Documentation for a resident's permit

Information about the documentation and proof of identity required to apply for a resident's parking permit.

Online applications

If your council tax account for your property is in your name and you hold a valid UK drivers licence you may apply online. Please have the required documents ready.

For online renewals you need a PIN number - We’ll send you a reminder letter in the month your permit is due to expire. If you are eligible for online renewals, this will include your PIN for online renewal. We’ve only started sending PIN numbers since 1 October 2017.

Paper applications

If you are a tenant and the council tax account is not in your name or if you do not have a tenancy agreement or your name is not on the council tax bill, you will need to complete a paper resident's parking permit application form (pdf 98KB) and send us copies of your driver’s licence, vehicle proof and supporting residency proof, including independent evidence.

Eligibility

To be eligible for a resident's parking permit you will need to provide proof of your address in H&F, proof that you are the main user and keeper of the vehicle, and proof that you have a driving licence that is valid in the UK.

To apply you will need to provide:

1. Your current driver’s licence

2. Proof that you are the keeper or main user of the vehicle

Your own vehicle
If you are the registered keeper of the vehicle, you must produce the vehicle registration document (DVLA form V5C), showing your name and address in Hammersmith & Fulham.

Hire and lease vehicles
If you are hiring the vehicle, you must produce the lease/ hire agreement showing your name and address in Hammersmith & Fulham and the name of the lease-hire company.

Company or employer owned vehicles
If you use a company car, you must provide a typed letter on headed paper naming you as an employee and main user of the vehicle. The letter should be signed by the company secretary or someone with similar authority. It should not be signed by you. In addition, you must provide either the V5C vehicle registration document or the lease/hire agreement, for the vehicle showing the company’s name and address.

3. Proof you live in Hammersmith & Fulham in one of three ways

If the council tax account for the property is in your name: provide your council tax number, plus one piece of independent evidence from the list below. If your circumstances have changed but your council tax account has not yet been updated, you must contact h&f Direct.

If you are a tenant and the council tax account is not in your name: send us a signed, witnessed and up-to-date tenancy agreement and copies of two pieces of independent evidence from the list below.

If you do not have a tenancy agreement or if your name is not on the council tax bill: ask the person registered for council tax to complete section 6(c) (the authorisation to access council tax) section of the application form. In addition, you will need to provide copies of two pieces of independent evidence from the list below.

Independent supporting evidence

Only one item from each category can be used. Independent evidence cannot be used alone and must always be used in conjunction with one of the three methods above.

All documents must clearly show your name and your application address in Hammersmith & Fulham. Please do not send us originals.

  • current motor insurance certificate and schedule
  • vehicle registration document (V5c)
  • current building structure policy or contents insurance policy
  • latest gas, water, electricity, or telephone bill, must be dated within the last three months
  • latest payslip, pension slip or Inland Revenue notice, must be dated within the last two months
  • latest credit card statement, latest bank statement, building society book or store card statement, must show transactions within the last two months.
