Consent of the Distribution of Free Literature

Environmental Act 1990 - Consent of the Distribution of Free Literature

Under Schedule 3A of the above Act, consent is required by people wishing to distribute free printed materials (whether by hand or in a stand) within Hammersmith & Fulham’s eight approved distribution zones (or within 50 metres of a tube station entrance or within a 200m radius of the approved distribution zones). Please note this does not include religious, political or charitable literature. Nor does it include free literature which is posted through the letter boxes of households or businesses. 

Persons with consent within the zones will be required to display an approved badge.

Please read and sign the Conditions of Consent to Distribute Free Literature when applying for a license. You will need to send a signed copy of this with your application form.

When you return the completed application, please ensure you enclose the following:

The correct application fee.  The application fee for a single zone is £250. The fee for additional zone is £50 per zone. For example, if you wish to distribute in both Hammersmith Town Centre and Fulham Town Centre, the total fee would be £250 + £50 = £300.

The number of ID cards you require.  Please note that there is a maximum of 2 distributors in any one distribution point and these distributors are required to wear the Council issued ID cards.  The cost of each ID card is £50.  Please include this fee in your application.

Incorrect fee and incomplete submissions will invalidate your application and may delay the processing of your consent agreement.  Please note that you may not commence distribution until a consent has been granted from the Council.
