3 April 2014

The first reserved matters application (ref: 2013/05200/RES) was presented to the planning applications committee on 3 April 2014, where members granted planning consent of the application subject to conditions. This reserved matters application predominantly relates to the area of land occupied by Earl’s Court Exhibition Centre 2 building. A similar reserved matters application (ref: PP/13/07062) submitted to RBKC for land occupied by Earl's Court Exhibition Centre 1 building was approved on 1 April 2014.

5 March 2014

A detailed planning application submitted to both RBKC and LBHF for the redevelopment of part of the Earl’s Court development known as ‘West Brompton Village’ (WBV) was withdrawn by the applicant on 5 March 2014 (ref: 2013/05201/FUL) and on 6 February 2014 to the RBKC (ref: PP/13/07064).

10 January 2014

Detailed planning applications for the first phase of the Earl’s Court development have been received.

EC Properties Ltd has now submitted the first package of reserved matters applications for part of the Earl’s Court development located in both RBKC and LBHF. This follows the grant of outline planning permission on 14th November 2013 by both boroughs for RBKC Permission 1 (ref. PP/11/01937) and LBHF Permission 2 (ref. 2011/02001/OUT).

EC Properties Ltd has also submitted a separate, detailed planning application to both boroughs for an area of the Earl’s Court development, identified as ‘West Brompton Village’ (ref.2013/05201/FUL) together with a detailed planning application for an extension to the basement approved by RBKC, as part of outline permission 1.

Following the adoption of the Development Management Local Plan and the Supplementary Planning Guidance SPD, the planning applications committee on 11 September 2013 resolved to confirm its previous resolution to grant planning permission and Conservation Area Consent.

Details of the application sent to the Secretary of State for a decision as to whether the Secretary of State wants the application referred to him for his determination.

3 July 2013

The Mayor of London has today responded to the Stage II referral and has confirmed that he is content to allow the council to determine the application and the Mayor does not want to direct refusal or take over the application for his own determination.

12 September 2012

The planning applications committee has resolved to grant planning permission for the Earl’s Court outline planning application, subject to no contrary direction from the Mayor of London and subject to the signing of a satisfactory legal agreement. 

Information and background of the planning application

EC Properties Ltd has submitted two outline planning applications for the Earls Court Site, one within London Borough of Hammersmith and Fulham and one within the Royal Borough of Kensington and Chelsea. Together, these applications seek permission for the redevelopment of an area of 28 hectares (69 acres), including the Earls Court Exhibition Centres, the Lillie Bridge Rail Depot and the West Kensington and Gibbs Green Housing Estates.

The outline planning application submitted to the London Borough of Hammersmith and Fulham is referred to as Application 2. Its reference number is 2011/02001/OUT. You can view and comment on this outline planning application on this webpage. See below.

The outline planning application submitted to the Royal Borough of Kensington & Chelsea is referred to as Application 1. Its reference number is PP/11/01937.

The outline planning applications seek approval at this stage for the maximum amount of development, the various land uses and access. Details relating to scale, layout, appearance and landscaping will be considered at a later date.

EC Properties Ltd has submitted a separate, detailed planning application for a residential scheme on the site of the Earls Court Exhibition Centre car park on Seagrave Road. The affordable housing provision could provide the first phase of the development enabling the regeneration of the Gibbs Green and West Kensington estates. In the event the wider Earl’s Court proposals do not occur, this application would still seek to provide an affordable housing provision of 200 units on this site. The reference number for the application is 2011/02000/FUL.

Project update

The Earls Court redevelopment outline planning application for land within Hammersmith and Fulham is scheduled to be heard by councillors at the planning applications committee on 12 September 2012. This committee meeting will be solely for the purpose of determining the Earls Court planning application.

August 2012 revisions to the Earls Court planning application

The applicants have submitted a daylight and sunlight report about the impact of the development proposals on the West Kensington and Gibbs Green Housing Estates. The report considers the interim effects upon daylight and sunlight over a phased construction on existing residential buildings, based on the submitted indicative phasing plans in the Environment Statement.

June 2012 revisions to the Earls Court planning application

The applicants have produced an Addendum Report about the testing of daylight, sunlight overshadowing and solar glare for Application 2 in light of the latest BRE Guidelines (2011).

The Addendum Report should be read in conjunction with the previously submitted Environmental Statement Addendum of December 2011, specifically Chapter A9 of that Addendum.

In the summer of 2011 the two planning applications were consulted on for six weeks from 22 August 2011 to 30 September 2011. Following this consultation and due to further design changes, the applicants EC Properties Ltd have submitted revisions to both planning applications and have provided further information in relation to the Environmental Statement. The table below sets out the proposed revisions to application 2

Broadly the proposed revisions result in the following:

a) The amount of development has been reduced from 942,861sqm.

b) The proposed total number of residential units has been increased from 5,759 to 5,845.

c) The scale and massing of the proposed development has been reduced and is more tightly controlled through changes to the Parameter Plans and Design Guidelines.

In terms of application 1 the changes are:

a) The nature of the planning application has changed. The applicant has now submitted detailed designs for three of the development plots (WVO1, WV02, WV05). The remaining plots (WV03, WV04, WV02 and WK04) remain in outline form. The scale of these is however more tightly controlled through changes to the Parameter Plans and Design Guidelines. Detailed design proposals for these plots will be the subject of further planning applications and consultation at a later date.

b) The scale and massing of the proposed development has been reduced.

c) The amount of development has been reduced from 202,038sqm to 195,796sqm.

d) The proposed total number of residential units has been reduced from 1,016 to 930.

Parameter plans
These divide the application site into a series of separate smaller development plots. The plans explain the proposed limits and constraints for each plot within which further detailed proposals would have to be contained. The plans have been amended to take account of the reduction in scale and massing of a number of the plots.

Design guidelines
The revised guidelines provide greater design controls and requirements for some of the development plots. The guidelines include extra illustrative material to demonstrate the detailed design of development that is likely to come forward at a future stage.
