In June 2011, Hammersmith and Fulham received a detailed planning application from EC Properties Ltd for permission to redevelop the Seagrave Road Car & Coach & Lorry Park site and land off Roxby Place, together with two outline planning applications and a conservation area consent application for the main Earl's Court site. This 3 hectares site is located off Seagrave Road, to the south of the Earl’s Court exhibition centres and to the west of West Brompton train and underground station and Brompton Cemetery (Royal Borough of Kensington and Chelsea).

This application seeks permission to provide 808 residential properties, including 200 affordable properties, constructed in 8 residential blocks, ranging from 4 to 16 storeys height above ground level. In the centre of the development is a garden square. In total 30 townhouses are proposed in this scheme, 24 located on the Seagrave Road frontage. The application also includes a gym facility with associated café, 485 car parking spaces (455 spaces at basement level), new vehicular and pedestrian links and public and private open spaces.

The affordable housing provision would comprise the first phase of the development enabling the regeneration of the Gibbs Green and West Kensington estates being considered under a separate outline planning application. In the event the wider Earl’s Court proposals do not occur, this application would still seek to provide an affordable housing provision of 200 units on this site.

Revisions have now been made to this planning application. Further information has been provided by the applicant supplemental to the Environment Statement (ES). The revised documents include an Environmental Statement Volume 1 addendum which includes an addendum to the Transport Assessment and an Environmental Statement Volume 2 Townscape & Visual Impact Assessment addendum. The applicant has also submitted amendments to the proposals, updating the planning drawings, and the Design and Access, Housing and Planning statements. All these documents are supplemental to the Environmental Statement (June 2011) and accompanying planning application documents previously submitted to the council.

Both the revised and original application drawings and supporting documents including the Environmental Statement can be seen between 9:00am and 5.00pm, Monday to Friday (excluding public holidays) at Hammersmith Town Hall King Street London W6 9JU.

Copies of the full Environmental Statement can be purchased from Dp9 Planning at a charge of £1,500. The further information in relation to the Environment Statement can also be obtained at a charge of £300. Alternatively, Dp9 Planning will provide either CD’s or memory sticks detailing the Environmental Statement free of charge.
