The 2011 Localism Act has introduced powers for local communities to produce a new type of community-led plan known as a Neighbourhood Development Plan (or 'Neighbourhood Plan', for short). A neighbourhood plan must comply with the basic conditions in the Localism Act and the 2012 Neighbourhood Planning Regulations.
Neighbourhood development orders were also introduced as part of the 2011 Localism Act. These are different to NDPs as neighbourhood development orders enable the community to grant planning permission for development.

West Kensington and Gibbs Green Community Homes Neighbourhood Forum - Pre Submission Consultation (Regulation 14)
On 21 June 2021, West Kensington and Gibbs Green Community Homes published their "Regulation 14" (1st draft) version Neighbourhood Plan for consultation.
Representations in response to the Regulation 14 consultation need to be received by West Kensington and Gibbs Green Community Homes Forum by Monday 13 September 2021. Full details are available through the Forum's Regulation 14 consultation web page.

Avonmore Brook Green and Addison (ABA) Neighbourhood Area Application 2019

Consultation on this area application ended on 16 July 2019. A Cabinet decision on the Neighbourhood Area application was made on 2 September 2019.
West Kensington and Gibbs Green Community Homes Neighbourhood Forum and Area Designation
The council received an application to designate the West Kensington and Gibbs Green Community Homes as a neighbourhood area and forum. View the proposed application:

The council undertook a public consultation on the area and forum application between 17 May and 28 June 2018. Following the consultation, the council made a decision at cabinet on 9 July 2018 to designate the area and forum as proposed. View the details of the decision and consultation responses:

Old Oak Neighbourhood Forum and Area Designation
The council and the Old Oak and Park Royal Development Corporation received a joint application to designate the Old Oak Neighbourhood Planning Forum and Old Oak Neighbourhood Area. The proposed area covers the Old Oak Regeneration area and wards to the north of the Hammersmith & Fulham borough boundary. The application can be viewed here:

The council and OPDC undertook a public consultation on the area and forum application took place between 3 May and 15 June 2017. Both authorities received over 200 responses to the neighbourhood plan application. These can be viewed here:
Following the consultation, the council made a decision at cabinet on 4 September 2017, to amend the boundaries of the proposed neighbourhood area and to refuse the status of the forum. The details of the decision can be found below:
