Support services for people living with and affected by HIV (until 31 January 2008)
In 2007, Hammersmith and Fulham Primary Care Trust (HFPCT) in partnership with the Council undertook a review of its support services for people living with and affected by HIV. As a consequence of the review, organisations with experience of providing health and well being services are being invited to tender for the provision of services that -
- reduce and eliminate inequalities in experiences and outcomes for users of HIV services and Sexual Health services;
- supports HIV positive people and communities in dealing with Sexual Health; and
- supports early intervention and access to primary care services.
Organisations wishing to express an interest in providing these services should visit the HFPCT website for further information. HFPCT is tendering using an Open Procedure (no pre-qualification arrangements) with documentation available through their website. Tenders must be returned in accordance with the instructions given on the website no later than 12:00 Noon on 31 January 2008. The tendering of these services is being undertaken by the HFPCT on its own behalf and that of the Council.

THE PROVISION OF CATERING SERVICES AT RAVENSCOURT PARK TEA HOUSE (until Friday 08 February 2008).
The Council is tendering a four year lease and catering contract for Ravenscourt Park Tea House (situated in Revanscourt Park, Hammersmith, London, W6). The requirements contained in the lease will be to provide catering service to users of the park. These services must be provided throughout the year and have a menu of hot and cold beverages, hot and cold light snacks (e.g. breakfast dishes, lunchtime courses with side dishes, salads, afternoon cakes and pastries) confectionary and home made products. The service provider will also be expected to arrange or cater for seasonal events (e.g. summer BBQ). The contract is expected to commence on 1 April 2008.
Expressions of interest are sought from professional caterers or catering management companies who wish to be considered to be included in the tender process for the Tea House. Respondents must submit an application, in their own chosen format, which must include the following six items:
(a). A profile of the applicant (e.g. sole trader, partnership, company or consortia);
(b). Details of previous work undertaken by the applicant over the last 3 years of a similar nature (including referees). The Council may select any number of these organizations to obtain references;
(c). A statement of each of the applicants' overall turnover and accounts for the past 3 yearsApplicants must also demonstrate in their Expressions of interest:
(d). A proven track record in providing catering management of the highest calibre;
(e). Experience in preparing and implementing a marketing plan for the properties within which they work; and
(f). A proven track record in meeting exceptionally high standards in terms of food safety regulations, Occupational Health & Safety standards.
Failure to submit any of these items (listed in (a) – (f) above) will result in the expression of interest being rejected. Expressions of interest must be received no later than 12:00 noon on Friday 8 February 2008 (applications received after this date will be rejected). Contracts for New Roads and Street Works Act (NRSWA) Inspections and Core Sampling of Utility Reinstatement.
The council invites interested organisations to express an interest in providing one or both of the following contracts:
1. A contract for the Inspection of Utility Highway reinstatements
2. A contract for the Core Sampling of Utility Highway reinstatements
1. Scope: The Inspection of Utility Highway reinstatements Tender
1.1 It is envisaged that the services will encompass carrying out Categories A, B and C as well as any miscellaneous highway inspections to be carried out in accordance with the current Department for Transport “Code of Practice for Inspections” 2002 as may be amended from time to time and the “Specification for the Reinstatement of Openings in Highways” as may be amended from time to time.
1.2 For guidance only the total number of inspections predicted to be carried out every year is approximately 3000. For the avoidance of doubt there is no guarantee of work or minimum or maximum spend.
2 Scope: Core Sample Tender of Utility Highway reinstatements
2.1. It is envisaged that the services will encompass carrying out core samples of reinstatements at pre-determined locations within the London Borough of Hammersmith and Fulham, core results to be submitted in full compliance of NRSWA documentation, Street Works notices will be required to be submitted to the Borough, all coring reinstatements to have edge sealant and parking suspensions to be arranged by the contractor where necessary.
2.2. It will be a provision that the contractor must be UKAS Accredited as a coring provider.
2.3. The core samples are to be carried out on a monthly basis with approximately 40 to 50 core samples per month. Due to the location of the London Borough of Hammersmith and Fulham it is necessary to carry out some cores at weekends. It will be the responsibility of the contractor to arrange parking suspensions.
2.4. For guidance only the total number of core testing in the borough is estimated at approximately 500/600 per year. This does not commit the Council to the actual amount of work carried out, but it may be greater or less than this figure.
In both cases, the Council is looking to provide high standards of service and applicants must have experience in providing the services described above. The new arrangements for both contracts will start from early April 2008.
Due to the nature of these contracts the Council intends running an "Open" tendering procedure which means that there will be no pre-qualification procedure for either tendering exercise. Applicants must apply for the full tender pack on or before 12:00 noon on Friday 15 February 2008 and return their tenders in accordance with the instructions to tenders on or before 12:00 noon on Friday 22 February 2008. Applications and tenders received after these times and dates cannot and will not be considered. The Council will make a charge of £40 to cover the printing and processing costs of each application. This fee will be refunded to all tenderers who submit a valid tender. Cheques should be made payable to the “London Borough of Hammersmith & Fulham”.
Although the contracts are separate, the Council welcomes bids from contractors who wish to supply services for both contracts.

PRIOR INFORMATION NOTICE:
CONTRACTORS OPEN DAY FOR SECURITY AND RECEPTION SERVICES
In 2008, the Council will be competitively tendering a contract that is likely to combine a mix of security, patrol and customer reception duties, with the aim of:
- placing a contract notice in January;
- awarding the contract in the summer;
- the contract becoming operational in September 2008.
This contract is but one of several that the council is letting as part of a 3-year market testing programme designed to achieve better value for money for residents.
Service description.
The appointed service provider will be required to deal with reception enquiries from the public and visitors at a number of council buildings in a courteous, helpful and professional manner, monitor and control access to these buildings, carry out patrols of them, deal with any incidents that may arise, respond to alarms, check and monitor alarm equipment, and carry out basic administrative duties. These duties will also apply to functions held at council buildings such as public meetings, elections, weddings, and, possibly at council-organised outdoor events.
These services are currently required at 11 buildings, though the number may change before and/or during the contract period.
These services are currently provided by a directly-employed workforce. The council’s preliminary view is that should this work transfer to an external organisation, the provisions of the EU’s Acquired Rights Directive and the UK’s TUPE Regulations 2006 are likely to apply.
Aims of the contract
The over-riding objective in letting this contract is to achieve better value for money, taking into account both cost and quality. At present, no decisions have been taken on:
- what services should be included within the contract;
- how long the contract should be for;
- the degree of co-ordination required with future plans for facilities management, and the on-going Civic Accommodation Project (due to be completed 2012);
- whether there will be an in-house bid.
Contractors’ open day
To aid and inform this decision-making process, the Council is keen to hear from interested organisations on how this contract should be packaged and let in order to optimise the return of good quality value for money bids that will form the basis for future service delivery.
Accordingly, a contractors’ open day with be held in Hammersmith and Fulham on Thursday 18 October 2007, which will include:
- further background information being provided by the council;
- a tour of a representative sample of council buildings;
- a keynote speech from Cabinet Member, Councillor Greg Smith;
- opportunities for the council and interested organisations to discuss jointly how best to approach this procurement.

Private Hire vehicle/Taxi Services
Applications are invited from suitably experienced and qualified London Public Carriage Office (PCO) Licensed operators who wish to be included on a list of selected tenderers for the provision of Private Hire / Taxi Services to the Council. The contract will commence on 1 September 2008 and will be for a duration of 4 years with break clauses after 2 years and 3 years.
Currently, the majority of the Council's contracted Private Hire/Taxi Vehicle service is being provided by a single external provider.
The provision of private hire/taxi services for the Council will be divided into four separate lots. The intention is to appoint a single provider for lot 1, up to 5 providers for lot 2 providers for lots 3 & 4 . Tenderers are welcome to bid for as many of these lots as they wish. Outline details of the lots are as follows:
Lot 1: The provision of ad-hoc private hire vehicles and/or taxi services.
Non-executive private hire / taxi service for ad hoc journeys. Maximum response time 30 minutes. A large proportion of journeys will be local and many will require the contractor to provide an suitable escort. The majority of journeys will be for up to 3 persons however the contractor will also be required to make 8-seater MPV’s available on request. At least 10% of vehicles must be wheelchair accessible. The service has the potential to operate 24 hours a day for the whole year.Lot 2: The provision of non-executive private hire / taxi services for regular/ scheduled journeys - (multiple bookings or non local). Apart from a generally restricted operation (Monday- Saturday 7.00am to 7.00pm) the operating requirements are as per lot 1.
Lot 3: The provision of specialist mobility vehicle services.
Specialist mobility escorted transport for service users with specific mobility requirements. Vehicles must be accessible for specialist wheelchairs and/or suitable for transporting service users in a reclined position (lying flat.) This lot requires the provision of appropriately trained and qualified crews. This service will generally operate between the hours of 7.00am and 7.00pm Monday – Saturday.Lot 4: The provision of secure transport.
Secure, escorted transport for young offenders and for children and young people attending court proceedings and related activities. This service will generally need to be available between the hours of 7.00am and 7.00pm Monday- Fridays.
Service providers will be required to complete a Pre-tender Qualifying Questionnaire (PQQ) which will include (among other factors) the need to demonstrate:
- Financial status appropriate to the level of undertaking.
- Proven experience in contracts of similar size and nature.
- Ability to provide suitable references (4) extending over a period of at least five years.

Cycle training for children & students and adults, and cycle maintenance training
The Council is seeking expressions of interest from service providers to manage cycle training both for children/students (lot 1) and adults (lot 2), as well as a cycle maintenance training for both groups (lot 3). The contract will be for the duration of 1 year only commencing in the Spring 2008.
Lot 1: Child Training
It is envisaged that child cycle training will mainly be done in groups in schools, up to Levels 1 and 2 of the National Child Cycle Training Standards, supplemented by courses during school holidays, dependent on demand.Lot 2: Adult Training
The Council is open to suggestions as to how the adult training could be done, but we have found that training tailored to individual needs, on one-to-one basis, in two hour sessions, and at a location decided by the trainee, have been very popular. The aim would be to give people the necessary skills and confidence to cycle in traffic, and would range from people who have never ridden a bicycle before to those who have some experience of cycling but need help in coping more confidently on busy roads. The training will have to meet the standards set out in the National Cycling Strategy.Lot 3: Cycle Maintenance Training
We may also wish to consider providing some cycle maintenance training as part of the programme if there is sufficient demand for it.
Expressions of interest are sought from individuals or organisations ("applicants") with experience of providing such training. Individuals must be able to show how they would provide continuity of service in the event of sickness or other absence. The Council is prepared to consider offering contracts for all, some or individual lots and/or using more than one service provider. The award of the contract will be made on the basis of price (50%) and quality/experience (50%). Applicants should note that the Council reserves the right to make no award of contract if offers are not viewed as meeting the objectives of the procurement exercise.
The Council is running an open tendering procedure which means that there will be no pre-qualification process. "Bike to Work" Employee Scheme (until 31 March 2008)
The Council wishes to introduce a "Bike to Work" scheme as an employee benefit, operated via a salary sacrifice and is seeking to partner with a scheme provider to implement a solution. The Council estimates that the take up rate will be 3%-5% per annum of the workforce (approximately 350 staff). The tendering exercise is being run under a Restricted Procedure and a Contract Notice was forwarded for inclusion in the Supplement to the Official Journal on 29 February 2008 which was published on 4 March 2008.
The Contract will be awarded on the basis of the most economically advantageous tender received. The Contract will be for a 4 year period from the date of award. TENDER FOR THE PROVISION OF ACTUARIAL SERVICES (until 08 April 2008)
The Council invites tenders for the provision of actuarial services to the London Borough of Hammersmith & Fulham Pension Fund, which has assets of approximately £460 million. The actuary’s duties will include:
- Undertaking the triennial valuation of the Assets and Liabilities of the Pension Fund
- Undertaking the annual review of contribution rates;
- Production of FRS17 accounting disclosure figures;
- Providing advice/reports on the calculation of benefits in accordance with the Local Government Pension Scheme Regulations;
- Providing advice and attending officer and member meetings concerning the actuarial report and other valuation issues, the effects of new legislation;
- Providing advice/reports in relation to the pension implications of the market testing of the Council's services and admitted body agreements;
- Carrying out other ad-hoc actuarial services.

Contract for Security & Reception Services (until 11 April 2008).
The Council is determined to put residents first and deliver more efficient, better value for money services.
As part of a market testing programme to achieve these objectives, the Council invites interested organisations to express an interest in its Security and Reception Services Contract. The contract is expected to commence February 2009 and run until January 2012, with an option to extend for up to two further years. The contract will be awarded to the most economically advantageous tender, taking into account quality and cost.
Service description:
Very often the first person a visitor will see on entering a council building will be a security receptionist. We want that first impression to be a good one. We see the tendering of this contract as an exciting opportunity for the successful contractor to work with us to improve customer service, security and value for money.
The appointed service provider will need to deal with reception enquiries from the public and visitors at a number of council buildings in a courteous, helpful and professional manner, monitor and control access to these buildings, carry out patrols of them, deal efficiently with any incidents that may arise, including emergencies and evacuations, respond to alarms, check and monitor alarm equipment, and carry out basic administrative duties. These duties will also apply to functions held at council buildings such as public meetings, elections, events, weddings and, possibly, at council-organised outdoor events. (For the avoidance of doubt, this list is not exhaustive.)
Security and reception services are currently provided at 11 council buildings, though the number may change before and/or during the contract period.
The Service Provider will be subject to statutory regulation made by the Security Industry Authority (SIA) under the Private Security Industry Act 2001.
Workforce-related information
:
Whilst the security and reception services are currently provided by a directly-employed workforce, there will not be an in-house bid for this contract. The Council’s view is that the provisions of the Transfer of Undertakings (Protection of Employment) Regulations (TUPE) 2006 apply to the outsourcing of this service. The successful contractor will therefore need to demonstrate to the Council that their bid complies with the TUPE Regulations and that they are able to provide a broadly comparable pension to any transferring employees; where organisations wish, or they do not have a broadly comparable scheme to offer, the Council will consider allowing admitted status to the Local Government Pension Scheme. At present, 25 security receptionists provide the existing service, plus a manager, supervisor and a finance and administrative support officer.
The Council is currently negotiating new “single status” terms and conditions for security and reception staff. Potential providers will be kept updated on the progress of these negotiations.

Incontinence Laundry Service (consultation notice)

The Council is currently reviewing options for the future delivery of its incontinence laundry service, and would like to hear from organisations who think they may to be able to provide a good quality, value for money service to the Council and our users.
We wish to stress that we only want to hear from organisations equipped to launder incontinence items to a high standard of cleanliness, and able to collect and return these items from and to the London Borough of Hammersmith & Fulham.
Service description
The incontinence laundry service currently has between 40-50 users, many of whom are infirm, frail, disabled and vulnerable, and who qualify for this service under the Fair Access to Community Services criteria. The service includes collection, cleansing and return of soiled items such as bedding, towels, night clothes, underwear and the like to residents in the London Borough of Hammersmith & Fulham. The average weight per load per user is around 10kgs. (Items such outerwear, curtains, handkerchiefs, tablecloths, tea towels and such like are not accepted as part of this service.) The future frequency of collection, washing and return is currently under review, but is likely to be around twice-weekly.
Workforce information
The incontinence laundry service is currently provided in-house, by a directly-employed employee.
At the time of placing this notice -
- no decision has been taken on whether the Council wishes to outsource this service or retain it in-house. Should, however, a decision be taken to outsource the service, the Council’s view is that the provisions of the Transfer of Undertakings (Protection of Employment) Regulations (TUPE) 2006 would apply. And, should the affected employee wish to exercise their right to transfer, a successful contractor would need to demonstrate to the Council that their bid complies with the TUPE Regulations and that they are able to provide a broadly comparable pension to any transferring employees; where organisations wish, or they do not have a broadly comparable scheme to offer, the Council will consider allowing admitted status to the Local Government Pension Scheme.

Transportation
To help with our options appraisal, we are keen to hear from interested organisations whether they believe they would best achieve value for money (taking into account quality and cost) by collecting and returning soiled items to a central Council depot, or, by them providing a direct door-to-door delivery to and from service users’ homes.

We would like to hear from specialist agencies to deliver a project working towards our goals of extending choice and developing targeted, personalised care. The Council is committed to ensuring that our services comprehensively meet the needs of the people that access them. A number of factors, including demographic trends, are increasing need for support services for older and disabled people in the borough. We are therefore exploring ways in which to increase the impact of current provision while looking at potential for new models of housing support, how best to commission future services, and thus how to achieve greater value for money.
Long-term outcomes from this project will ensure that (a) the provision of home care and housing related support services is targeted to the needs of the older and disabled population, and (b) choice and self-directed care will be central to service provision - details of consultancy brief.
The commission will comprise:
- the production of an output and outcome based service specification for the provision of home care services for older and disabled people worth in the region of £8m per annum. The specification will be geared towards delivering more flexible, self-directed care which includes offering people Individual budgets including direct payments as well as using contract mechanisms in order to carry out brokerage functions. The deadline for the completion of the Specification is 1 September 2008 as the Council wishes to tender the services no later than 1 October; and
- work to scope and develop re-commissioning of support provided to residents within Sheltered Housing (mostly funded with the Supporting People grant) and the feasibility of developing a new model of housing support for older people which is flexible and non tenure specific. The project will scope out and make recommendations on the future procurement method and whether this can be combined with the home care commissioning.
Details of the Consultancy Brief Individuals of organizations who consider that they have the relevant experience and skills to (a) develop the specification, and (b) prepare a new model for housing support to older people within the prescribed timetable should contact the Project Officer below. The list will be limited to five professional catering and/or events management companies for each of the six categories. All hirers of the halls will only be able to use the Council’s list of nominated hospitality providers.

- Provide 4 references to demonstrate a proven track record in working sensitively within buildings of outstanding heritage merit and a demonstrable understanding of and respect for the constraints this poses on operations from time to time; It should be noted that working within both buildings requires a high level of security and management.

Term Contract for Paving Works 2009 to 2014 (lot 1); and

The following contracts to commence 1 April 2009 have been advertised on the Official Journal of the European Union.
The post of Assistant Director (Highways and Engineering) at The London Borough of Hammersmith and Fulham (“The Contracting Authority”) and the Director of Highways and Transportation at the Royal Borough of Kensington and Chelsea, Neighbouring Authority (RBKC) is held by the same officer.
This unique arrangement has lead to the coming together or collaboration on a range of common works areas within and between the respective authority’s highway departments. The two boroughs existing highway term maintenance contracts generally include the same scope, are let with same end date and are packaged into similar works areas. The opportunity has therefore been identified to further align arrangements and the next term contracts to be tendered will also be drafted as similar as possible, without prejudicing the interests of either borough.
The individual boroughs contracts have been prepared based on the same conditions of contract, utilising the same specifications and of the same duration. The opportunity is available for potential economic operators to bid for one or both boroughs contracts. It is hoped that this similarity will help tenderers in their bid and any cost savings that may be realised if the same economic operator is awarded contracts in both boroughs will be offered back to the councils.
It is stressed that whilst the contract documentation is similar no cross borough arrangements will be executed and there is no obligation to tender for both boroughs contracts. The tender analysis and award process will be undertaken independently at each borough.
The Contracting Authority invites applicants from suitably qualified and experienced economic operators wishing to be considered for inclusion on a Short List of tenderers for the below two contracts:
- Lot 1 Term Contract for Paving Works 2009 to 2014
- Lot 2 Term Contract for Gully Cleansing, Gully Repairs and Sewer Connections 2009 to 2014.
The Short List shall be drawn up on the basis of the response to a Pre-Qualification Questionnaire (PQQ) which is available from the person detailed below.
Each Lot shall be let separately for a period of five years with the option of three 12 month extensions that may be exercised at the Contracting Authorities discretion. The anticipated commencement date for these contracts is 1 April 2009.
The purpose of the PQQ is to assist the council decide which economic operators to invite to tender. Economic operators may submit a PQQ for one or both Lots, and a PQQ must be submitted for each lot applied for.
The conditions of contract for Lots 1 and 2 shall be the Institution of Civil Engineers Condition of Contract, Term Version.
The specifications shall be generally based on the Specification for Highway Works, with some local amendments and additions. The Council recently released its Streetscape Guide StreetSmart. StreetSmart was introduced with the aim of standardising the quality of the boroughs’ streetscape construction and pallet of materials and street furniture within the borough. The successful economic operator(s) will be required to harness and adopt the principals of StreetSmart and work with council officers in proactively improving the built environment of the borough.
The Council will seek external financial references for all organisations submitting a PQQ. The financial reference will help the council determine whether the organisations financial standing meets the Council’s requirements. Failure to meet minimum requirements will result in the application being terminated.
Minimum financial standards that are required and will be applied to all applications. Whilst it is not possible to be precise, organisations are required to be of a sufficient size to operate the contract and are likely to also be operating contracts of similar size. As such it is unlikely that the Council will consider applications from organisations who’s annual turnover is less than £17,000,000 for Lot 1 and £2,000,000 for Lot 2. In addition to the minimum required annual turnover the Council will only invite onto the short list those organisations that have been shown, through external financial referencing, to carry better than average financial risk. Failure to achieve this minimum requirement may result in the application being unsuccessful.
LOT 1 Term Contract for Paving Works 2009 to 2014 - this includes the complete reconstruction of footways to minor works associated with highway construction and trench reinstatements as required by the Engineer. The majority of the Contracting Authorities street furniture is also ordered through this contract. Work will include taking up and laying natural York Stone and pre cast concrete paving slabs, granite setts, granite kerbs and channels etc. The Economic operator will be expected to supply all materials, as instructed, for use in the contract. The general scope of the contract will include the provision of labour, plant, materials & storage required to carry out (but not limited to) the following:
- The reconstruction of footways and paved areas under planned maintenance programs (generally Artificial stone paving but some York Stone).
- The repair of footways and paved areas as required in the form of general maintenance.
- The repair and making safe of footways and paved areas as required on an emergency basis, including provision of 24hr standby.
- The construction of new highway works such as raised tables, environmental improvements and regeneration schemes.
- The general and emergency repairs, installation and improvements of street furniture.
- Winter Service delivery.
- Excavations, trial holes and reinstatements within the highway.
- The carrying out of miscellaneous works of varied quantity and nature.
- Out of hours emergency standby service
LOT 2 Term Contract for Gully Cleansing, Gully Repairs and Sewer Connections 2009 to 2014 - this includes the cleaning, rodding and jetting of all gully’s on the public highway and the Housing Departments housing estate gully’s. Gully’s are mapped electronically and GPS plotting is used to record time of clean and note any defects, as well as other information as specified. Cleansing operations are undertaken on a planned cyclic schedule as well as responses to ad-hoc calls, as instructed. Gully and sewer repairs are also required and the general scope of the contract will include the provision of Labour, plant, materials & storage costs required to carryout the following:
- The cyclic and ad-hoc cleaning and rodding of all gully’s and gully connections within the borough
- The installation of new sewer connections under the public highway
- The repair and / or replacement of new and existing gully pots grates and frames
- Emergency response in respect of each of the above
- Emergency repair of other carriageway and footway defects as instructed
The economic operator will be required to work with the Council in refining clean frequencies and improving the service from cleanse, identification of defect and completion of repair.

Expressions of Interest to become The Host organisation for the Local Involvement Network (LINk) (until 28 May 2008).
The Council is inviting expressions of interest from service providers wishing to act as a Host organisation as part of its plan to establish a local involvement network (LINk). Organisations wishing to express an interest must request a Pre-Qualification Questionnaire (PQQ) available from the address given below which must be completed and returned to the same address below by the time stated. Providers shortlisted to tender may also be invited to give a presentation demonstrating their capabilities in delivering a Host type service and experience of their community engagement work generally.
Through the Local Government and Public Involvement in Health Act 2007 the Government is reforming how the public and patients are involved in the provision of health and social care services. The Government is abolishing the current Patient and Public Involvement Forums (PPIFs) for NHS Trusts and the national Commission for Patient Public Involvement. It is replacing PPIFs with a broader Local Involvement Network (LINk) that will cover NHS services and social care services. The LINk will involve residents, NHS users (adults and children) and social care service users and carers as well as interested local networks. The new LINk is intended to ensure that the overall mechanisms for involvement in health and social care services are more joined-up and take account of the inter-relationships between health and social care services. The role of the LINk is therefore primarily to provide a stronger voice for local people in the planning, design, commissioning and provision of health and social care services. To support the work of the new LINk Local Authorities are required to procure a Host Organisation.
The Host organisation will have demonstrable experience and skills in health and social care engagement and community development, local networking, facilitation and working with individuals from all sectors of the community and a wide range of provider groups.
The Host will take over from a transitional organisation and progress the establishment and diversity of membership of the LINk and support its day-to-day activities. Amongst other activities, the Host shall:
- Enable, support and facilitate the LINk to manage its programme of activities;
- Be responsible for holding and administering the LINk’s finances;
- Support the LINks involvement in the commissioning, monitoring and reviewing of local health and social care services and ensure its views are communicated to those with responsibility for such areas;
- Ensure the LINk has robust mechanisms for obtaining the views of people about their needs for and experiences of local heath and social care services
Although the contract will initially be let to provide the Host function for the LINk it is possible the successful provider may also be required to undertake wider community engagement type work and projects, for which additional payment will be made. Accordingly providers invited to tender will need to demonstrate a proven track record in this field.
The Council intends to award the contract to the organisation which submits the most economically advantageous tender but the Council is not bound to accept the lowest or any tender. The contract period will be for two and a half years commencing on 1st October 2008.
It is intended to hold a provider event on Tuesday 13th May 2008 from 11 am to 1.00 pm and any organisation wishing to attend the event should contact the project officer (listed below).
Service providers should be aware that the Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) may apply to this contract. School Meals Contract (until 12 June 2008)
Suitably qualified organisations are invited to apply for a schools meals’ contract in the London Borough of Hammersmith & Fulham. This contract is being led by the Council on behalf of children attending local schools, with the primary objective of improving value for money for schools and parents and achieving healthier diets for children.
It is proposed that the monitoring and management of the contract, once awarded, will be overseen by school representatives and officers.
The existing service is paid for by the Council on behalf of 49 schools from an in-house direct service organisation. 34 of these schools have their own kitchens. 15 of these schools do not have kitchens and need their meals transported to them via the integrated transport system currently operated though the schools post system. The number of dining centres is expected to reduce to 10 during the contract period. The council’s school meal service provides approximately 10,000 meals a day or 2 million meals per year. Take-up of the existing service is as follows:
- Primary school, nursery and special needs schools: 70%
- Secondary schools: 57%
- Free school eligibility for primaries is 42%, of which take-up is 88%
- Free school meal eligibility for secondaries is 33%, of which take-up is 83%
At the time of placing this notice, 42 schools including primaries, nurseries, & specials schools, three secondary schools and one 6th form school have committed "in principle" to be party to the new contract. Final decisions are still being considered from the remaining schools. The new contract, subject to ratification by schools’ governing bodies, is expected to be for 3 years with an option of a further period of up to 2 years based on annual extensions.
The specification for the new contract will require higher food quality and full compliance with all nutritional guidelines. The Council and schools representative’s see the tendering of this contract as an exciting opportunity to both enhance the quality and deliver better value for money services at an affordable price whilst being mindful of environmental responsibilities.
The tendering of this contract will be carried out in accordance with the Public Contracts Regulations 2006. The Contracting Authority reserves the right to make no award of contract, and is not liable for any costs incurred by those expressing an interest in tendering for this contract opportunity. The contract will be awarded on the basis of the most economically advantageous tender; taking into account quality and cost (details to be set out in the tender documentation).
The Contracting Authority is the current provider of these services and an in-house team will be invited to tender. The provisions of the Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) will apply in the eventuality of a new service provider being awarded the contract. In accordance with Government guidance and requirements, tenderers will be required to either provide a comparable pension scheme or seek admission to the Local Government Pension Scheme (through an open or closed agreement which will be determined upon receipt of tenders). Annual Firework Display Contract 2008 (until 16 June 2008)
The Council is tendering for its 2008 fireworks contract encompassing two display events. The events are taking place in Bishop’s Park on 7th of November 2008 and Ravenscourt Park on 8th of November 2008 and attract around 20,000 people in total. Both of the fireworks displays are at least 20 minutes in duration and include a special children’s display. Ravenscourt Park also has a bonfire.
The proposed contract is to include the planning, organisation, marketing and management of both events, including ticket sales and break down. The contractor will be responsible for the security and health and safety of both events in consultation with the Council’s Park Constabulary.
Expressions of interest are sought from professional event management firms who wish to be considered for inclusion in the tender process for the LBHF Fireworks Displays 2008. Respondents must submit an application, in their own chosen format, which must include the following five items (in evaluating the responses the figures in brackets represent the weighting to be applied):
(a). A profile of the applicant (e.g. sole trader, partnership, company or consortia), and details of your core business (x 1).
(b). Details of all previous events undertaken by applicant over the last 3 years of a similar nature (including referees). The Council may select any number of these organisations to obtain references (x 8).
(c). A statement of each of the applicant’s overall turnover and audited accounts for the past 3 years.
(d). A proven track record in providing event management of the highest calibre including experience in planning, marketing, sub-contracting of fireworks events (x 9).
(e). A proven track record in meeting high standards in terms of occupational/public health & safety and food safety standards(x 2).
Each criteria (a)-(e) above (except criterion (c)) will be scored from 1 to 5 and applicants must score a minimum of 3 in each category. The Council intends to invite no more than 4 organisations to tender, and in the event that more than this number qualify the invitation will be based upon the ranked scores received -

Tender for the provision of Home Care and Housing Related Support Services to 25 extra care sheltered units (until 20 June 2008)
The Council's Community Services Department wish to invite applications for the provision of home care and housing related support services for twenty five extra care sheltered units. The units are based in the Sands End Area, which is situated in the south of the borough and are newly built as part of a wider mixed housing development. These units will be for the provision of service to primarily older people, however other service users groups may also have access to this provision.
As this service is a combination of home care and housing related support, expressions of interest are invited from established organisations that are registered with the Commission for Social Care Inspection and have substantial experience in the provision of home care and housing related support. Applicants may choose to provide these services solely or through a partnership/consortia arrangement. In either case only a single expression of interest may be submitted for delivery of both aspects of this service. The service includes personal care, practical support and provision of housing related support including provision of activities to service users within the scheme. Applicants must be committed to the principles of valuing diversity and understand the social model of disability and the ethos of supporting people to maintain independence in their local communities. The council is transforming their social care services with an emphasis on reablement and recovery. This service will be part of that transformation.
The services are primarily for older people requiring different levels of support to help them remain as independent as possible in the community and promoting their quality of life and wellbeing. This scheme is the Council’s preferred alternative to residential care provision. This service will operate 24 hours a day, 7 days a week. The assistance to individuals can vary, however the current average need for individuals in extra care is 17 hours per week.
Applicants will be asked to complete a pre-qualification questionnaire (PQQ) and invitations to tender will be issued to applicants who are shortlisted through this process. It is proposed to award the contract (effective from November 2008) for an initial period of three years with the option to extend for up to two further years. If the contract has been extended up to a fifth year the contract may be further extended up to a maximum of five further years. The extension provisions will be based upon performance of the service provider and there will be a specific contract clause which will form the basis of this consideration. The annual value of this contract is estimated to be £500,000 to £550,000.

