About H&F Local Safeguarding Children Partnership

Hammersmith & Fulham Local Safeguarding Children Partnership (LSCP) is independently chaired and consists of three key agencies who collectively hold statutory responsibilities for safeguarding; the Local Authority (Family Services), Health (NHS NWL CCGs) and the Police (Central West BCU & Royal Parks).

Our priorities are:

  • Safeguarding Adolescents, including children/young people with disabilities
  • Increasing awareness and strengthening the response to Domestic Abuse 
  • Increasing awareness and strengthening the response to Mental Health, with focus on child’s mental health
  • Transitional Safeguarding
  • The Voice of the Child to be weaved through all the priorities

The LSCP is not a public body under the Freedom of Information (FOI) Act and therefore is not obliged to respond to FOI requests.

Welcome from the Chair Mike Howard

As the new Chair of the LSCP for Hammersmith and Fulham, I would like to introduce myself and briefly explain what the LSCP wants to achieve over the next year.

I have been involved in the safeguarding of both adults and children since my retirement from the Metropolitan Police in December 2009 after 32 years’ service. I have chaired Safeguarding Boards in the West Country and in London. I am the chair of the Brent LSCP (a role I have held for the past 6 years) and have chaired the Safeguarding Adults’ Board for Hammersmith and Fulham for the last 3 years.

How will we a make a difference to our children?

Partnership working is critical to the success of ensuring the safety and well being of our children. No one organisation can deliver the priorities of the LSCP on their own. The Partnership Group has been in existence for several years and has a broad and committed membership with a clear sense of purpose that I want to take forward.

Throughout their existence, they have ensured that that the voice of the child is not only heard but informs all of their work. This approach is something that I want to develop by increasing the involvement of schools, representatives from the voluntary sector working with young people and most importantly and where appropriate, engaging directly with children.

LSCP arrangements and partner agencies

Hammersmith and Fulham’s arrangements have been designed to capitalise on the pre-existing engagement of a range of partner agencies discharging the above responsibilities as members of the Tri-borough Local Safeguarding Children Partnership. The arrangements reflect the legislative requirements, particularly the statutory leadership roles of the three safeguarding partners – local authorities, clinical commissioning groups and police. 

Working Together 2018 names the lead representatives from each of the three safeguarding partners as “the local authority chief executive, the accountable officer of a clinical commissioning group, and a chief officer of police”. For Hammersmith and Fulham, the lead representatives are:
