What is the Place Environmental Rejuvenation Programme (PERP)

The PERP is a scheme funded by the council that helps Tenant’s and Resident’s Associations (TRA’s) and residents transform public spaces on housing land so they are greener, safer and benefit the local community.

This is part of the council’s wider ambition to work with residents to make H&F the greenest borough.  Residents can apply to improve the communal external areas of your estate, block, or sheltered housing block.

Improvements could include:

  • Landscape improvements (gardens, seating areas, fencing, planting, art features)
  • Designing out Anti-Social Behaviour
  • Play areas and ball courts
  • A food growing project
  • Green roof or sustainable drainage project
  • Biodiversity and wildlife features

Please note, PERP can’t fund CCTV, entry phone systems, repairs/improvements to buildings or private gardens. This is because these sorts of improvements add additional ongoing costs for all residents.

How does the application process work?

Once an application is received it will be processed by the Resident Involvement & Governance Manager who will check that the application meets the criteria for PERP and they will carry out a shortlisting exercise. The Investment Group who will assess the merits of each shortlisted application. If applicants wish to present their ideas to the panel there is an opportunity to do so but it is not compulsory. The funding awarded will be enough for our contractors to deliver the project.

What happens if we are successful?

The Resident Involvement Team will work with the Tenant’s & Resident’s Association or group, as well as the wider community to carry out a consultation to get ideas for the final design. The resident Involvement team will work with residents at every stage of the project. We encourage residents to help maintain improvements afterwards, for example, through gardening clubs.

How to apply

Bid applications opened on 13 February 2024.

You will be asked to describe the area you want improve and your ideas in a few short sentences. You should include relevant images, diagrams and maps to support your application as well as any details from the TRA meetings when you discussed the proposals.

When is the closing date?

The final date to submit the application is 5pm on Sunday 10 March 2024.

Applications received after this date won’t be considered.

If I’ve submitted before, can I submit again?

Groups who  received funding previously from HEIP can re-submit however those groups who have not received funding in the last two years will be prioritised. If you submitted an application in previous years that was turned down, you are welcome to try and re-submit.
