Comprehensive Performance Assessment
CPA draws on a broad range of information such as performance indicators, self assessment, audit and inspection reports, and the opinions of residents and partners. This information is brought together by the Audit Commission – an independent watchdog – which each year makes two judgements on a council’s performance:
- a judgement on overall performance, in the form of a star rating from 0 to 4 stars
- a judgement on the council’s ability to improve, in the form of a ‘direction of travel judgement’ covering five categories from ‘not improving’ to ‘improving strongly’

Every 3 years the Audit Commission undertakes a Corporate Assessment which examines the leadership of a council; how well a council understands its local community; a council’s capacity to deliver its ambitions; and what a council is actually achieving for local people. Hammersmith and Fulham’s latest Corporate Assessment took place in May 2007.
