Survey, Diagnosis & Specification of work to identify & remedy ingress of water to commercial properties (Closing date: 03:00 hrs 25 May 2011)

The Council is seeking applications from Building Surveying Companies or Practices who have expertise in leak tracing and surveying for water ingress, and are able to specify and supervise subsequent remedial works.

The fee value (excluding any contractor works) is unlikely to exceed £20,000. Acknowledging that the extent of the survey work is indeterminate, the tender enquiry is likely to ask for prices on the basis of hourly rate and specialist on-costs.

The Contract is being managed through the  London Tenders Portal (see attached).  The closing date and time for receipt of completed pre-qualification questionnaires is 25 May 2011 at 03:00 hrs.

Framework agreement for the provision of Self Directed Support Services (Closing date 3 June 2011)

The London Borough of Hammersmith and Fulham (the "Council") in partnership with London Boroughs of Brent, Hillingdon and Kensington and Chelsea (the "Boroughs") are setting up a framework agreement for the provision of Self Directed Support Services and are looking for providers who have the ability to provide high quality services.

The Self Directed Support Services are being commissioned with an outcomes focus which will aim to achieve the goals, aspirations, and priorities for each individual Service Users. These services will have a person centred enabling approach, recognising that each individual is unique with different  needs.

The Framework Agreement will be for a duration of four years from Autumn 2011. The Framework will allow all four boroughs to buy Self Directed Support Services at any time during this period. Timing and volumes will differ for each Borough. There are no guaranteed volumes but an indication of current volumes and plans will be provided in the Pre-Qualification Questionnaire (PQQ).

The procurement process is beng run through the London Tenders Portal at www.londontenders.org (please see the above information about registering).  The closing date for receipt of expressions of interest is 3 June 2011.

The Council will be running a Provider Briefing on 27th May 2011 in Courtyard Room Hammersmith Town Hall, King St, London W6 9JU. Organisations interested in attending should let the Council know through raising a "New Question" after they have registered on the Portal and expressed an interest.

West London Multi-supplier Framework Agreement Tender for Housing Support and Related Services.

The West London Supporting People Group , working with the West London Alliance, invites you to attend a provider briefing in connection with the above at Queens Hall, Ealing Town Hall, New Boradway, London, W5 2BYon either :

  • Monday 23 May 2011 between 2.00 p.m. and 4.00 p.m.; or 
  • Tuesday 24 May 2011 between 9.45 a.m. and 11.00 a.m.. 

These events will provide an opportunity for providers of housing related support to hear about the joint tendering of a multi supplier framework agreement for the provision of housing related support services which will be publically advertised by the West London boroughs in June 2011.

The framework to be tendered will select preferred providers of floating support and accommodation based housing related support for vulnerable people in the London boroughs of Brent, Ealing, Hammersmith and Fulham, Harrow, Hillingdon, Hounslow, Royal Borough of Kensington and Chelsea and Westminster City Council.  Individual boroughs will be able to call off the framework agreement in line with their own procurement timetables, starting from early 2012. 

The seminar will be repeated, you need only attend once.  If you are interested in attending please send an email to the organisers to confirm attendance at one of the sessions and number of attendees.  Due to the expected number of attendee this is limited to a maximum of two people per organisation.

SUPPORTING THE COUNCIL TO IMPLEMENT TRANSFORMATIONAL CHANGE THROUGH LEAN SYSTEMS THINKING (Expression of Interest closes 14 February 2011 - 03:00 hrs)

Description:  The Council is embarking on a radical programme of transformational change recognising that a "paradigm shift" is required in public service delivery in order to deliver services that are customer focused, fit for purpose and affordable for the future.  The Council is therefore seeking a transformation partner to work with the organisation to deliver a small number of redesign pathfinders using a lean systems thinking approach that can:

  • Fundamentally challenge and where necessary redefine the core purpose of a range of services from a customer perspective;
  • Understand and manage customer demands;
  • Interrogate and improve key workflows;
  • Identify and address waste in the system;
  • Increase productivity;
  • Enable whole service redesign in an appropriate way that will at least  meet the savings required;
  • Identify and create the "right thinking" leading to lasting culture change;
  • Build ownership of the new solutions and create an appetite for further change within the services;
  • Build capability within the service to enable continuous improvement and with that sustain motivation.
  • Begin the journey to delayer the organisation and create new models of leadership which  build employee commitment to H&F future engage our employees in our future.

The estimated that the programme of works is in the region of £150,000.  The tender price must be all-inclusive and in any event not exceed £150,000.  Any tenders in excess of this figure will be excluded.

How to apply: Applications must be made through the London Tenders Portal (see above).  The Council intend to use an "Open" procurement process.  The first stage is for expressions of interest to be received by the due date & time (see below).  The second stage for all those organisation who express an interest in the Contract starts on Monday 14 February.  All applicants will be sent a full tender pack through the London Tenders Portal on Monday 14 February 2011 and this must be returned no later than 03:00 hrs on Monday 28 February 2011.  Tenders received after that time and date will not be considered.