Responsive Repairs and Maintenance Contract to Non-Housing properties 2009-2012
The Council is seeking expressions of interest from suitable contractors that would like to be considered for an invitation to tender for a term contract for responsive repairs and maintenance to its non-housing properties (civic buildings, community services, children's services including schools, residents services and other ad-hoc properties). The contract will be the JCT Measured Term Contract (2005) together with an over-arching bilateral agreement under the JCT Framework Agreement (2007). The Council intends that the contract will be let as a single contract in one lot. The award of contract will be on the basis of the economically most advantageous tender. The contract term will be for 3 years, with an option to extend on an annual basis for a period of not exceeding an additional 2 years. Parent Partnership Services – Increasing Parental Confidence
Parent Partnership Services (PPS) are statutory services that offer information, advice and support for parents of children and young people with special educational needs (SEN). PPS's also have a role in making sure that parent’s views are heard and understood and that these views inform local policy and practice.
In 2007 the Department for Children, Schools and Families published a set of good practice guidance for the provision of an impartial PPS. The aim was to make clear the expectations of the government in building parental confidence in the advice and information that they receive from PPS’s.
The Special Educational Needs Service within the Children’s Services Department of Hammersmith & Fulham has taken the view that in order to develop the service in line with best practice guidance, the PPS should be externalised. We have reviewed the arrangements that other local authorities have made in securing their PPS service and have concluded that excellent services can be potentially provided on a term-time basis by voluntary, private and not-for-profit organisations and we are seeking a partner from any background.
We have also undertaken consultation with parents of children who have Special Educational Needs and the content of this service specification has been informed by their views on what is key in the provision of a service. The following is a very short summary of what parents tell us that want:
- A service that supports them to participate on a steering committee that scrutinises the work of the PPS itself
- A clear statement on information-sharing to develop parental confidence
- A PPS with an in-depth knowledge of the SEN Code of Practice
- Excellent communication skills and the ability to empathise with parents
- The ability to work constructively with schools and other relevant agencies
- The ability to advise on a range of resources in H&F and elsewhere
- A service which is readily accessible and seen as being for all parents of a child with Special Educational Needs
The PPS will be one of a range of supports that the local authority wishes to develop for parents in line with the thinking in the Children’s Plan and other key initiatives. The funding is initially for one year and may be extended according to available funding and performance.

Dads and Lads weekends project
Hammersmith & Fulham Children’s Services is tendering for bids to pilot a weekend for Dads and Lads.
The purpose of the Dads and Lads Weekends is to engage young people involved in, or at risk of becoming involved in gangs and violent crime, either as offenders and/or victims. We recognise the pivotal role fathers can play in supporting and diverting their sons away from crime and encourage them through strong and loving relationships to be happy and confident individuals. We envisage that the Dads and Lads Weekends will provide a communication platform for young men and fathers to build positive relationships. This project proposes to run two Pilot residential weekends, each run by a different organisation. The two successful organisations will be invited to apply to Hammersmith & Fulham Council’s Fast Track funding. The weekend and self-evaluation must be delivered by 31st December 2008.

Tender for carrying out place satisfaction survey (until 22 August 2008)
London Council is seeking bids
This Contract Notice is being placed on behalf of London Councils and Capital Ambition who are seeking a service provider to work with potentially 32 London Boroughs and the City of London (the "participating councils") to devise and implement the Place Survey. This will be to provide information to at least meet the requirements of the National Indicators Satisfaction Place Survey as specified by the Department of Communities and Local Government. As part of Comprehensive Area Assessment the participating councils will be required to carry out the "Place Survey"- every two years. This largely replaces the Best Value Performance Indicators general satisfaction survey that was carried out every three years.
As the frequency of the survey has been increased to alternate years, the framework being tendered will allow the participating councils to set up a contract with the service provider is to undertake their Place Survey for the 2008 and potentially the following Place Survey (nominally in 2010). There will be an option for the participating councils who are party to the Framework Agreement (that will be in place for four year), to extend their individual contracts for a further two years. The contract will enable any of the 32 London boroughs and the City of London to use this contract for any or both of these surveys.
Tenders are being invited using the Open Procedure and a Contract Notice was published in the Official Journal of the European Union on 11 July 2008. CONTRACT FOR STREET OUTREACH SERVICE FOR ROUGH SLEEPERS (until 10 September).
The Council is inviting expressions of interest from suitably qualified and experienced organisations for the provision of a Street Outreach Service for Rough Sleepers.
The Council intends to contract with a service provider who can deliver the most economic, efficient and effective assertive street based outreach service that will move rough sleepers off the streets into the appropriate pathways of accommodation and support.
The work will entail working with rough sleepers, street drinkers and beggars. The client group therefore display multiple/complex needs and as such issues around mental health, substance misuse, anti social behaviour and housing will be prominent. The work will require partnership working with the Metropolitan Police (Safer Neighbourhood Teams), council departments such as Safer Communities Division, Street Population Co-ordinator, Adult Social Care, Supporting People Providers, the Primary Care Trust and Community Mental Health Teams.
The contract will run initially for 2 years from April 2009 with the option to extend for another 2 years (to be reviewed yearly) depending on target related performance. The length of the contract is in line with our grant determination from the Government’s Homelessness Directorate.

Regulatory Reform (Fire Safety Order) 2005 – Fire Risk Assessments (until 23 September 2008)
Hammersmith and Fulham Homes requires a suitably qualified and experienced contractor to carry out Fire Risk Assessments to the communal areas of Hammersmith & Fulham Homes managed properties to ensure it’s compliance with the Regulatory Reform (Fire Safety Order) 2005.
The properties within the scope of this contract are a mix of low to medium rise purpose built blocks, and converted houses. A site list will be provided, along with a copy of H&FHomes Fire Safety policy with the detailed tender documentation.
The Contractor will be required to:
i) Carry out a Fire Risk Assessment of listed sites and provide a detailed written report to the Client within 5 working days of the inspection, identifying any remedial work or action required, to include an emergency plan

The Council is seeking expressions of interest from professional event management organisations who wish to stage an event over the Christmas and Festive Seasons at Shepherds Bush Green, London, W12 involving, but not restricted to, an ice rink, fun fair, and a continental food & toy fairs. A smaller event may also be considered for Ravenscourt Park, London, W6 (either by the same organisation wishing to stage the event at Shepherds Bush or a different professional event management organisation). The proposed contract(s) will include the planning, organisation, marketing and management of the event(s), including ticket sales and break down. The successful organisation(s) will be responsible for the site security and health and safety of the event(s) in consultation with the Council’s Park Constabulary.

