Making your home more energy efficient

H&F are delivering energy efficiency measures for households through the Energy Company Obligation and Green Homes Grant: Local Authority Delivery scheme. This includes insulation, heating controls and electric heating.

Energy Company Obligation (ECO)

The Energy Company Obligation (ECO) is a government scheme requiring large energy suppliers to provide energy efficiency measures. The scheme targets low-income households living in hard to heat properties.

A range of measures are available through ECO, this includes:

  • Insulation (external, internal, cavity, loft, flat roof, floor)
  • First time central heating
  • Heating controls
  • Electric heating
  • Micro-generation

If you are a tenant or leaseholder, you will need permission from your landlord before having the work done. Landlords can also apply for ECO funded measures but will need agreement from the tenant or leaseholder.

It is the landlord’s responsibility to improve tenanted properties to at least EPC E under the Minimum Energy Efficiency Standards. Failure to do so will result in enforcement measures being taken.

H&F Council have worked with energy companies through ECO to carry out improvements, such as loft and cavity wall insulation, for households which meet certain eligibility criteria. H&F Council will continue to explore further opportunities.

Flexible Eligibility

H&F Council have published a wider range of criteria, expanding ECO funding to more households and allowing non-eligible residents to get solid wall insulation through the in-fill scheme.

Only private households can apply under ECO: Flexible Eligibility. To check if you may be eligible, please see H&F Council’s Statement of Intent (SOI).

Green Homes Grant: Local Authority Delivery Scheme

H&F Council are funding and delivering energy efficiency measures to low-income households living in energy inefficient properties.

To be eligible for this grant, the total annual household income must be below £30,000 (and you may have up to £20,000 in housing benefits), and the property must be rated EPC D or below.

The amount of grant funding you will receive is shown in the table below.

The grant does not need to be repaid and the installers have already been appointed on your behalf.

Any additional ECO work completed under the Green Homes Grant: Local Authority Delivery scheme will use Ealing Council’s Statement Of Intent.

Support with your energy bills

H&F have partnered with Groundwork London to provide a free energy advice service through Green Doctors to support residents with keeping their homes warm and healthy.

Green Doctors

Green Doctors can offer telephone consultation appointments and visits (COVID-19 regulations permitting) to provide guidance and tips on:

  • increasing energy efficiency at home
  • switching energy tariffs
  • access to the Priority Services Register
  • application for the Warm Home Discount
  • support with energy or water debt
  • referrals for the installation of energy efficiency measures
  • referrals to other support organisations within the community
  • delivering small efficiency measures such as LED lightbulbs

You are eligible for a Green Doctor consultation appointment if you:

  • have disabilities or long-term health conditions
  • are pregnant
  • have children under 10 years
  • have low income (below £16,190)
  • have energy costs that are more than 10% of the household income
  • are on benefits
  • have recently lost your job or income
