Equality and Diversity - Equality Impact Assessments

Our vision is to create a borough of opportunity for all in Hammersmith and Fulham. A focus on diversity is important not only for reasons of equal opportunities and fairness but because it makes good business sense to design and deliver better public services which respond to the individual needs of all groups. Equality Impact Assessments (EIAs) help us to do this.


Assessing the functions and policies for relevance helps identify the order of priority and plans for the equality impact assessment of current services that we are required to carry out every 3 years for race, gender and disability. At H&F we previously called this process Predictive, and Retrospective Equality Impact Assessments (PEIAs and REIAs).

What is our commitment?

We commit ourselves to:

  • Reviewing our services on a three-yearly cycle to assess their relevance to, at minimum, the promotion of equality in relation to disability, race, gender, sexual orientation, age and religious belief; and

  • Using this information in setting priorities for service development via Departmental Performance Plans and service/business plans, in identifying appropriate subjects for our impact assessment processes.                  

Initial and Full EIAs

There are two parts to this process. An initial EIA helps us to assess whether or not a service, policy or function will make a positive contribution to equalities, and if it is of high, medium or low relevance.


All services assessed as being of medium or high importance to equality proceed to the second phase of full EIAs. Full EIAs require these services to look in detail at all of their functions and the operational policies which guide them and assess each individually for relevance to equality.
