Flood Risk Assessments
As a result of the introduction of Planning Policy Statement 25: Development and Flood Risk (PPS25) the Government has introduced a Flood Risk Assessment (FRA) regime which from the 1st May 2007 requires Local Planning Authorities (LPA’s) to consult the Environment Agency (EA) on specific types of applications for development within Flood Risk Zones 2 and 3
Most applications within Flood Zones 2 and 3 should be accompanied by an FRA regardless of whether or not the EA require to be consulted. It should be noted that the EA will automatically object to planning applications on which they have been consulted if there is no FRA.

The matrix below details the type of householder planning applications that are to be referable to the EA. It also details the type of FRA which will need to be prepared and submitted to the LPA with your planning application.
Householder Matrix for FRA (pdf)
All major applications and the following types of development will be referred to the EA and require a full FRA to be submitted to the LPA in support of the application:
- Police Stations
- Ambulance Stations
- Fire Stations
- Hospitals
- Care homes
- Educational establishments
- Operational development
- Change of use from business/commercial/industrial to residential
