Our progress

Council housing retrofit plan and pilots

  • The council has signed off a £729 million housing capital programme that will retrofit homes to be warm, resilient, and ready for net zero. Over 2,000 properties have been approved for the first tranche of works.
  • The council’s innovative Energiesprong 'deep retrofit' pilot in the West Kensington estate will be completed in November.
  • 2 council blocks have had hybrid heat pumps installed, with 3 more planned for installation. The feasibility for full heat pump systems and heat networks is being explored for additional sites.
  • We’ve now switched 450 buildings over to more energy-efficient LED bulbs, which will help us cut carbon emissions by 122 tonnes.

Retrofitting council non-domestic properties

  • We’re carrying out retrofit feasibility studies for all our council-operated non-domestic properties.
  • We’ve already installed heat pumps in our Adult learning centre, Age UK day centre, and Brook Green Nursery, and an electric boiler in a social care centre.
  • Our ground-breaking Civic Campus retrofit will be served by a clean heat network, fed by a ground-source heat pump, and has won £2.5m to deliver this.
  • We’ve been bringing our energy use down with LED lighting replacements across our estate.

Low-carbon building standards

  • We’re building field-leading low-energy new homes, with zero fossil fuels.
  • Our first three sites in our development programme meet stringent Passivhaus Classic standards for energy efficiency.
  • We are also planting only native species in these developments to support local biodiversity.
  • We’ve consulted on a Climate Change Supplementary Planning Document as a sustainable design guide for developers and residents.

Energy and heat

  • We’ve completed a cross-borough energy master plan for the borough identifying the opportunity areas for clean heat networks.
  • The council is also exploring options for purchasing renewable power generation for London with other boroughs, which will directly grow the renewables sector.
  • We’ve supported initiatives to increase renewable power such as Solar Together and Big London Energy Switch while providing free pre-planning advice for solar panels and retrofit projects.

Supporting private retrofit

Our community’s achievements

  • H&F residents are early adopters of home retrofit, including insulation, heat pumps, and solar panels. This award-winning Passivhaus retrofit in Lena Gardens is a field-leading example.
  • The Hammersmith & Fulham Community Energy coop has launched, with plans to use council and community roof space for community-run solar power.
  • Community fundraising initiatives have seen solar panels installed on the Masbro Centre and Fulham Good Neighbours.
  • Charing Cross Hospital has installed air and water source heat pumps.
