Development Committee of H&F Council on Wednesday 21 September 2022.
Hammersmith & Fulham Council appointed Higgins Partnerships as the construction contractor to build the new homes. Higgins are currently co-ordinating enabling works on site ahead of the main works which will start in August 2023.
Next steps
Upcoming enabling works on site include: UKPN connection works, installation of the temporary substation, removal of 4 trees on the site, removal of the old substation. Once these works have been completed the hoarding will be reinstalled in the section which is currently fenced.

Background
This project is building 10 social-rent homes on a former car park on Springvale Estate. Residents of the Springvale Estate who are in housing need will be prioritised for the new homes through a local-letting plan.

Overview
Following the demolition of Edith Summerskill House, we are proposing to build new affordable housing on the site.
New homes
The current proposal includes 133 new affordable homes, of which 105 will be let at social rent and 28 will be shared ownership.
Current position
In July 2022, the Secretary of State gave consent for the project to go ahead.
Next steps
The site will be handed over to Peabody. The council will be working with our partners to bring the project forward and we hope to start on site early in 2023.

Overview
Ed City will see the construction of a new mixed used education hub, high quality primary school, new and expanded nursery for up to 75 children, new adult education facilities for up to 120 places, new youth facilities and office accommodation for education focused charities. It will also provide 132 affordable homes and a new pedestrian boulevard.
New homes
132 genuinely affordable homes (33 of these homes to be social rent, 38 intermediate and 61 shared ownership).
Current situation
Initial works began in July 2021 with phase 1 construction of the new primary school, residential areas, youth zone and office space through 2022.
Next steps
The primary school is currently scheduled to open in August 2023 while the youth zone and office building are due for completion at the end of the year. 2024 should see the second phase of construction with the nursery, adult education space and remaining apartments due to commence and completed in August 2025.

Emlyn Gardens former community hall
Overview
In partnership with Shepherd’s Bush Housing Association, this development occupying the former Emlyn Gardens Estate community hall offers 14 new homes including apartments for supported living. On-site offices for care-providers enables extra assistance for supported living residents. A new tenants’ hall with a multi-purpose function room has been provided as part of the development.
By providing the land for this development the council can guarantee that 100% of the homes will be genuinely affordable and that they will go to local people on the council’s housing list.

14 new genuinely affordable homes including 8 supported living apartments with wheelchair accessibility.
Current situation
Construction is now completed and final preparations are underway for the residents to move into the supported homes. The re-provided community hall has been handed over to H&F Council.

Lavender Court former temporary accommodation hostel
Overview
Occupying the space of a former temporary accommodation hostel, this site was sold to A2Dominion to build 45 genuinely affordable homes for local people.
New Homes
24 social rent homes, 21 shared ownership homes.
Current position
Building was completed in 2021 and all units have been allocated.

Background
A flagship project for Hammersmith and Fulham, the new Civic Campus is a joint venture with A2Dominion to create a revitalised Civic Campus at the western end of King Street. Along with a completely renovated and fully visible listed Town Hall, the project proposes the development of 204 new homes, a new cinema and retail units and a new public square.
The project has been coproduced with the borough’s Independent Disabled Resident’s scheme with architects Rogers Stirk Harbour & Partners and the developer A2Dominion to create better facilities for the community.

Mo Mowlam House former North Fulham Housing Office
Overview
Working with Shepherd’s Bush Housing Association, this project proposes to provide 30 new homes on the site of the former North Fulham Housing Office. The proposal also includes office space for local charity Action on Disability.

Construction is now completed and residents are due to move in at the end of May 2022.
