What are Article 4 Directions?

Permitted development rights allow certain building works and changes of use to be carried out without having to make a planning application. An Article 4 Direction removes specific permitted development rights for a specific property or within a specific area, which means that planning permission would be required for that type of development.

Recent Article 4 Directions

Hammersmith & Fulham Council has confirmed a Borough-wide direction under Article 4(1) of The Town and Country Planning (General Permitted Development) (England) Order 2015 (‘GPDO’), removing permitted development rights relating to basement development.

The direction was made on 25 April 2017 and apply to the entire area of the London Borough of Hammersmith & Fulham (excluding the area designated as the Old Oak and Park Royal Development Corporation Area). The direction was confirmed by the council on 16 April and came into force on 26 April 2018.

Individual properties affected by other Article 4 Directions

In addition to the borough wide Article 4 Direction restricting basement development, we have also restricted specific permitted development rights at many individual properties by making other Article 4 Directions, especially in conservation areas. These directions are designed to protect individual buildings and conservation areas from unsuitable extensions and alterations which could otherwise be carried out without the requirement to obtain planning permission. Please use the link below for more information about which properties are affected:
