Passenger Transport Options Appraisal: Preliminary dialogue with the "Market" on possible options
The Council is currently reviewing its options for the future provision of passenger transport services within its borders and surrounding boroughs.
The main recipients of these services are: (1) young people, students, or children with mobility and/or learning difficulties, requiring home-to-school transport, and return; and (2) vulnerable adult residents requiring transport from home to day centres, and return.
At present, viable options for more detailed exploration are being assembled, the key objective being better value for money, taking into account cost and quality.
As part of this review process, the Council is keen to hear from suitably qualified organisations who may be interested in providing these services in future to help inform the next stage of our review.
The Council wants to make sure, before deciding on the best way forward, that all options are properly identified and assessed, and that any future contract provides value for money to the Council and its Council-tax payers, a responsive service to vulnerable users, and is commercially viable and sustainable for providers.
The current services cost approximately £2,000,000 per annum, and are provided by around 40 directly-employed staff.
At the time of writing, no decision has been taken by the Council on how any future contract will be packaged, the length of contract, or whether there should be an in-house bid. The Council does believe, however, that should an outsourcing occur the Transfer of Undertaking (Protection of Employment Regulations 2006 (otherwise known as the TUPE Regulations) are likely to be applied.
Organisations wishing to apply for this service will therefore need to convince the Council that they are able to fully comply with the TUPE Regulations, including providing comparable pension provision for affected employees.

Expressions of interest sought for Support Brokers
Are you an organisation or individual that can provide support brokerage to the Council's customers who need help creating and sourcing a support plan?
The community services department (CSD) is implementing a change to the current adult social care model. It is isetting up a new model based upon individuals, who need care support, being able to develop their own plans for meeting those needs. Some will need the help of a support broker. This role means helping to create with the individual a plan that will help them fulfil their care needs and help to procure the services identified in the plan.
There is a target to have 100 residents on support plans by the end of the summer 2009 and then to have 100% of new residents needing services to have a form of personalised service by 2012. Therefore the Council is seeking expressions of interest from organisations or individuals who wish to provide the support brokerage role. If training is needed then this can be arranged in exchange for a fee or number of completed support plans. All support brokers will need to have a Criminal Record Bureau (CRB) check.
Interest is sought from organisations of any sector of the market and individuals who are carers, ex-carers, direct payment users, existing recipients of services, borough residents, independent brokers, other councils.

Youth Crime Action Plan - Service Provision (2 projects) (Closing date 10 July 2009)
As part of the local Youth Crime Action Plan the Youth Offending Service is seeking providers, preferably from the third sector, to deliver two projects:
1. Reparation and Leisure Activities at Weekends
The main aims of this project are to:
- Keep young offenders occupied at peak offending and leisure times
- Reduce opportunity to re-offend
- Cut into young offenders’ leisure time, so they feel the impact of their sentence
- Repair harm caused by offending
- Bring benefits to local communities
Funding is available to provide four twelve week projects to cover the remainder of the 2009/10 financial year. You will need to engage a minimum of 16 young people in each of the four projects. Tenders are welcome for one or more of the twelve week projects. Each project has a grant of £10,000.
2. Family Intervention
We are seeking to engage one or more suppliers to provide support to families in their own homes. The key outcome for the project is to change the behaviour of dysfunctional families who are involved in crime, school absenteeism, tenancy difficulties, substance misuse and anti social behaviour.
There is a maximum grant available for £140,000 which will either be awarded as a whole amount or can be broken down and awarded to individual tenders.
A minimum of 30 families would have to benefit from this service over the financial year 2009/10 year. If the grant is distributed to different providers this target figure will be apportioned accordingly.

Contract for Domestic Violence Services (closing date 3 July 2009)
The Council is inviting expressions of interest from suitably qualified and experienced organisations for the provision of domestic violence services.
- Floating Support – approximately 140 hours/week
- Refuge accommodation for women with children – up to 140 hours/week
- Safe House for single women – up to 70 hours/week
The Council intends to contract with service providers who can deliver the most economic, efficient and effective service and potential providers should have an in –depth knowledge of the needs of women and children who have experienced domestic violence.
The Council intends to tender all three related services at the same time, thereby allowing interested organisations to bid for one, two or all of the services.
It is anticipated that the Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) will apply to these contracts. There will be no council staff transfer for any of the three services.
The Contract(s) will run for three (3) years from April 2010 with an option to extend on an annual basis for a period not exceeding two (2) years.
The successful provider(s) may be required to enter into a management agreement and lease arrangement with the landlords of the buildings.
Expressions of interest must be received no later than 12:00 noon on Friday 3 July 2009 (applications received after this date may be rejected).
The Prequalification Questionnaires (PQQs) will be dispatched in the week beginning 6th July 2009 and must be returned by 30th July 2009.
