Accessibility statement for the Housing Online system

This accessibility statement applies to the H&F Council Housing Online website

The website is run by us. We want as many people as possible to be able to use the website. For example, that means you should be able to:

  • change colours, contrast levels and fonts
  • zoom in up to 300% without the text spilling off the screen
  • navigate most of the website using just a keyboard
  • navigate most of the website using speech recognition software
  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

We’ve also made the website text as simple as possible to understand.

Error messages

Error messages across the website are not always identified to screen reader users or may be read in a confusing order. This fails WCAG 2.4.3 Focus Order (A) and 3.3.1 Error Identification (A).

Mandatory fields are not identified to screen reader users until after the first unsuccessful submission attempt. This fails WCAG 3.3.3 Error Suggestion (A)

Registration

The terms and conditions agreement checkbox is not labelled correctly. This fails WCAG 2.5.3 Label in Name (A), 3.3.2 Labels or Instructions (A) and 4.1.2 Name, Role, Value (A).

Contacting housing services

After submitting a contact request, there is no indication that this has been successful for screen reader users. This fails WCAG 4.1.3 Status Messages (AA).

Pressing enter within the contact request search field will open a new contact request form, rather than initiating the search. This fails WCAG 3.2.2 On Input (A).

Bidding on a property

Property images and view details links are not clearly identified to screen reader users letting them know which property they refer to. This fails WCAG 2.4.4 Link Purpose (A) and 4.1.2 Name, Role, Value (A).

Property details are listed in a table which contains a large amount of padding information and may be difficult to read for screen reader users. This fails WCAG 1.3.1 Info and Relationships (A).

Other issues

Tab order

At the start of all pages’ tab order there is an invisible link that does not do anything. This fails WCAG 2.4.7 Focus Visible (AA) and 4.1.2 Name, Role, Value (A).

Checkboxes

Checkboxes across the website are not labelled correctly or have duplicate ID issues. This can affect certain user journeys such as bidding on a property because checkbox control is required to select properties. This fails WCAG 1.3.1 Info and Relationships (A), 4.1.1 Parsing (A) and 4.1.2 Name, Role, Value (A).

Pop-up forms

On some popup forms, the close button is described as “blank” to screen readers. This fails WCAG 4.1.2 Name, Role, Value (A).

Magnification issues

At higher levels of magnification there is clipping between the website logo and the skip to content link. This fails WCG 1.4.10 Reflow (AA).

Tooltips

Tooltips across pages are either not accessible to keyboard or are only available on focus. These either fail 1.4.13 Content on Hover or Focus (AA) or 2.1.1 Keyboard (A).

Action control

Action control options across pages fail colour contrast requirements. This fails WCAG 1.4.3 Contrast Minimum (AA).

Action control buttons across pages have incorrect aria labelling which make affect some screen reader users. This fails WCAG 4.1.1 Parsing (A) and 4.1.2 Name, Role, Value (A).

Upload file field incorrectly labelled

When uploading documents, the file field is not correctly labelled. This fails WCAG 1.3.1 Info and Relationships (A) and 4.1.2 Name, Role, Value (A).

We have been advised by the supplier that if we upgrade to release 22.1.0 of NEC Housing, the above issues will be compliant. It is our intention to upgrade to the 22.1.0 software in January 2023 to ensure compliance.