- A profile of the applicant (e.g. sole trader, partnership, company or consortia), and details of your core business (x 1).

- A statement of each of the applicant’s overall turnover and audited accounts for the past 3 years.

This service is targeted at people of any age with low to moderate dementia or Korsakoff’s syndrome. Expressions of interest are invited from organizations that have substantial experience and expertise in the provision of care and support to people with these needs. The aim of the service will be to maintain service users’ engagement in, or help them to gain access to, activities of their choice which enable them to be meaningfully occupied during the day. These activities will include, but are not limited to, activities of leisure, education, volunteering and physical exercise. It may include activities that take place in the home. To achieve this, staff delivering the service will offer practical support to service users and if necessary accompany them to their chosen activities until they are able to do so independently. Applicants must be committed to the principles of valuing diversity and understand the social model of disability and the ethos of supporting people to maintain independence in their local communities. The council is transforming their social care services with an emphasis on reablement and recovery. This service will be part of that transformation.
This service is intended to promote health and well-being and prevent deteriorations in mental health and hospital and care home admissions.

The work will entail desk-based research and the service provider is expected to have previous experience undertaking a HMA. Service providers must be able to work collaboratively with partners to identify housing markets and shape the HMA.

Subject to the success of a Stage 1 Heritage Lottery Fund (HLF) Parks for People (PfP) application submitted on 31 March 2008, the London Borough of Hammersmith and Fulham (“the Council”) wishes to commission a team of consultants (“the Consultant Team”) who are prepared to act together under the responsibility of a lead consultant (Lead Consultant) (although each will be directly appointed by the Council) to undertake a package of consultancy services (“Services”) relating to the restoration and improvement of Bishops Park and the grounds of Fulham Palace and in particular for the:
- production and submission of a Heritage Lottery Fund (HLF) Parks for People (PfP) Stage 2 application and associated documents;
- production of all documentation, detailed design for planning and preparation of works tenders;
- procurement and administration of the works contract through to completion and end of defects.
The form of contract will be based on the GC/Works/5 (1998) General Conditions for the Appointment of Consultants, Model Forms (1998) and Commentary (2000) of the form of contract.
The capital costs of the work has been estimated to be in the region of £6,500,000 to £7,000,000 and provides a tremendous opportunity to enhance and improve the image of this London landmark.
The Lead Consultant of the successful tenderer will be responsible for coordinating the completion of the commission on behalf of the Consultant Team and all payments will be made to the Lead Consultant for the services rendered by other consultants.
Implementation of the final design would be expected to take place during 2010/2011.
The commission is subject to procurement procedures laid down in the Public Contract Regulations 2006 (and the European Union’s Directive 2004/18/EC). The Council will be awarding this contract under the open tendering procedure and the Contract Notice was sent for publication in the Official Journal of the European Union (OJEU) on 8 September 2008.
Interested consultants should note that they will be required to demonstrate amongst other things:
- where relevant, experience acting as a Lead Consultant;
- experience of the preparation and submission of at least one successful Stage 2 Heritage Lottery Fund, Parks for People application and associated documents within the last three years;
- experience of managing large landscape design projects, including production of all documentation, detailed design for planning, preparation of works tenders, procurement and administration of the works contract through to completion and end of defects;
- experience of working on heritage projects.
It is also considered unlikely that an applicant would meet the Council’s financial requirements with an annual audited turnover of less that £600,000.

TENDER FOR THE PROVISION OF PRACTICAL HOMECARE SUPPORT SERVICES
Hammersmith and Fulham Community Services Department wish to invite applications for the provision of Practical Homecare Support Services (housework, laundry, shopping and benefit collection). Services will be predominantly for older people; however organisations will need to demonstrate that they are committed and able to deliver care to all adults including those with Physical Disabilities, Learning Disabilities and Mental Health needs.
Expressions of interest are invited from organisations that are established, registered with the Commission for Social Care Inspection and have substantial experience in the provision of home care. The organisation must be committed to the principles of valuing diversity and understand the social model of disability. Hammersmith and Fulham have developed a new short term assessment and reablement service, this service has a reablement focus for people discharged from hospital. Applicants will need to complement this service by providing reablement focused services within the community.

- establishing an initial three-year contract (effective from May 2009)
- an option to extend for a further two one-year periods.

Passenger Transport Options Appraisal: Preliminary dialogue with the "Market" on possible options
The Council is currently reviewing its options for the future provision of passenger transport services within its borders and surrounding boroughs.
The main recipients of these services are: (1) young people, students, or children with mobility and/or learning difficulties, requiring home-to-school transport, and return; and (2) vulnerable adult residents requiring transport from home to day centres, and return.
At present, viable options for more detailed exploration are being assembled, the key objective being better value for money, taking into account cost and quality.
As part of this review process, the Council is keen to hear from suitably qualified organisations who may be interested in providing these services in future to help inform the next stage of our review.
The Council wants to make sure, before deciding on the best way forward, that all options are properly identified and assessed, and that any future contract provides value for money to the Council and its Council-tax payers, a responsive service to vulnerable users, and is commercially viable and sustainable for providers.
The current services cost approximately £2,000,000 per annum, and are provided by around 40 directly-employed staff.
At the time of writing, no decision has been taken by the Council on how any future contract will be packaged, the length of contract, or whether there should be an in-house bid. The Council does believe, however, that should an outsourcing occur the Transfer of Undertaking (Protection of Employment Regulations 2006 (otherwise known as the TUPE Regulations) are likely to be applied.
Organisations wishing to apply for this service will therefore need to convince the Council that they are able to fully comply with the TUPE Regulations, including providing comparable pension provision for affected employees.

The specialist employment pathway is one of three day opportunities pathways intended to provide a route from mental health specialist services into mainstream resources. This pathway is targeted at people with a severe mental illness who are being treated within secondary care and who wish to enter into supported and paid employment. The pathway will offer support to individuals to secure and maintain employment. The delivery of this pathway will be very closely integrated with services providing secondary care mental health provision.

