Filming on the streets and highways

The council does not have the legal powers to give permission to film on the street, but please do let us know as a matter of courtesy.

If you would like something in writing to say that the council has no objection to you filming on the street please complete the Notice of no objection and fax to the office. We will assess the notice and then sign it and fax or email it back to you. You must complete this form in conjunction with the application to film form. There is an admin charge of £75 for this.

You should notify Janet or Bernie by completing an Application to Film form and returning it at least 48 hours beforehand with a copy of your public liability insurance and risk assessment, if needed.

If you are likely to be using cranes, tracks or anything else on the pavement or road, you must give us at least 7 days notice and provide a diagram of how your intend to go about your filming. (Pavement width, camera placing, track placing, lights etc.)

We can normally recommend parking and crew facilities, suspend parking bays or even possibly close roads depending on location and if plenty of notice is given.

Please note that you should not deposit equipment on the street or remove or cover street furniture unless this is cleared with the Council in advance. You should also be prepared to clear the public highway if requested to do so by the Police or council representative. We also request that you don't block public footpaths with vehicles.

Small crews of under 10 will usually have no problem using pavements to film as long as they are not obstructing other pedestrians or causing any other health and safety hazard. Pavements must have at least 1.5 metres for pedestrians to get passed a film crew.

Larger crews using tracks, genie booms, cranes, cherry pickers must apply to film on the street with at least 8 days notice. If a Traffic Management Order is required for a partial road or pavement closure or parking on a single yellow line there will be a cost of £340 which must be paid at least 7 days in advance.
