Responsible street entertaining, busking and amplified speaking

To reduce anti-social behaviour and noise pollution there are rules in place which restrict street entertaining, busking and amplified public speaking in White City, Shepherds Bush and Hammersmith Town Centre.

The PSPO will cover the areas outlined on the maps below and come into force from 23 June 2025 until 22 June 2028.

What are the restrictions

You are prohibited from

  • using microphones/loudspeakers/megaphones/loud hailers or any other similar equipment designed to amplify the volume of sound within public areas outlined on the maps, 24 hours a day
  • using mains electricity, generator power, battery power or any other source of power or device to assist with amplifying the volume of sound, within public areas outlined on the maps below, 24 hours a day.

Why are these restrictions necessary?

The restrictions are designed to ensure that all H&F residents and visitors can enjoy our public spaces.

We consulted widely on this issue between November 2024- January 2025 and the overwhelming response showed support for the introduction of the PSPO to address the issue of noise nuisance.

What happens if you fail to comply with this order

A Police Constable, Police Community Support Officer, Law Enforcement Officer or other authorised person may issue a fixed penalty notice to anyone he or she believes has committed an offence.

You will have 14 days to pay the fixed penalty of £100 (£60 if paid within 10 days).

Section 59 Public Spaces Protection Order

London Borough of Hammersmith and Fulham hereby makes the following Order:

No person shall partake in amplified street entertaining/busking/public speaking in the following areas of the London Borough of Hammersmith and Fulham –

  • Hammersmith Town Centre- The area covers King Street Between Nigel Playfield Avenue and Butterwick Road, including the area around the Broadway Centre
  • White City Estate -The area covers the A40 Westway between Heathstan Road and Dorando Close in the north, and Sawley Road and South Africa Road in the south, including Batman Close. Wormholt Park is also included in the restrictions.
  • Shepherd's Bush - The area covers the area outside Shepherds Bush Tube station, a section of Uxbridge Road and Shepherds Bush Green

The restricted areas described above are shown highlighted in red on the attached maps (Appendix 1) in accordance with the restrictions below, as defined by the London Borough of Hammersmith and Fulham.

This Order comes into force on 23 June 2025 for a period of three (3) years.

THIS ORDER is made by the London Borough of Hammersmith and Fulham (in this order called "the Authority") because The Authority is satisfied on reasonable grounds that activities carried out or likely to be carried out in a public space, in the 3 locations listed above, shown highlighted in red on the attached map:

  • Have had or are likely to have a detrimental effect on the quality of life of those in the locality and are likely to be persistent or continuing in nature
  • Are or are likely to be unreasonable and
  • Justify the restrictions imposed

The council is satisfied that the following activities have been or are likely to be carried out in the public space:

USE OF AMPLIFIERS

1. RESTRICTIONS:

  • You are prohibited from using microphones/loudspeakers/megaphones/loud hailers or any other similar equipment designed to amplify the volume of sound within public areas outlined on the maps, 24 hours a day.
  • You are prohibited from using mains electricity, generator power, battery power or any other source of power or device to assist with amplifying the volume of sound, within public areas outlined on the maps below, 24 hours a day.

Exemptions apply to:

- Authorised Council events and activities
- Premises or vehicles where these activities are permitted under their licence conditions

This order will come into force on 23 June 2025 and expires on 22 June 2028.

2. WHAT HAPPENS IF YOU FAIL TO COMPLY WITH THIS ORDER?

It is an offence for a person without reasonable excuse:
(a) To do anything that the person is prohibited from doing by a public space protection order; or
(b) To fail to comply with a requirement to which the person is subject under a public space protection order.
A person guilty of such an offence is liable on summary conviction to a fine not exceeding level 3 on the standard scale.

Fixed penalty

A Police Constable, Police Community Support Officer, Law Enforcement Officer or other authorised person may issue a fixed penalty notice to anyone he or she believes has committed an offence. You will have 14 days to pay the fixed penalty of £100 (£60 if paid within 10 days). If you pay the fixed penalty within the 14 days you will not be prosecuted.

Appeals

Any challenge to this order must be made in the High Court by an interested person within six (6) weeks of it being made. An interested person is someone who lives in, or regularly works in or visits the restricted area. This means that only those who are directly affected by the restrictions have the power to challenge. The right to challenge also exists where an order is varied by the council.

This order shall remain in place until 22 June 2028.

Appendix 1 – Areas Covered by the Restrictions

White City Area

The area covers the A40 Westway between Heathstan Road and Dorando Close in the north, and Sawley Road and South Africa Road in the south, including Batman Close. Wormholt Park is also included in the restrictions.

Hammersmith Town Centre

The area covers King Street Between Nigel Playfield Avenue and Butterwick Road, including the area around the Broadway Centre.

Shepherds Bush

The area covers the area outside Shepherds Bush Tube station, along Uxbridge Road and on Shepherds Bush Green
