Community Development Worker Service and Health Trainer Service
Notice of invitation to tender
In November 2005 Hammersmith and Fulham PCT undertook a cross cutting review of its commissioning relationship with the Voluntary Sector. The review found that the Voluntary Sector should play an increasing prominent role as an alternative group of service providers to support the NHS Public Health Agenda by:
- Helping to challenge and enable behaviour and lifestyle choices in populations at most risk of ill health
- Acting as a conduit for the successful delivery of health promotion in a style that is accessible and relevant to the public.
As a direct consequence of the review the PCT would like invite organisations with experience of providing health and well being services to tender for the provision of the following services
1, Health trainer service:
- Supporting Somali, Kurdish, Iraqi and Iranian communities
- Linked to the GP Exercise referral programme :
These services will be delivered in compliance with the relevant national guidance outlined in Skills for Health (February 2006) and the Public Health White Paper - Choosing Health.
Consideration will be given to providers with sufficient capacity, experience and skills in promoting and supporting people develop healthier behaviours and lifestyles within the context of their own communities and living environment.
2, Community Development Workers Service:
The service is to be delivered in compliance with relevant national guidance, including the Mental Health Policy Implementation Guidance and Delivering Race Equality in Mental Healthcare (January 2005).
Consideration will be given to providers with sufficient capacity, experience and skills to deliver a service that reduces and eliminates inequalities in experiences and outcomes for users of mental health services, supports BME communities in dealing with mental health and mental ill health and supports early intervention and access to primary care services.
Offers of tenders
Offers of tenders for the provision of both these services are invited, subject to the terms set out in this notice and also, for the relevant service, in the Invitation to Tender (Document No 1), in accordance with the Hammersmith and Fulham PCT Standard Contract (Document No 2), the Service Specifications (Document No 3) and Tender Selection Criteria (Document No 4). Please complete your submission using the pre-qualification questionnaire (Document No. 5). We will not accept submissions in any other form. A tender pack for each of the services can be downloaded below. There is a separate tender pack for each service, please ensure that you download the correct pack.
Hammersmith and Fulham Primary Care Trust does not bind itself to accept the lowest or any Offer and reserves the right to accept an Offer either in whole or in part, each item being for this purpose treated as offered separately. Hammersmith and Fulham Primary Care Trust reserves the right to award contracts for the supply of services described above and arising out of this procurement process to more than one supplier.
Offers must be in written English and must be submitted in a plain sealed envelope which does not identify the name of the company.
