The following is a list contract notices previously published by the Council. The deadline for expressing an interest has now passed but the information has been retained for information.

Quantity Surveying Services Framework Agreement for works to Non-Housing Properties (2007-2010).
(Open procedure)

The Council is seeking open tenders for construction quantity surveying services in connection with three 4 year works framework agreements for refurbishment, alterations, maintenance or repairs to Council owned Non-housing properties (educational, social services, civic buildings and other ad hoc properties).  The works agreements will be JCT 2005 framework agreement with underlying works contracts under the JCT measured term contract (2005).  The Council intends to appoint a single consultant quantity surveyor to carry out the services. The award of the contract will be made on the basis of the economically most advantageous tender.

Candidates should note that the Council reserves the right to make no award of contract if offers are not viewed as meeting the objectives of the procurement exercise.

Contract Notice - Negotiated Procedure
Non-life Insurance Services - Leaseholder Properties

A Contract Notice was published in the Official Journal of the European Union on 21 December 2006 seeking expressions of interest in providing Non-life insurance services (Lot 1 - Damage or Loss insurance services, and Lot 2 - Liability related insurance services).  The process is being managed by Jardine Lloyd Thompson Public Sector Risks, Lloyds Chambers, 1 Portsoken Street, London, E1 8LN (attention of: Ms J Reffell) - telephone +44 (0)20 7309 8311.  The Contracts will commence on 1 April 2007.

Consultants - project management

Suitably qualified and experienced consultants are invited to apply to the London Borough of. Hammersmith and Fulham to carry out consultancy work associated with the competitive tendering of the council’s grounds maintenance services.

This work will mean project managing the competitive tendering, and specifically include: reviewing existing services; producing contract documents; establishing affordability models via the submission of a dummy bid; undertaking tender evaluation (from PQQ through to contract award); advising on the creation of client-side structures; and general consultancy services. The value of the consultancy work is estimated to be in the range of £60,000-£90,000.

Interested consultants should note that they will be required to demonstrate:

  • a working knowledge of both public sector procurement and grounds maintenance of parks and open spaces;
  • a proven track record of delivering the same or very similar services to at least two other local authorities (broadly comparable to Hammersmith & Fulham) within the past 4 years;
  • an ability to deliver a management process and implementation plan for creating a client-side structure.

Expression of Interest sought 
to Tender for Landscape Works to Normand Park, Fulham, London, SW6
(until 15 December 2006).

The Council in partnership with the North Fulham NDC wish to invite expressions of interest for short listing from contractors that specialise in landscape works and have experience of dealing with large landscape projects to undertake the refurbishment of Normand Park, London, SW6.  The total value of the contract is anticipated to be in the region of £1,750,000. Each applicant will be the subject of a detailed check to assess their financial capability for this project and it is likely that in order to meet the Council’s requirement any applicant will need an audited turnover in the region of £3.5million or more.

Contractors wishing to be considered for inclusion on this short list are to request, complete and return a pre-qualification questionnaire which will furnish the Council with the information necessary to determine their financial and technical capability.

Contract Notice: Landscape Architecture Consultants
Invitation to submit Expression of Interest
(until 24 October 2006)

The Council invites expressions of interest from suitably qualified and experienced consultants to design and manage the implementation of a common land improvement project in Shepherds Bush Green, London W12 and to develop a 10 year management plan.  Shepherds Bush Common is a 3.3 acre green space located in the heart of Shepherds Bush Green Town Centre and is protected by the provisions of the Metropolitan Commons Act 1866. 

This exciting project with an indicative budget up to £3.6m provides a tremendous opportunity to enhance and improve the image of the whole town centre and to contribute significantly to the quality of life of the local community. Consultants would be expected to work in close co-operation with all of the key stakeholders from the local community.

The Council is seeking competence in managing projects from public consultation through to detailed design, tendering and supervision of work to practical completion on site stages A-L of the Landscape Institute's publication "Engaging a Landscape Consultant: Guidance for Clients on Fees" (this information is available as a free download).  The Commission will also include working up an agreed management and maintenance plan to look after the long-term future of the common. Implementation of the final design would be expected to take place during the winter and spring of 2008.

The commission is subject to procurement procedures laid down in the Public Contract Regulations 2006 (and the European Union’s Directive 2004/18/EC). The Council will be awarding this contract under the restricted tendering process and a Contract Notice will be sent for publication in the Official Journal of the European Union on 16 August 2006 (published on 19 August 2006). Contract Notice: London Borough of Hammersmith & Fulham Connexions Service
(until Friday 20 October)

Connexions Hammersmith & Fulham is a multi-agency partnership committed to offering quality advice, information and supportive services to young people aged between 13 to 19 (and up to 25 for young people with learning difficulties and disabilities) who are either residents in the London Borough of Hammersmith & Fulham or attend one of its educational establishments. We aim help young people access and sustain learning, training and employment – encouraging them to achieve their full potential – and ensuring that they enjoy a smooth transition to adulthood.

The Council seeks expressions of interest from community based and voluntary sector organisations interested in the provision of intensive Connexions Personal Adviser services to young people within the borough from the following groups:

  • Young people aged16-18 who are not in education employment or training (NEET) 
  • BME groups including refugee & asylum seekers, unaccompanied minors and young people with English as an Additional Language
  • Young People who are engaging in substance use or with parents or carers who may be engaging in substance use.

Tender Notice: Qualified consultant

Suitably qualified consultants are invited to apply to the London Borough of. Hammersmith and Fulham to carry out consultancy work associated with the competitive tendering of the council’s refuse & recycling collection and street cleansing services.

This will include advice and assistance in reviewing existing services, drafting contract specifications, establishing affordability models, tender evaluation, and general consultancy services. The estimated value of the consultancy work is around £80,000.

Contract Notice: Banking services
(until 29 September 2006)

The Council is seeking the delivery of a comprehensive banking service involving the maintenance of the it's bank accounts, presentation of cheques, bank statements, processing of direct debits and credits, cash processing and other activities associated with local authority banking business.  The Contract will be for 5 years commencing on 1 April 2007, with the option to extend for a period of 2 further years.

A formal Contract Notice was sent for publication in the Official Journal of the European Union (OJEU) on 11 August 2006.  The Council intend to use the Open Procedure and tender documentation is available from Ms R Watson, Finance Department, LB Hammersmith & Fulham, Town Hall, King Street, London, W6 9JU (telephone 020 8753 2562) until 15 September 2006.  The Contract Notice was published in OJEU on 16 August 2006.

Contract Notice: Debit & Credit Card Acquiring services
(until 29 September 2006)

The Council is seeking Debit & Credit Card Acquiring Services.  Card payments are curently collected by the Council by telephone, via its website, and through face-to-face interviews at its various establishments.  Tenderers will be expected to provide real-time authorisation of card transactions, receive files of card payments collected and provide settlement direct to the Council's bank account.

The Contract will be for 5 years commencing on 1 April 2007, with the option to extend for a period of 2 further years.

North Fulham New Deal for Communities Local Evaluation Project
Expressions of Interest sought for inclusion on Approved List for Evaluation Consultants
(until 14 August 2006).

North Fulham New Deal for Communities (NDC) is a government-funded regeneration partnership working to improve a disadvantaged area of Fulham (in the London Borough of Hammersmith and Fulham).  Working in partnership with the community and local service providers, the NDC aims to improve the health, employment prospects, educational attainment and the safety of its residents, to support businesses and to improve the local environment.  The programme began in 2001 and will continue to run until 2011.

The Partnership is looking to establish a list of approved Service Providers to undertake both project level and thematic evaluation until the end of the NDC Programme (31st March 2011). Potential Service Providers are invited to express an interest to be included on the Approved List of Evaluation Consultants, 2006 to 2011.  Prospective Service Providers are asked to advise of which areas of the Partnership’s activities they have experience in/knowledge of, and would be to be able to evaluate. Applicants may apply to evaluate one or more of the thematic areas. Successful Service Providers will be contactable to bid when a particular Theme or Project is required to be evaluated. Please note that inclusion on the approved list does not guarantee any work. All required evaluations shall be awarded to the most appropriate evaluator from the approved list.