ARCHITECTUAL SERVICES FOR HOLY CROSS CPS (205/3354) BILINGUAL EXPANSION PROJECT (Expression of Interest closes 22 February 2011 - 03:00 hrs)

Description: The successful Applicant will be responsible for the lead design role in developing a former London Borough "Grade 2 listed building" primary school to meet the requirements of 21st century primary school education. The development will consist of both refurbishment/remodelling and new build to meet the spacial requirements for a four form entry primary school, together with associated external landscaping. It is likely that the works will be phased whilst the existing building remains operational. As Lead Designer the successful Applicant will be responsible for co-ordination of all design aspects between themselves and all other design disciplines appointed and for liaison between the Project Manager and the design team. Applicants should be capable of demonstrating experience of design in education buildings and listed buildings. The works are estimated to be in the region of £5,000,000. The esitmated value of this contract based on RIBA guidelines of architects fees will be between 5-8% of the contract value for mixed newbuild/refurb project.

This contract is a major project being procured by the Council to appoint the lead designer for the design and development of a major new build and refurbishment school project, which is required to provide additional school places by September 2012 to meet a projected increase in demand. The cost of the resulting works project is estimated to be in the region of £5,000,000. It is therefore considered that rapid execution of the contract will benefit the architectural industry and subsequently also the construction industry and its wider supply chain. In order to meet the projected increase in demand for school places by September 2012, the works project must proceed according to the project programme, and accordingly it is considered necessary to use the time periods referred to in Regulation 16 paragraphs (6) and (17) of the Public Contracts Regulations 2006, for the appointment of the lead designer.  (Information on the use of the Acceleration Restricted Procedure - opens a new window.)

How to apply: Applications must be made through the London Tenders Portal (see above).  The Council intend to use the Accelerated Restricted Procedure (see above).  A Pre-Qualification Questionnaire is available on the Portal and must be returned duly completed through the Portal no later than 03:00 hrs Monday 21 February 2011.  Completed Pre-Qualification Questionnairs received after that time and date cannot and will not be considered.

CONTRACT FOR THE PROVISION OF ADVERTISING AND COMMUNICATION SERVICES (Closing date 1 Mar 2011 - 3:00am) 

The Council is seeking to enter into a six year contract with an organisation to provide advertising and communication services in a newspaper distributed across the London Borough of Hammersmith and Fulham. At the absolute discretion of the Council the contract may be extended by periods of up to four years, making a total possible contract period of ten years. It is anticipated that the contract will commence on or around 11 April 2011.

The Council also wants to use free space in the newspaper to fulfil its own communication needs in a way that is clearly signposted. This will include without limitation using the newspaper to engage and involve residents in the delivery of public services in the London Borough of Hammersmith and Fulham.

In terms of the quantity or scope the Council’s requirements are for advertising of display, recruitment and public notices in a local newspaper.  In addition, the Council will want to use the newspaper to distribute its own materials.  Advertising volume over the potential ten year period is estimated at 60720 single column centimetres (“scc”) of statutory public notices; 5440 scc of Recruitment Advertisements; 28520 scc of Display Advertisements (Category A); and 32360 scc of Display Advertisements (Category B) and distribution of materials in 4,800,000 copies of the newspaper. The Council does not warrant, guarantee or give any undertaking in relation to these figures or in relation to the number or value of advertisements that may be placed under the contract.

This tendering exercise is subject to the provisions of the Public Contract Regulations 2006 (as amended), and a Contract Notice was sent for publication in the Official Journal of the European Union (OJEU) on 18 January 2011.

Due to the nature of the contract to be awarded, tenderers should make themselves familiar with the appropriate guidance and or codes of practice that are currently in force and issued by statutory commissions set up by the UK Government. These are: The Equality and Human Rights Commission whose website address is:  www.equalityhumanrights.com.  It will be a condition of contract that the successful contractor will be required to comply with the Council's Equal Opportunities Policy that can be found on its website.

WILLIAM PARNELL (PINEAPPLE) PARK IMPROVEMENT PROJECT (Closing date 2 March 2011 at 03:00 hrs)

The Council invites expressions of interest from organisations that specialise and have experience in landscape construction to undertake the refurbishment of William Parnell (Pineapple) Park, London, SW6.  The works include the demolition of pathways and a redundant playground, the construction of a new playground and extensive hard and soft landscaping improvements.  The total value of the contract is anticipated to be in the region of £350,000.  The procurement process is being managed through the London Tenders Portal (details above).  A copy of the sketch design scheme can be obtained from the Portal.

Organisations wishing to be considered for inclusion on this list are required to complete and return a pre-qualification questionnaire through the London Tenders Portal.  This will furnish the Council with the information necessary to  evaluate the financial standing, technical capability and experience of  organisations. Organisations will be expected to have a minimum audited annual turnover of £1.2 million to comply with the Council’s financial requirements for a contract of this size.  The closing date and time for receipt of completed pre-qualification questionnaires is 03:00 hrs on Wednesday, 2 March 2011. These may be submitted at any time before the closing date, but please note that any received after the closing time and date will be rejected.  

