Annexe II: Council's Policy on Supplementary Planning Guidance

The basis for deciding planning applications or for determining conditions to be attached to planning permissions will be policies and proposals in the Plan. In addition, however, the Council has prepared, and will keep under review supplementary planning guidance which supplements the policies and proposals, and which may be taken into account as a material consideration. Policies and proposals in the Plan for which supplementary planning guidance may be particularly relevant are cross-referenced.

Supplementary planning guidance can be of particular value for dealing with matters that may be subject to frequent change for reasons outside the Council's control, may be too detailed for the Plan or not essentially concerned with the use of land, may rely on advice or documents produced by other bodies, or may be advisory and not requirements. PPG12 notes that SPG can be a material consideration in determining planning applications and its weight will be greater where it has been subject to public consultation. The Council will issue SPG separately from The Plan and will identify those matters that have been subject to a Council resolution. Monitoring of the polices and proposals of the plan on a regular basis, including drawing on the work carried out by other organisations, will provide the Council with the opportunity of amending and adding to SPG. The Council will aim to produce an annual monitoring report which will be taken into account as a material consideration.
