Expression of interest for the of provision of research and consultancy services
Hammersmith & Fulham Homes Ltd (H&F Homes) is an Arms Length Management Organisation, and wholley owned by the London Borough of Hammersmith & Fulham (the Council). It was set up in 2004 and one of its central aims is to encourage, meaningful and continued involvement of our residents in key decision making processes. In order to meet this aim it is necessary for H&F Homes to have a clear picture of their customers’ satisfaction levels and to demonstrate how resident involvement does have a real impact by shaping their priorities for the future.
Currently H&F Homes manages all the Council's housing stock: of 13,778 rented and 4,227 leasehold homes. Additionally H&F Homes is responsible for the management of play areas on housing estates, commercial shop units on housing estates, community buildings, and the Travellers site. Therefore, simply due to the volume of people involved ensuring that all stakeholders have an opportunity to participate requires considerable resources.
H&F Homes is committed to continually improving services for all stakeholders. In order to do so it is important to capture and record accurate information regarding customers’ views and profiles. Currently we do not have the resources to fill information gaps by conducting research in-house. Moreover, the use of independent research experts is likely to enhance the credibility and neutrality of research (this is especially important when services or overall performance is being evaluated). It is the intention of H&F Homes to appoint a Research Consultancy to meet some of their key research and consultation needs.
The table below provides a summary of H&F Homes research and consultation needs in 2007. With the exception of the Residents’ Profile Survey, there will be a similar level of demand in 2008 and subsequent years. Moreover this list is not exhaustive and does not take into account ad hoc consultation or research needs that can not be planned for in advance.

Appointment of Consultant by Hammersmith & Fulham Homes Ltd (until 12 December 2007)
Hammersmith & Fulham Homes Ltd (H&F Homes) is an Arms Length Management Organisation that manages the housing stock of the London Borough of Hammersmith & Fulham. A new Conservative Administration was elected for the borough in May 2006 having given clear and unequivocal commitments to provide better value for money services and deliver a cleaner, greener borough. It has resolved to “put residents first”, and is determined to see these commitments delivered in the years ahead. It wants to see a range of services market tested including the provision of caretaking by H&F Homes. The competitive tendering of the range of services is seen as an important tool that will deliver more efficient services, with improved quality at lower cost.
H&F Homes requires a suitably qualified and experienced consultant to assist in its market testing programme by project managing the tendering of its caretaking service.