Key activities as part of the contract will be:

  • To evidence whether projects have worked, why and in what circumstances
  • To highlight and identify impacts, strengths and weaknesses, advising the Partnership on avoiding repeating mistakes
  • To ascertain perceptions of beneficiaries regarding the contributions of the NDC and its interventions, and highlighting the impact of the project/theme(s) upon the area’s diverse community/target group(s)
  • To communicate ‘preventive’ advice which provides the Partnership and stakeholders with appropriate evidence to reject, modify or abandon planned projects, where the existing knowledge base suggests this is the most appropriate step
  • To provide evidence to forecast the need for the inclusion of projects into the Partnership’s Delivery Plan
  • Identify the degree to which unexpected benefits may have been achieved, for example, in relation to soft outcomes such as improved confidence, skills and capacity
  • To help develop skills within the community by involving them in the evaluation process
  • And most importantly, to assess the feasibility of rolling out projects/specific project mechanisms to a wider service area e.g. Borough-wide, or to assess the feasibility of alternative mainstreaming/sustainability option(s) for projects where appropriate
  • To provide strong recommendations for projects to adapt/amend working practices, especially where the collation of a solid evidence base to support success is absent or lacks rigour, with future mainstreaming/sustainability plans in mind.

Contract Notice for Internal Audit Services
Request for Expressions of Interest 
(until 31 July 2006)

Lot 1:  Framework agreement for contracts for the provision of core internal audit services to the Councils of Ealing, Brent and Hammersmith and Fulham. Ealing and Brent councils wish to commence contract on 1.4.2007 and Hammersmith and Fulham council may joining the contract on 1.4.2008. The economic operators selected to be party to this framework agreement shall be selected by the Councils of Ealing, Hammersmith and Fulham and Brent on the basis of the most economically advantageous offers and individual Councils may thereafter choose from amongst those economic operators the service providers that they wish to contract with based on their individual assessment of the most economically advantageous offer. The Evaluation Criteria to be applied is detailed in the tender documents.

Lot 2: A framework agreement for contracts for the provision of services specified as additional audit services in the service specification and to be (supplied at day rates) which may be required by London Contracts & Supplies Group (LCSG) members. The prices for these services will be open to Ealing, Brent and Hammersmith and Fulham Councils and other members of the LCSG as required. The economic operators selected to be party to this framework arrangement shall be selected by the Councils of Brent, Hammersmith and Fulham and Brent on the basis of the most economically advantageous offers and LSCG members may thereafter choose from amongst those economic operators the service providers that they wish to contract with based on their individual assessment of the most economically advantageous offer. Appointment of a qualified & experienced consultant
- to assist in the production of an economic development strategy
(until 28 July 2006)

Hammersmith & Fulham council is seeking to commission a suitably qualified and experienced consultant to assist in the production of an economic development strategy for the borough.

The strategy will help develop a vision for the regeneration of Hammersmith & Fulham and define the borough’s role in the West London and London economies. It will also provide an action plan for infrastructural change to promote inward investment and economic growth, particularly in the White City Opportunity Area.

The council has undertaken work to define the baseline position of the local economy. The successful bidder will be required to develop a strategy to meet the economic development principles of the Local Area Agreement; economic growth and job creation, reducing worklessness and improving economic prospects through learning and skills. Tasks will include stakeholder consultation, mapping regional and sub-regional strategies and putting together a baseline strategy. The work should be completed in December 2006.

The Council is setting up a list of approved hospitality service providers.  The list will be limited to no more than six professional catering and/or events management companies (who will be obliged to work with the Palace’s approved caterers) of the highest calibre who can deliver a broad range of hospitality services across all areas of the Palace throughout the year.

Measured Term Contract for the testing of fixed electrical wiring installations within the Council's property portfolio.

Gas-appliance maintenance services

Hammersmith and Fulham Housing Management Services Ltd (a company wholly owned by the Council) is seeking expressions of interest from "CORGI" (Council of Registered Gas Installers) registered contractors (equivalent national registration will be required for organisations operating outside the UK) who would like to be considered for an invitation to tender for a 5-year term contract with an option to extend by up to 24 months for the annual planned servicing and day to day breakdown repairs of the domestic gas appliances within council tenanted properties.

The council is seeking expressions of interest from suitable providers who would like to be considered for supplying the Council with a semi-permanent marquee (measuring 15m x 12m) at Fulham Palace, Bishops Park, London, SW6.  The contractual period will be for a period from 1 November 2006 until 1 April 2010.
