Imperial College site planning application
Block E - Michael Uren Biomedical Engineering Building.
Jones Lang LaSalle, on behalf of Imperial College, London has submitted an application for the development of Block E (in detail) which sits within the wider site of the approved Imperial West Masterplan (Imperial West) and was previously consented in outline under the 2011/04106/COMB masterplan application as a hotel.
The proposal is for a Biomedical Engineering Building which will accommodate a mix of laboratory and office space for interdisciplinary, translational research initiatives at the interface of biomedical sciences and engineering. The use will be wide ranging and will include muscular skeletal and cardiovascular research and technology, a wide range of orthopaedic related activities, cell research, cancer engineering, research into medical devices and bio-inspired technology, as well as the manufacture of therapeutic devices.
These uses all fall within Use Class B1. There will be a range of ancillary activities and uses including a clinical facility for day patients and a lecture theatre for research seminars and events. In addition, on the ground floor there will be a shop and/or café and showroom/exhibition space (falling within Use Classes A1, A2, A3 and ancillary to the main B1 use).
The application forms part of the wider site for the new Imperial College campus which encompasses land either side of the A40. The northern plot, in which the proposed development sits, extends to some 4.55 ha (11.25 acres). The southern plot, known as the former Dairy Crest site, was purchased from Aviva in 2014 and extends to 4.65 ha (11.5 acres). Combined with smaller sites which Imperial has bought from the BBC since 2009, the College's total landholding for its new campus is 9.21 ha (22.75 acres).

Block E is situated to the south of the central open space of the masterplan. To the west of Block E is Block F, which has full detailed planning consent for a residential building of 35 storeys, and to the East is Block D, which has consent for business incubator and office use.
The masterplan site is bounded by Shinfield Street to the north, Wood Lane to the West, the Westway (A40) to the south and the railway line to the east.

Erection of a 13 storey building plus two levels of basement comprising research laboratories and offices within Use Class B1 together with a clinical facility, lecture theatre and other ancillary uses; a shop and/or cafe at ground floor within Use Class A1, A2 and A3; and external landscaping, vehicle drop off and public realm works.
The PADCC resolved to grant planning permission on 1 July 2015. The application is currently pending awaiting the stage II referral to the GLA and s106 agreement.