REQUEST FOR EXPRESSIONS OF INTEREST FOR:
CLEANING SERVICES AT FULHAM PALACE, BISHOPS AVENUE, FULHAM, LONDON, SW6.
Fulham Palace was a residence of the Bishops of London for almost 1300 years. Today it consists of a medieval Great Hall with a 16th-century courtyard to the west, an 18th century courtyard to the east and a 19th century chapel to the south. The designed landscape that surrounds the Palace contains a large walled garden and a number of 19th-century outbuildings. The grounds were surrounded by what was thought to be the longest moat in England, until it was filled in during the 1920s. In 1973 the Palace was vacated by the Bishop and two years later Hammersmith and Fulham Council took a long lease on the property. Fulham Palace, its outbuildings and grounds together form a heritage asset of outstanding importance. The Palace sits at the foot of New Kings Road, Fulham Palace Road and Fulham Road on the banks of the Thames, just 5 minutes walk from Putney Bridge Tube Station.
Following 18 months of restoration the Palace reopened in November 2006. Its elegant Georgian rooms now form a major new cultural attraction for West London comprising a museum, gallery and café-bar. A large marquee has been erected within a private garden alongside the Palace for 10 months of the year. Together, these rooms and the marquee form a notable new private-hire venue for high-quality events (e.g. conferences, corporate hospitality, weddings and other social functions). The upper floors of the Palace comprise of a large suite of high-spec commercial offices.
The Council is seeking to appoint a cleaning contractor to undertake all cleaning within the public areas of the Palace – in particular the museum, the gallery, café-bar and common parts – and the outside of the Palace, in particular the marquee, windows, woodwork and gutters. It is possible that the cleaning contractor may also be required to clean the Palace’s commercial offices subject to individual tenants’ approval.
Expressions of interest are sought from professional cleaning companies with substantial experience of working in historic buildings and museums. The contract will be for three years.
Respondents shall submit an application in their own chosen format to include the following items:
- Company/Consortia/Partnership profile
- Details of previous work of a similar nature undertaken at similar heritage sites over the last 3 years. The Council may select any number of these sites to obtain references
A statement of each of the service provider’s overall turnover and accounts for the past 3 years - Details of technicians and technical services available, whether or not directly related to the undertaking, with special reference to quality control.
- A breakdown of the organization's management (or proposed management) and staff resources including operatives, together with details of educational, technical, professional qualifications held.
Expressions of interest must also demonstrate:
- A proven track record in providing cleaning of the very highest calibre;
- A proven track record in working sensitively within buildings of outstanding heritage merit and a demonstrable understanding of and respect for the constraints this poses on operations;
- Experience of working within buildings requiring a high level of security and management – especially museums;
- A proven track record in meeting exceptionally high OH & S standards
Failure to submit any of these items will result in the expression of interest being rejected. Expressions of interest must be received no later than 5pm on 6 December 2007. PARENTING COORDINATING SERVICE (until 21 November 2007).
Parents and the home environment that they create are the single most important factor in shaping their children’s well-being, achievements and prospects. The overwhelming majority of parents want to do the best that they can for their children and to see their children succeed in life, and from time-to-time they may want or need help to achieve this. Some parents have their own families to turn to, but for others they may benefit from the support of local services.
A key part of the "Every Child Matters" agenda is the development of a local parenting strategy that makes clear how local services will establish and provide for the needs of parents in their area to help give them the confidence and skills that they need. Hammersmith & Fulham has invested heavily in the provision of Positive Parenting Programme training as a key part of the offer to parents from our Children’s Centres and we are keen to see it being rolled-out as an element of our supports to families in all of our services.
Hammersmith and Fulham Children’s Services and its partners in the health and voluntary sectors have established a Parenting Partnership to support this agenda and we want to provide a service that recognises and responds to parents varying needs. This will be a complex service liaising between differing teams in the statutory and voluntary sector with the main aims being as follows:
- To co-ordinate the delivery of an H&F parenting programme
- To be the point of contact for parents enquiring about parenting training courses
- To be responsible for collecting information supporting the quality assurance of parenting training
- To develop supportive networks for parent training practitioners
- To continue the needs mapping of parents living in H&F
- To locate further financial resources to support the continuance of training for practitioners to meet needs
Hammersmith & Fulham Parenting Partnership is seeking to establish a contract with a partner that can provide the above. Funding is initially available for a start-up service to 31 March 2008. An extension to the contact will be subject to the local authority and its partners securing additional funding during this period. MEMBERSHIP SERVICES - FULHAM PALACE, BISHOPS AVENUE, SW6 (until 12 October 2007)
"Palace Partners" is a private members’ club which was formed in April 2007 at Fulham Palace in West London (based upon a similar in concept to the Friends group at the Royal Academy). This currently provides Partners with exclusive access to the café-bar for relaxed eating and drinking in the evenings between 6pm and midnight from Monday to Thursday (though this may be extended to Friday).
The cost of membership is currently £100 per year, and take up has been steady with 150 members recruited since it started. However to turn the Palace Partners Scheme into a profitable venture a major push on membership is urgently required. The Council is therefore seeking the services of a membership services company to grow membership to at least 1,000 over the next three years. The contract will commence on 1 November 2007