The signposting and referral pathway is one of three day opportunities pathways intended to provide a route from mental health specialist services into mainstream resources. This pathway is targeted at people, generally being treated within primary care, who have a mild to moderate mental illness or have experienced a severe mental illness but are currently well (these will often be people who were on a standard CPA but have now been discharged into primary care). This pathway provides short term interventions of 6 - 8 weeks aimed at supporting individuals to retain and access employment and other activities of meaningful occupation through sign-posting and referral to mainstream resources or through brief interventions delivered by the service provider. The pathway will be delivered from primary care sites, such as GP surgeries.

Contract for an Action Research Pilot for the Provision of a Supported Lodgings Scheme for Young People in the Borough (closing date 21 November 2008)
The Council is inviting expressions of interest from suitably qualified and experienced organisations for the provision of a Supported Lodgings pilot. The Council intends to contract with a service provider who can deliver the most economic, efficient and effective service. The provider will "market test" the feasibility of Supported Lodgings provision in this borough and develop and provide a "best practice" model for future Supported Lodgings services. An operating service should be created by the chosen provider that will expose the challenges and adaptations necessary for any future provision of Supported Lodgings within the borough.
Potential providers will have in-depth knowledge of the needs and circumstances of homeless young people aged 16 and above and those of children leaving care. They will have significant experience of operating Supported Lodging schemes within London and will be able to apply some of that organisational infrastructure to ensure the speedy commencement of the pilot. The work will require active partnership with The Council’s Community Support Centre, the Placement and Assessment Team for Homeless Singles (PATHS), the Mediation service provided by West London YMCA, Children’s Services, the Youth Offending Service and Supporting People providers of supported accommodation and floating support services.
The contract will be for 6 months with the possibility for a 6 month extension and a maximum sum of £40,000 is available to support this work. There will be a full tendering exercise for any eventual on-going service contract.

Non-Housing Construction Related Consultancy Services Contract (2009-2014).
The Council is seeking expressions of interest from suitable multi disciplinary consultants that would like to be considered for an invitation to tender for a term contract for a ''one-stop shop'' facility for the provision of non social housing construction related consultancy services. These services include the procurement and administration of term contracts and individual projects on behalf of the Contracting Authority from inception to completion. The services expected are (but not limited to):

The Council intends that the contract will be let as a single contract in one lot. The consultancy service is to be provided by a single multi-disciplinary organisation or consortium. A consortium must be led by a single organisation that will be responsible for completing the commission on behalf of the consortium, and all payments will be made to the lead partner for services rendered by the consortium. The single multi disciplinary organisation or consortium lead partner shall also act as the named Contract Administrator (or equivalent) under works contracts. The award of the contract will be on the basis of the economically most advantagous tender.
The annual fee turnover of the contract that the Council intends to place is anticipated to be approximately £1,500,000. However, no guarantee is given that the anticipated annual value in any one-year or cumulatively will be realised, or that any final estimated contract value will be reached or exceeded. (Overall the estimated value of the contract (excluding VAT) will be in the region of £7,500,000.)
The contract term will be for 5 years, with an option to extend on an annual basis for a period of not exceeding an additional 2 years.
It is anticipated that the Transfer of Undertakings (Protection of Employment) Regulations 2006 will apply to this contract. The single multi-disciplinary organisation or lead partner of the consortium shall be repsonsible for the completion of the successful tenderers' obligations under TUPE.

Contract for the provision of Catering Services at Bishop's Park Teahouse
(EoI by 5 Dec. 2008 - tender return date 12:00 Noon 19 December 2008)
The Council is seeking quotations for an eighteen months lease and catering contract for Bishop’s Park Teahouse (situated in Bishops Park), Bishop’s Avenue, Fulham, London, SW6. Bishops Park is expected to undergo refurbishment in the summer of 2010, therefore the proposed catering contract will be limited only to 18 months. Expressions of interest are sought from professional caterers or catering management companies who wish to be considered to manage the Tea House. The requirements contained in the lease will be to a provide catering service to users of the Park. These services must be provided throughout the year and have a core menu of hot & cold beverages, hot & cold light snacks (e.g. breakfast dishes, lunchtime courses with side dishes, salads, afternoon cakes & pastries) confectionary and home made products. The service provider will also be expected to arrange or cater for seasonal events (for example a summer BBQ in 2009). The Leaseholder will be required to provide equipment and furniture. The contract is expected to commence January 2009.

Expressions of Interest sought for a Contract for Substance Misuse Treatment Services (expires 23 December 2008)
The Council would like to invite expressions of interest from suitably qualified and experienced organisations for the provision of;
Stabilisation Day Programme (Tier 3)
This programme will work with service users who are still using substances and in particular those who are in services as a result of their drug related offending. The programme will assist service users to address their drug use and related offending behaviour.Abstinence Day Programme (Tier 3)
This programme will work with service users who seek abstinence from substance misuse. The programme will assist service users to live substance misuse free lives.Throughcare and Aftercare Service
This service supports service users to remain in treatment or remain in recovery through the delivery of relapse prevention interventions and “wrap around” services including improving access to appropriate employment, training and education options, assistance with tackling legal issues linked to criminal behaviour and encouraging community re-integration.
The Council intends to contract with a service provider who can deliver the most economic, efficient and effective service. Potential providers will have in-depth knowledge of the needs of adults who misuse substances and their carers and will have a solid track record of delivering these sort of services. The work will require active partnership with all other local providers within the treatment system and other key partners in the borough. The Council is seeking to introduce self directed support for people requiring social care services and we are looking for providers who can respond positively to this developing agenda.
The contract will be for 3 years with an option to extend on an annual basis for a period of up to an additional 2 years. The Council intends that the three services should be provided as a single contract. The services can be provided by a single organisation or consortium. The successful provider will be required to enter into a lease for a building in the Borough in order to deliver effective services within Hammersmith and Fulham. In order to facilitate the procurement process the Council will be opening the building by appointment to those organisations selected to tender (provisionally this is planned for 19 January 2009).
All expressions of interest, pre-qualification questionnaires (PQQ) and tenders should be submitted via the London Tenders Portal. All organisations wishing to express an interest should register as a supplier on the London Tenders Portal after Wednesday 26 November 2008 onwards, where they will be able to express their interest and download a pre-qualification questionnaire (PQQ). All PQQs must be submitted via the London Tenders Portal and must be downloaded, filled in, signed, scanned and uploaded back to the London Tenders Portal no later than 12:00 Noon on Tuesday 23 December 2008. PQQs received after this time and date may not be considered.
