GENERAL INFORMATION
London Tenders Portal (the "Portal")
Most of the Council's tendering exercises will be undertaken through the
London Tenders Portal
(new window), and all communications will be managed through it. Where the Portal is being used you must register an interest on it in order to participate (registration is free). Approximately a third of the London boroughs also subscribe to using the Portal and by registering you will also receive email notifications of other relevant opportunities as and when they arise from the participating organisations (as listed on the Portal). The above link can be used for those who are already registered or organisations registering for the first time. If you are registering for the first time on the Portal the system provides a Supplier Registration Wizard and you will need to complete each step. Once you have completed your registration application form it will be reviewed. If another person within your organisation has previously registered an interest on the system your application will be rejected and an e-mail explaining why will be sent to you. You will need to contact that person within your organisation that is already registered and have them set up an account for you. Once your application has been accepted you will receive an email informing you of this and giving you a username and password, you will then be able to access this opportunity (and others that may be on the system).
Please note that when submitting any completed Pre-Qualification Questionnaire (also known as a PQQ) or tender through the Portal that the process is not instantaneous. It depends upon the size of the document(s) you are uploading and the broadband width and speeds provided by your Internet Service Provider (not the Council or the provider of the Portal). Therefore, you must allow sufficient time for the process to be completed as late receipt of questionnaires or tenders (even by as much as 1 second) will be identified as arriving late and therefore cannot and will not be considered.

Due to the nature of some of the contracts to be awarded, it may be appropriate for you to familiarise with the appropriate guidance and/or Codes of Practice that are currently in force and issued by the

Contract to establish and support an Employee-led Mutual Company providing services to schools and local authorities (Closing time & date 03:00 hrs - 16 April 2012)
The Council is seeking an innovative Independent Sector Partner (ISP) to support it in the establishment and operation of a viable and sustainable employee- led mutual company. The procurement for an ISP to help establish and support our employee-led mutual is highly innovative, and is being supported by the Cabinet Office as a national pilot. It is envisaged that the ISP will provide support and assistance for the creation and operation of the Employee- Led Mutual (ELM), which is currently anticipated will be structured as a joint venture company with the share holding shared between the ISP and the employees (held on the employees’ behalf in an employee benefit trust). The descriptive information below sets out the scope of the proposed contract. The Tendering exercise is being carried out in accordance with the Public Contracts Regulations 2006 (as amended) using the Competitive Dialogue procedure. The Council will be using the London Tenders Portal to manage the tendering process (see above). Please note that the final date for receipt of enquiries (prior to receipt of completed expressions of interest) is 11 April and completed application must be received on or before 03.00 hrs on Monday 16 April 2012.
Descriptive Information about the procurement:
The Council will have a contractual arrangement with the ELM for it to provide some of the services, supplies and works listed below (and further defined in the initial descriptive document) for a period of not less than four years. The specific shareholding to be held by the ISP will be subject to the dialogue undertaken as part of this process, although under a joint venture structure, the maximum holding for any independent sector partner will be capped to balance ownership in favour of employee ownership. The Council is working closely with the Royal Borough of Kensington & Chelsea (RBK&C) and Westminster City Council (WCC), and it is intended that staff from all three boroughs will be transferred into the ELM under the Transfer of Undertakings (Protection of Employment) Regulations 2006.
The Council is also procuring on behalf of all education bodies within the London Boroughs of Hammersmith & Fulham, Kensington & Chelsea and Westminster for an ISP to set up the ELM.
The client-side may reside with the Council who will act on its behalf and that of RBK&C and WCC. However, following the award of the Contract, the client-side arrangement may be transferred from the Council to one of the other councils (RBK&C or WCC).
The primary purpose of creating the ELM is specifically to undertake the following services, supplies or works to “relevant educational establishments” defined below within the London boroughs referred to above commissioned either by the councils or the governing bodies of these establishments. The relevant educational establishments collectively mean:
- educational facilities (which will include primary and secondary schools and may include tertiary education);
- other children's facilities (including but not limited to after school club facilities, youth clubs etc);
- accommodation for adult education and Special Educational Needs (SEN) education;
- community facilities whether co-located with any of the above facilities or freestanding (including but not limited to halls, drop-in centres, crèches, sheltered workshops etc).
As a commercial organisation the ELM will also offer its services to non-maintained schools, such as Academies and Free schools. The services, supplies and works to the relevant educational facilities will include either direct provision by the ELM or the sub-contracting to other providers. The scope of the services, supplies and works to the relevant educational facilities may include:
- information communication and technology ("ICT") services;
- ICT supplies
- architectural services;
- engineering services;
- construction related works, supplies and services (including lifecycle planned maintenance and reactive maintenance);
- security services;
- building services;
- hard facilities management services (e.g. building fabric and mechanical installations);
- soft facilities management services (e.g. catering, cleaning, security, and health & safety);
- educational support services;
- educational strategy services; and
- consultancy services (procurement projects e.g. free school meals)

Housing Repairs and Maintenance Contract(s) 2013-2023 (Prior Information Notice - Consultation)
The Contracting Authority is operating a formal market consultation in relation to an imminent procurement for an innovative private sector provider(s) to invest in, develop and provide a range of housing repairs and maintenance services for its residential properties.
The Contracting Authority wishes to establish a 10-year contract or contracts to provide responsive repairs, planned and cyclical maintenance works and services. The Council is seeking the views of the Market on packaging options. Details have been published on the London tenders Portal (details above) and this includes a questionnaire for organisations to complete and return. The Council also intends to hold a A "Meet the Buyer" event on 27 April 2012 and again details are available to those who register on the London Tenders Portal. The consultation period ends on 8 May 2012.
The annual estimated value of works and services that is envisaged to be delivered under the Housing Maintenance Contract(s) will be £15m to 30m of Responsive Repairs and Void Refurbishment Works to approximately 17,000 properties within the borough – although these amounts are indicative and will be subject to annual reviews.

Housing Services Contract(s) 2013-2023 (Prior Information Notice) Consultation
This Prior Information Notice is being published with view to receiving observations from the market about suitable packaging of services, the Form of Contract and which pricing mechanism options should be considered.
The Council would also like to hear from participants in the consultation about other applicable service models, the potential for maximising benefits through longer term contracts, the reduction of duplication between the two parties and localism proposals. The consultation process will take two forms (a) written responses and questions; and (b) a “Meet the Buyer” event. A questionnaire concerning the available options will be made available through the London Tenders Portal (see above). For those Economic Operators wishing to attend the “Meet the Buyer” event should indicate their intention through the London Tenders Portal and any questions they want to raise should also be submitted in advance for a reply at the event.
The "Meet the Buyer" is scheduled for 27 April 2012 at White City Community Centre, India Way, London W12 7QT. The event is expected to be addressed by the Contracting Authority’s Member for Housing who will outline the Contracting Authority's key objectives for the coming years. The event will offer an introduction to the Programme, the procurement of Housing Services as well as the procurement of Housing Maintenance.