Childcare sufficiency assessment: Assessing the parental demand for childcare in Hammersmith & Fulham
The Council are looking for an experienced organisation to assist the Early Years Service in carrying out this assessment. The overall purpose of the childcare sufficiency assessment is to contribute to the Department for Children, Schools & Family (DCSF) 10-year strategy of “Choice for parents the best start for children” with the aim of improving life chances for all children and to close the gap between advantaged and disadvantaged families in the community. The undertaking of the sufficiency assessment is central to the strategy of reducing child poverty through ensuring childcare to meet the needs of working parents.
The Childcare Act 2006 expands and clarifies in legislation the vital role local authorities should play as strategic leaders in facilitating the childcare market. It reinforces the framework within which they already work in partnership with the private, voluntary and independent (PVI) sector to shape children’s services. It focuses in particular on sufficient, sustainable and flexible childcare that is responsive to parent’s needs.
Section 11 of the 2006 Act places a duty on local authorities to undertake a childcare sufficiency assessment, in accordance with the regulations and with regards to the statutory guidance: "Childcare Sufficiency Assessments: Guidance for Local Authorities". The sufficiency assessment is necessary for ensuring sufficient provision, enabling local authorities to identify gaps and establish plans to meet the needs of parents so they can fulfil their Section 6 Childcare Sufficiency duty. Aims of the childcare demand assessment are to:
- undertake a childcare demand sufficiency assessment meeting the requirements of Section 11 of the Childcare Act 2006
- ensure a relevant sampling size of all the key groups and age ranges in each sub-local authority area
- assess parents present and future needs and look at the form of childcare that could meet that need
- develop a clear and concise picture of the childcare needs of Hammersmith & Fulham residents
- develop a workable template for the Early Years Service to carry out annual reviews
The consultation is proposed to be carried out from 22 October to 30 November 2007. The Service Provider will be required to complete an agreed written report by 14 January 2008.

Joint Framework Agreement for the Procurement of Supporting People Services (until 13 September 2007)
EXPRESSIONS OF INTEREST
The Royal Borough of Kensington and Chelsea and the London Borough of Hammersmith and Fulham (Principal Contracting Authorities) are seeking expressions of interest from suitably qualified and experienced organisations to provide Supporting People services under a joint framework agreement. The London Boroughs of Ealing, Harrow and Hillingdon (Secondary Contracting Authorities) intend to access the joint framework agreement, although providers will not be under an obligation to supply services to these secondary authorities.
The services that are to be procured under the joint framework agreement will include accommodation based and floating support services for the following client groups: mental health, substance misuse, young people, homeless families including teenage parents and mother and baby services, offenders, single homeless people/rough sleepers/refugees, generic and people with complex needs. These services will be separated into categories i.e. lots under the framework agreement.
Current service providers to the Principal Contracting Authorities should be aware that they must submit an expression of interest, in the correct service categories above, in order to be considered for the future provision of Supporting People services.
Following the tender the Principal Contracting Authorities intend to create a preferred list of providers for each service category from which they can contract services when they are required. The framework agreement will have a duration of four years and the intention is to procure the majority of Supporting People services under the framework that fall into the service categories.
This process is open to providers already accredited in West London as well as providers operating elsewhere. Any provider wishing to become a preferred provider for these services must formally express an interest by completing a pre qualification questionnaire (PQQ).
Service providers that are already accredited in West London (or accredited by ROCC consultants) will be passported through the PQQ process, provided that Part A of the PQQ is duly completed and that their accreditation status is subsequently updated. Those providers not previously accredited in West London will be required to apply for accreditation should they be invited to tender following the PQQ stage.
It is expected that the invitation to tender documents will be sent out no later than 1st October 2007.
The Principal Contracting Authorities plan to award the framework agreement in February 2008.

