EC Properties Ltd has submitted two outline planning applications for the Earls Court Site, one within LBHF and one within the Royal Borough of Kensington and Chelsea. Together, these applications seek permission for the redevelopment of an area of 28 hectares (69 acres), including the Earls Court Exhibition Centres, the Lillie Bridge Rail Depot and the West Kensington and Gibbs Green Housing Estates.

The outline planning application submitted to the Royal Borough of Kensington & Chelsea is referred to as Application 1. Its reference number is PP/11/01937. You can view and comment on this application on RBKC’s website: http://www.rbkc.gov.uk/planningandconservation.aspx
The outline planning applications seek approval at this stage for the maximum amount of development, the various land uses and access. Details relating to scale, layout, appearance and landscaping will be considered at a later date.
EC Properties Ltd has submitted a separate, detailed planning application for a residential scheme on the site of the Earls Court Exhibition Centre car park on Seagrave Road. The affordable housing provision would comprise the first phase of the development enabling the regeneration of the Gibbs Green and West Kensington estates. In the event the wider Earl’s Court proposals do not occur, this application would still seek to provide an affordable housing provision of 200 units on this site. The two outline planning applications for the main site and the detailed planning application for Seagrave Road all sit within an area of the borough which has been designated as an ‘Opportunity Area’. LBHF are currently working alongside the Royal Borough of Kensington and Chelsea and the Greater London Authority to produce a planning framework for the area. The first draft of this framework went out for an initial period of consultation in March-April 2011 and the authorities plan to consult on a revised version of the framework in the Autumn. The planning application summary has been circulated with the notification letter sent out to all properties within the vicinity of the planning applications. It provides a brief description of what the applicant is seeking planning permission for, the maximum quantum of development and an explanation of the planning application material submitted as part of the application.

» Development specification
The development specification describes the main elements of the proposals and includes a description of each planning application document.
» Parameter plans
The parameter plans divide the application site into a series of separate smaller development plots, divided by proposed key streets and open spaces. Each plot has an individual reference number. This reference number is used throughout the planning application documents to provide information about what might happen in each individual plot. The parameter plans explain the proposed limits and constraints for each individual plot of land (e.g. maximum building height) within which future detailed design proposals would have to be contained.
» Access plans
These define the proposed access points and junctions into the site from the surrounding area and include proposed improvements to existing streets and junctions.
» Community engagement report
The community engagement report describes the community consultation which took place prior to the submission of the planning applications and explains how this has informed the evolution of the applicant’s masterplan.
» Design and access statementThis document explains the applicant’s design vision and objectives for the redevelopment of the Earls Court site. It explains the design process that has been undertaken as well as the design rationale for the proposals. The document includes a range of plans and drawings, some of which are only illustrative at this stage but help to demonstrate how the development could look in the future.
» Design guidelines
The design guidelines provide a framework of rules for the later detailed design of development within each plot of land. The guidelines contain more detailed information than the parameter plans, demonstrating how buildings, open spaces and streets should be designed. At this stage it is only these rules that are seeking planning approval. Detailed designs will be the subject of future applications and consultation.
» Transport assessment
The transport assessment describes the impact of the proposed development on the existing road and public transport networks. It also addresses the need for improvements to accommodate the new residents who would move into the area and how local people could be encouraged to use sustainable means of transport.
