Were You Visiting a Resident?
If so, you may be eligible for a lower rate penalty
- Have you received a Code 12 penalty charge notice? (Code 12 - “Parking in a residents or shared use parking place without clearly displaying either a permit or voucher or pay and display ticket issued for the place”)
- Did you attempt to park legally?
- Were you visiting a resident of the Borough at the time that the penalty was issued?
If you answered yes to all three of the above questions, you may be eligible for a lower rate penalty (£80, or £40 if paid within 14 days from the date of issue).
To apply to be considered for the lower rate, please follow the steps outlined below.
Step 1 – Print this application form and ask the resident who you were visiting to complete it in full.
Step 2 – Send the completed form, along with a letter explaining how you attempted to park legally and any other evidence (e.g. a pay and display ticket valid at the time of issue), to us at the following address: -

When we receive your application, we will consider it and write to let you know if you may pay the penalty at the lower rate.
Please note that as the motorist, it is your responsibility to ensure that all the details are provided in full and that they arrive with the Council in good time.