Framework Agreement for Printing Services - 2008-2012
(until 29 August 2007)
Hammersmith & Fulham Council has recently reviewed and reorganised the way in which it procures print services. Over forthcoming years it is estimated that Hammersmith & Fulham Council’s annual spend with external print suppliers will total up to £800,000 per annum. In future it is intended that commissioning of all external print works will be channelled through the Council’s central Print Unit. By this means the management, efficiency and control of the Council’s print activity will be maintained and enhanced.
The Framework Agreement will run for a period of four years, commencing 1st April 2008.
Although driven by Hammersmith & Fulham Council and with the specific objective of meeting their own print needs, the resultant Framework Agreement will be made available for use by the London Borough of Hounslow, Hammersmith and Fulham Homes Services Ltd (an arms length management organisation) and other local authorities in London should they so wish (provided that the appointed Firms are able to supply). Annual expenditure by L B Hounslow is estimated to be up to £1 million per annum. There will be no maximum or minimum spend either by the Council or other organisations taking part in the Framework Agreement.
Scope of printing services
A significant part of the Council’s printed material is produced via the sheet fed litho process. The Council also has a significant requirement for other types of printing and printed products; a full list is identified below by press, printing type or product.

The Council’s objective is to select and appoint a number of Firms for each Lot outlined above. Firms may be allocated to more than one Lot. For its own requirements, the Council proposes to work together with Firms, The Council’s central Print Unit acting as a corporate gateway to produce best value and best quality printing services for the Council’s print users as well as ensuring universal adherence to corporate identity guidelines.
Once in place, all work will be procured from Firms on the Framework Agreement, identified by means of a ‘mini-competition’ conducted each time a piece of work is required. Each job commissioned will therefore be awarded in accordance with the Council’s Contract Standing Orders. All firms on the Framework Agreement will be appointed on a ‘no commitment’ basis – i.e. the Council (or other participating organisation) will call off services on an as and when basis and therefore does not guarantee a minimum volume of work. At this stage it is not known how many Firms will be appointed to the Framework Agreement as this will depend on the range of bids received at the tender stage. However, by establishing a formal framework for the supply of printing services, the Council is looking to ensure that there is always capacity and resources available to the Council from Firms in the Framework Agreement. This will mean structuring the framework so that appropriate specialisms are suitably covered, in order that work can be placed with the most appropriate Firm(s). Work is likely to range in nature from simple forms and one- or two-colour leaflets to four colour brochures and reports, covering all aspects of the Council's activities. Screen-printing, banners and other specialist work may from time to time be required.
Hammersmith & Fulham Council may wish to seek additional benefits through this method of commissioning including electronic ordering and invoicing to further reduce the cost of supply.
Hammersmith & Fulham places high importance on environmental considerations. The Authority has identified the environmental impacts of its own activities and has committed to a number of environmental improvements set out in the Council’s Policy on the Environment
Given the Council’s commitment to using the most environmentally and socially responsible goods and services, we require our suppliers to also place a high importance on environmental issues and address the environmental impacts of their own activities.
Therefore, we will be looking for applicants who offer evidence that environmental considerations are embedded into their policies, systems and operations. Under this contract a particular emphasis will be placed upon making the most effective use of available resources, conserving energy, re-using materials and minimising and recycling waste.

Service Provider required for Provision of Childcare Vouchers via Salary Sacrifice Scheme

The Council currently has in place a child care subsidy scheme which provides childcare vouchers as a top up to salary. This benefit is taxable.
The Council now wishes to switch to the government approved Salary Sacrifice Scheme for childcare vouchers. We are seeking a provider who will be responsible for the overall running of the scheme, leaving the council with a minimum administrative burden.
The contract will be for 2 years commencing 1 October 2007. There is an intention that during the contract period the Council will be carrying a review of additional benefits package available to staff and the outcome of this review will be reflected in the retendering of this service provision probably in the Autumn 2008.

