Funding is provided by Hammersmith & Fulham Council to transform public spaces on housing estates, at small blocks and sheltered housing schemes, so they are greener, safer and benefit the local community.
Community Environmental Rejuvenation Programme

Applications for Community Environmental Rejuvenation Programme (CERP) funding can be for improvements to:
- landscaping (gardens, seating areas, fencing, planting, art features)
- designing out anti-social behaviour
- play areas and ballcourts
- a food growing project
- green roof or sustainable drainage project
- biodiversity and wildlife features
Each proposed bid can be for a maximum of £75,000. Projects are delivered through our approved contractor.
Who can apply?
All council housing residents can apply either through their Tenants and Residents Association (TRA) or by a smaller group of residents acting on behalf of their block, street, or sheltered housing scheme.
Where there is no active representation, your housing officer can submit a bid. In all cases, evidence of consultation and support for the proposal needs to be provided.

Applications to bid for CERP funding open on Monday 7 July 2025.
As part of your application, please describe the area you want improve and your ideas in a few short sentences. You can include relevant images, diagrams and maps to support your application as well as any details from the TRA meetings when you discussed the proposals.

When is the closing date?
The final date to submit a bid is Friday 19 September 2025.

If I've submitted before, can I submit again?
If you've been successful in achieving CERP funding, you need to wait a minimum of two years from the date the funding was awarded to be able to apply again. If you submitted an application in previous years that was not funded, you are welcome to re-submit again as soon as the bidding window opens.
Neighbourhood Improvement Projects

Neighbourhood Improvement Projects (NIP) are for works that improve the environment of the estate, block, or sheltered housing scheme for all residents. These can include:
- playground or outdoor gym equipment
- existing, or new communal gardens
- fences, railings and gates (but not to individual dwellings) and must be part of wider greening improvements
- landscaping, re-wilding, surface urban drainage and increasing biodiversity
- green roofs
- trees and hedgerow planting

Improvements that can't be funded by CERP or NIP
CERP or NIP funding can't be used for CCTV, entry phone systems, repairs/improvements to buildings or private gardens. This is because these sorts of improvements add additional ongoing costs for all residents.
Funding also cannot be used for maintenance or repairs, or for improvement to individual properties, or for wages or running costs.
What happens next?
Once an application is received it will be reviewed by the Housing Resident Involvement Team who will check that the application meets the criteria for CERP or NIP funding and they will carry out shortlisting.
Shortlisted bids will then be presented to the resident-led Investment Group who will assess the merits of each application and make the final funding decisions. CERP bidders are encouraged to present their ideas directly to the Investment Group where possible.
The Housing Resident Involvement Team will advise all bidders on the outcome of their bid.
If a bid is awarded funding, the Resident Involvement Team will work with the Tenant's & Resident's Association or group, as well as the wider community to carry out a consultation to get ideas for the final design. The Resident Involvement Team will work with residents at every stage of the project. We encourage residents to help maintain improvements afterwards, for example, through gardening clubs.
