Planning pre application advice

For more complex cases we charge for pre-application and project advice. In these cases, in line with national planning policy, we welcome and encourage discussion before a developer submits an application. This can help the applicant to identify the key planning issues, avoid abortive work and speed up the statutory process.

We offer free advice over the phone and at the Environment Services Department reception through our Duty Planner service.

Free advice is given on the following categories of development:

  • changes of use of 99 sq m or less
  • extensions and alterations to single domestic dwellings (including flats) 
  • commercial developments (including extensions) of 99 sq m or less and shopfronts 
  • all small-scale advertisement applications relating to business premises (including shop signs) 
  • all applications to clear conditions other than reserved matters applications on outline schemes and applications to vary hours of use 
  • minor physical alterations to commercial properties 
  • enforcement cases.                                

Only informal and general advice can be given on enquiries about whether planning permission is required. For a formal decision from the council on whether planning permission is required, you are asked to submit an application for a Certificate of Lawfulness of Existing or Proposed Development.