CHILDREN'S CENTRE FAMILY HOME VISITING SERVICE (until 16 July 2007)
The aim of the DfES 10 year strategy entitled "Choice for parents, the best start for children" is to improve life chances for all children and to close the gap between disadvantaged children and the rest of the community. Children’s Centres are at the heart of this strategy for children under the age of five and their families.
Children’s Centres bring together a range of early years care, education, health and family support services in designated geographical areas. It is envisioned that by bringing these services together in a manner that is both accessible and relevant, improvements in children’s ability to learn and thrive will increase.
The borough developed five centres during the first phase of Children’s Centre development (2004-2006). During phase two (2006-2008) we will be building upon the success of these centres, expanding their reach and identifying seven additional centre delivery sites. In addition, a Children’s Centre Famiy Support team is being developed. This team will work across all centres offering targeted multi-disciplinary support to families who are not currently accessing centre based services.
The aim of the home visiting service is to work in partnership with the Children’s Centre Family Support team under the guidance of the team’s Community Development Officer to provide home-based support packages to vulnerable families with at least one child under the age of five supporting strategies developed by the team to strengthen families, prepare children so that they are ready to prosper when entering school, encourage engagement with the Children’s Centres, and assist in closing the attainment gap by the end of the Early Years Foundation Stage.
The contract for this service will be offered in the first instance until 31 March 2008 although it is expected that support for the Children’s Centre initiative will continue until at least 2010.

DECORATION VOUCHER SCHEME

Hammersmith & Fulham Homes Ltd (HFH) is launching a new initiative to issue decorating vouchers that qualifying residents can use to exchange for decorating materials and consumables at local suppliers. HFH currently provides an allowance to help residents with decorating (wall papering, painting, etc) when moving into their new home. The scheme also allows for the allowance to be paid to an existing tenant who is moving to a different property within the housing stock.
The proposed scheme will have benefits for both HFH and local suppliers. HFH is anxious to demonstrate that it is delivering value for money, reducing fraud and improving the quality of the service it provides to qualifying residents. The benefit for local suppliers is to generate additional income and indirectly this may help local employment by bringing more customers to participating retail outlets.
Following a review of the current scheme the proposal being explored by HFH is to provide qualifying residents with vouchers to shop for their decorating materials and consumables at any suppliers in the area, or the one most convenient to them. This may be a store within the boundary of Hammersmith and Fulham or a store close to the boundary. Qualifying tenants receive up to £250 to cover the costs of these improvements. The current level of annual expenditure is in excess of £100,000.
HFH would like to launch the scheme from 1 July, but this will depend upon the responses received to this advertisement from local suppliers and outlets willing to accept vouchers issued by HFH. HFH has written to all known suppliers in Hammersmith & Fulham on 1 June, but there may some suppliers or outlets that have not been approached.

Initial expressions of interest should be received by HFH by Friday 16 June and it is anticipated that the scheme will be operational by 1 July. Fulham Palace - Café-bar as a concession

Fulham Palace was a residence of the Bishops of London for almost 1300 years. The Palace sits at the foot of New Kings Road, Fulham Palace Road and Fulham Road on the banks of the River Thames, just 5 minutes walk from Putney Bridge Tube Station. Following 18 months of restoration the Palace reopened in November 2006. Its elegant Georgian rooms now form a major new cultural attraction for West London comprising a museum, gallery and café-bar. A large marquee has been erected within a private garden alongside the Palace for 10 months of the year. Together, these rooms and the marquee form a notable new private-hire venue for high-quality events (e.g. conferences, corporate hospitality, weddings and other social functions).
Since opening in November, the café-bar has quickly established itself as a destination venue in Fulham and its environs. Gross revenue is increasingly rapidly and the café-bar has already established a reputation for a high quality offer. The Council is of the opinion that there is significant potential to develop the offer still further by providing, for example, barbeques, ice cream and the provision of al fresco dining in the Palace’s walled garden. The Council is inviting tenders to operate the café-bar as a concession. The contract is for 10 years with breaks (for poor performance) in years five, seven and nine. The tenderer will also become an approved caterer for the Palace and permitted to cater at events and functions on condition that small events (in particular those that are too small to be viable for the off-site caterers) are fully catered for.

