» How to comment on a planning application
Important: Local Government Act 2000
Under the provisions of the Local Government Act 2000, background papers, which reveal facts on which a Planning Officer’s report has been based and which have been relied upon to a material extent in preparing a report, must be made available for public inspection. Therefore, any comments submitted will become public documents and cannot be treated as confidential even if the writer expressly wishes it.

Make a planning application
You can submit planning applications online via the Planning Portal, where you can also attach drawings and documents, include a professional quality site location plan and download the appropriate Ordnance Survey map. You can also pay online via the Planning Portal, as the website will calculate the correct application fee for you.
The three most common reasons for applications being invalid are: 1) incorrect or no fee; 2) failure to submit an appropriate flood risk assessment; or 3) failure to submit an appropriate design and access statement.

How planning applications are assessed
All planning applications are assessed:
- against the borough’s 2003 » Unitary Development Plan (UDP)
- in terms of other material planning considerations such as the impact on the environment and the amenity interests of the community
- against the Mayor of London's 2011 London Plan
» Supplementary Planning Documents (SPDs) provide additional guidance on the application of development plan policies. The SPDs on Access for All (pdf) and Energy (pdf) were adopted in March 2006 and are currently applicable alongside the main policies in the UDP.
The council has started work on new Local Development Documents (LDDs) which will replace the UDP, and will be included in the » Local Development Framework (LDF) for the borough. The new documents are being prepared in accordance with the Planning & Compulsory Purchase Act 2004.
