Neighbour building next door and affecting property

My neighbour is building an extension/carrying out building work next door and it is affecting my property. Can the Local Authority sort out the problem for me?
Building Regulations do not cover damage to a neighbors’ property as a result of building work. This is the responsibility of the owner and builder at the property undertaking the building work.
Certain kinds of work to a property may be covered by The Party Wall etc. Act 1996
A wall is a 'party wall' if it stands astride the boundary of land belonging to two (or more) different owners. This is a separate piece of legislation with different requirements to the Building Regulations.
A booklet has been produced to explain in simple terms how the Party Wall etc Act 1996 ("the Act") may affect someone who either wishes to carry out work covered by the Act (the "Building Owner"), or receives notification under the Act of proposed adjacent work (the "Adjoining Owner").