CONTRACTS FOR WASTE (REFUSE, RECYCLING AND STREET CLEANSING), AND

The London Borough of Hammersmith & Fulham is determined to:
- put residents first
- have a cleaner greener borough
- deliver more efficient, better value for money services.
As part of a market testing programme to deliver these objectives, the council invites interested organisations to apply for one or both of the following contracts:
- A contract for the collection of waste (ie. refuse and recycling ) and street cleansing. and/or
- A contract for the grounds maintenance of parks and open spaces, including housing estates.
As previously advised in Prior Information Notices and at Contractors Open days, there will be in-house bids for these contracts, and the contracts will be awarded fairly to the best bid taking into account quality and cost. The new Administration sees the tendering of these contracts as an exciting opportunity to work with the council to improve the quality and efficiency of these important, highly visible services. The combined spend on all of these services is currently around £16m per annum.

Refuse and recycling includes the collection of:
- Refuse sacks from 40,750 domestic properties on a weekly basis and 16,200 on a twice-weekly basis
- Recycling sacks from 40,750 domestic properties on a weekly basis and 16,200 on a twice-weekly basis
- 5,900 bulk refuse containers on a weekly basis (from 635 sites servicing 21,000 properties)
- Recyclable waste from Smart Banks
- Commercial waste from 2,500 commercial premises (including recyclable commercial waste)
- Garden Waste and Christmas Trees for composting.
- Waste from schools and other non-domestic properties
- Bulky household items (furniture and household equipment)
- Waste Electrical and Electronic Equipment (WEEE)
The council is also considering options for the separate collection of kitchen waste in the future.
Streets Cleansing includes:
- The routine cleansing of streets on a 24/7, 16/7, daily, twice-weekly and weekly basis, including cleansing of residential streets on the same day as refuse and recycling is collected
- Weed control
- Removal of fly tips
- Providing a night-time clear-all service in Town Centres and on designated roads
- Cleansing of open spaces and car parks
- Emptying and cleansing of litter bins
- Cleansing following special events
- Street washing
- Responding to emergencies
- Undertaking BV199 surveys using an independent third party
2. GROUNDS MAINTENANCE
The grounds maintenance contract Includes the following services:
- The maintenance of five principal parks, including sports pitches and horticultural features, using Green Flag principles.
- The maintenance of 43 other parks, including sports pitches and horticultural features.
- The maintenance of two working cemeteries.
- The maintenance of open space areas, including housing sites.
- Maintenance of school grounds including sports pitches.
- Cleansing of toilets and changing rooms.
- The inspection of playgrounds.
In both cases, the Council is looking to provide high standards of service. The new arrangements for waste will start from early April 2008, and for grounds maintenance from early March 2008.
The contracts will be for a seven-year period, the Council will also consider an extension of a further seven years as well as a fourteen-year arrangement.
Although the contracts are separate, the Council welcomes bids from contractors who wish to supply services for both contracts. Hammersmith and Fulham mixed use and civic accommodation development.

The Council invites expressions of interest from prospective development partners for the design, site assembly, construction and funding of a mixed use development incorporating new civic accommodation adjacent to Hammersmith Town Hall campus. The Council seeks to procure a development partner to deliver a mixed use scheme in Hammersmith, west London. It is envisaged that the mixed use scheme will comprise:
- Option 1 - store, offices, residential, retail, parking and environmental improvements; and / or
- Option 2 - residential, offices, retail, parking and environmental improvements.

Capital Ambition Funding – Research and Development Project - 2007-2009

London Councils Ltd (www.londoncouncils.gov.uk) is seeking expressions of interest from suitably qualified and experienced organisations (including academic or policy institutions) to partner Capital Ambition (www.capitalambition.gov.uk) to deliver an innovative research and development programme.
This will involve initiating a programme of research exploring the key challenges in London’s public services over the next five, ten and fifteen years and the delivery of a range of leadership and management development events to the ‘Top 500’ public sector managers in London, who will be delivering this. It is anticipated this might lead to a longer term partnership and the successful organisation might be able to lever in additional funds and income to support the project.
Capital Ambition is the name of the regional improvement partnership which serves London local government. It has received Government funding to build capacity, support improvement and work with local authorities to deliver world class services.
Funding of £600,000 has been allocated to March 2009 for this key project and the expected term of this contract will be 18 months.
London Councils Ltd intend to award the contract to an organisation with a proven track record of delivering similar projects to a high standard and within required deadlines. Experience of commissioning work to meet changing requirements and putting in place effective and sustainable partnership arrangements will be essential.

The "Road2000" 2007 - 2010 London Principal Road Condition Survey Term Contracts have been divided into four(4) lots and are for the collection of pavement condition data on London’s principal road network and London’s B and C classified roads (Scanner only). They are split up into the following lots:
- Lot 1 - Skid Resistance Surveys (using SCRIM)
- Lot 2 - UKPMS (United Kingdom Pavement Management System) Detailed Visual Inspection.
- Lot 3 - Scanner Survey A Roads (Scanner A)
- Lot 4 - Scanner Survey B and C Roads (Scanner B&C)
Each contract will be let separately for a period of three years with the option of one 12 month extension that may be exercised at the Contracting Authority's discretion.
Scanner surveys to be completed in accordance with the Department for Transport (DfT) guidelines, requirements for Scanner surveys for reporting BV223 and BV224(a) in 2007/08 and thereafter. The survey data shall be processed in accordance with the latest version of the United Kingdom Pavement Management System (UKPMS) Rules & Parameters and shall be provided in HMDIF file structure for input by the Engineer into a UKPMS Tranche 3 accredited software system.
DVI surveys to be completed in accordance with the DfT, Best Value Road Condition Surveys for Local Highway Authorities latest version and in accordance with the latest version of the UKPMS Rules & Parameters. Adequately qualified personnel (in accordance with UKPMS guidance) will carry out the DVI on foot. All survey staff must be accredited to the required DFT standard for DVI surveys. The survey data shall be processed in accordance with the latest version of the UKPMS Rules & Parameters and shall be provided in HMDIF file structure for input by the Engineer into a UKPMS Tranche 3 accredited software package.
Skid (SCRIM) surveys to be completed in accordance with Skidding resistance surveys shall be carried out in accordance with Department of Transport Design Manual for Roads and Bridges Volume 7: Section 3 - HD28/04 - Pavement Design and Maintenance - Skid Resistance. The Method to be employed shall be the standard Sideway-force Coefficient Routine Investigation Machine (SCRIM).
Lots One, Two and Three are for road condition surveys on the London Principal Road Network. The road condition surveys undertaken are Detailed Visual Inspections (DVI), skid resistance surveys (using SCRIM) and Scanner surveys respectively. This work is funded by Transport for London (TfL) although the Contracting Authority (and officers thereof) is Client and Engineer to the Contract. All contract management is undertaken on behalf of TfL by the Contracting Authority.
Lot Four is for undertaking SCANNER surveys to the London B and C road network. This work is funded by the London Boroughs although the Contracting Authority (and officers thereof) is Client and Engineer to the Contract. All contract management is undertaken on behalf of the London Boroughs by the Contracting Authority. Lot four has been written with an access agreement. This will allow London Boroughs the option of entering into agreement with the awarded contractor, should they wish to take over management duties of this survey in the future (during the specified term of the contract).
Tenderers should not contact either Transport for London (TfL) or any other London Borough regarding these contracts. All communication and correspondence should be directed to the Contracting Authority.
The above mentioned contracts relate to the survey and collection of pavement condition data on London’s principal road network and London’s B and C classified roads (Scanner only).The anticipated commencement date of these contracts is 1.5.2007 and the expiry date is 31.3.2010. Subject to the discretion of the Contracting Authority, the Contracting Authority may wish to extend the contract(s) beyond the expiry date. For the avoidance of doubt any extension shall be for no longer than one period of twelve months.
The tendering exercise is being carried out in accordance with the "Open Procudure" (EU Public Sector Directive 2004/18/EC and the UK's Public Contract Regulations 2006). The Council invites tenders from qualified service providers who specialise in landscape works and have experience of dealing with large landscape parks and open spaces projects, (including restoration projects) and have experience of submitting proposals for Heritage Lottery Funding applications. This is a three stage commission to undertake the restoration and improvement of Bishops Park, London, SW6 and in particular for:
- Stage 1: the production and submission of a Heritage Lottery Fund, Parks for People Stage 1 application by 30 September 2007;
- Stage 2: if stage 1 is successful, the production and submission of a Heritage Lottery Fund, Parks for People Stage 2 application relating to the whole of the funding;
- Stage 3: the production of all documentation, detailed design for planning, preparation of works tenders, procurement and administration of the works contract through to completion and end of defects.
This project with an initial fee budget of £75,000 and a possible overall budget of between £3-£5,000,000 works and fees provides a tremendous opportunity to enhance and improve the image of this landmark London park.
The Council is seeking tenders from organisations with extensive skills and experience in the design, procurement and implementation of heritage projects in urban parks and open spaces. Such organisations must have a proven track record of successfully leading on Heritage Lottery Fund funding applications. Subject to appraisal at each stage, the Council’s satisfaction with performance and the success of the Heritage Lottery Fund, Parks for People application, the selected consultant will produce a detailed design for Bishops Park with the active involvement of the community and carry the approved proposals through to implementation on site.
Implementation of the final design would be expected to take place during the winter and spring of 2010/2011.
The commission is subject to procurement procedures laid down in the Public Contract Regulations 2006 (and the European Union’s Directive 2004/18/EC). The Council will be awarding this contract under the open tendering procedure and the formal Contract Notice was sent for publication in the Official Journal of the European Union (OJEU) on 30 January 2007. Interested consultants should note that they will be required to demonstrate amongst other things:
- experience in project management acting as a Lead Consultant;
- experience of producing Conservation Management Plans, Management and Maintenance Plans and Audience Development Plans;
- experience of the preparation and submission of at least one successful Heritage Lottery Funding application within the last three years;
- experience of managing large landscape design projects, including production of all documentation, detailed design for planning, preparation of works tenders, procurement and administration of the works contract through to completion and end of defects undertaken within the last three years;
- experience of working on heritage projects.
It is also considered unlikely that an applicant would meet the Council’s financial requirements with an audited turnover of less that £600,000.

White City Area Programme Funding 2007-2009

Organisations are invited to submit expressions of interest to carry out contracts for the projects listed below. These projects are aimed to help residents into employment and support local businesses.
The London Borough of Hammersmith & Fulham has secured £3,000,000 over two years (April 2007 – March 2009) through the London Development Agency (LDA) to procure outreach, learning, job search and business support projects that will assist 1,740 local residents and 440 businesses. The council intends to award contracts to organisations with a proven track record of successfully delivering employment, learning, outreach, or business support programmes.
The total programme comprises 12 different projects as listed below.
- Business Support Targeted Interventions – promoting and supporting new businesses (est. value £325,000)
- Business Skills – supporting new businesses with essential skills requirements, such as financial management (est. value £210,000)
- Media Sector Support – range of activities to support businesses in the creative and media sector (est. value (£205,000)
- Tourism and Leisure Sector Support - range of activities to support businesses in the tourism and leisure sector (est. value £140,000)
- Employability and Job Brokerage – range of activities to support local residents in to work (est. value £560,000).
- Skills and Employment advice and support for Disabled people and those claiming benefits on health grounds (est. value £370,000).