Details of the selection procedure for being invited to tender are set out in the pre-qualification questionnaire.  It is the Council's intention that only 5 organisations will be invited to tender.  To ensure that you receive and continue to receive details through the Portal organisations must keep their contact details up to date.

PLANNED PREVENTATIVE MAINTENANCE AND BREAKDOWN REPAIRS TO MECHANICAL PLANT (HOUSING & NON-HOUSING PROPERTIES) (Closing time & date 03:00 hrs 10 March 2011).

The Council is seeking an expression of interest from suitable contractors who would like to be considered for an invitation to tender for a 4-year Public Contract to carry out panned preventative and breakdown repairs to its non-housing properties (educational, social services, civic buildings and other ad hoc establishments) (Lot 1); and to its housing properties (Lot 2).

Applicants must be technically competent to participate in a procurement of this nature as set out in Regulation 25 of the Public Contracts Regulations 2006 (SI 2006 No. 5); further details can be found at: http://www.opsi.gov.uk/si/si2006/20060005.htm. Applicants will be required to complete a pre-qualification questionnaire (PQQ) that will be used to assess technical competency and capacity.

The Council is seeking an expression of interest from suitable contractors who would like to be considered for an invitation to tender for a 4-year public contract to carry out planned preventative and breakdown repairs to its specialist non-housing properties (Educational, Social Services, Civic Buildings).

Applicants must be technically competent to participate in a procurement of this nature as set out in Regulation 25 of the Public Contracts Regulations 2006 (SI 2006 No. 5); further details can be found at: http://www.opsi.gov.uk/si/si2006/20060005.htm. Economic operators will be required to complete a pre-qualification questionnaire (PQQ) that will be used to assess technical competency and capacity.

The tendering exercise is being undertaken through the London Tenders Portal (see above for details).  PQQs can be only be obtained through this Portal and completed documents must be uploaded onto it no later than 03:00 hrs on Thursday 10 March 2011.  All communications regarding the tendering process will be managed through the Portal.

The Council is seeking an expression of interest from suitable contractors who would like to be considered to be invited to tender for two contracts (4 years in duration) to carry out planned preventative maintenance and breakdown repairs to its housing and  non-housing properties (e.g. civic, educational and Social Services buildings and other ad hoc properties).

Applicants must be technically competent to provide the services which is fully described in a pre-qualification questionnaire.  This questionnaire must be returned fully completed and will be used to assess each applicants technical competency and capacity.

The tendering exercise is being undertaken through the London Tenders Portal (see above information), and there are two separate questionnaires one relating to the housing related property portfolio and the other for the non-housing portfolio of properties (although their content is the same).  The applications are only available through this portal, and this is the only communications route for this tendering exercise.  The questionnaire are currently available through the Portal and completed questionnaires must be uploaded onto the Portal no later than 03:00 hrs on Monday 18 April 2011.  Your attention is drawn to the above advice about uploading documents onto the Portal, and the non-accepatance of late applications.

CONTRACT FOR JOINT DRUG INTERVENTIONS PROGRAMME SERVICE AND OPEN ACCESS SERVICE
(Closing time & date - 03:00 hrs 18 April 2011)

The London Borough of Hammersmith and Fulham (LBH&F) and the Royal Borough of Kensington and Chelsea (RBK&C) (the "Councils") would like to invite expressions of interest from suitably qualified and experienced organisations for the provision of; 

  • Drug Interventions Programme (across both of the Councils) – to include integrated services at the police stations, courts, prisons and community for offenders incorporating alcohol and mental health screening and Integrated Offender Management (IOM) provision;
  • Hammersmith and Fulham Open Access Service (for LBH&F only), to include – a specialist crack service, specialist needle exchange, cannabis and alcohol / other structured interventions.

The LBH&F is acting as the lead authority for this procurement.  The intention is that the successful tenderer will enter into a main service contract with the LBH&F to provide both of the above categories of service within the Hammersmith and Fulham area.  In addition, there will be a separate framework arrangement under which the RBK&C will be entitled to call off its own contract or contracts with the successful tenderer for Drug Interventions Programme services in the Kensington and Chelsea area.

The Councils intend to contract with a service provider who can deliver the most economic, efficient, effective and high quality service assessed in accordance with the evaluation criteria and methodology that will be published in the invitation to tender that will be issued to shortlisted tenderers.  Potential providers will place service user recovery and social reintegration at the heart of service delivery in line with the Government’s new Drug Strategy and possess demonstrable experience and commitment to improving a range of outcomes for service users in treatment, and to addressing and reducing their re-offending. This will require a provider with an innovative and creative approach to work in active partnership with all other local providers within the treatment systems and other key partners in both boroughs. The ability to positively adapt the service in accordance with strategic, local and national drivers is essential. Both Councils expect the provider to demonstrate commitment to service user and carer involvement in shaping service delivery.

The main service contract with the LBH&F will be for 2 years with an option to extend on an annual basis for a period of up to additional 2 years. The same periods are likely to apply in respect of the principal call-off contract for the RBK&C anticipated under the framework arrangement. The estimated value of all the services that it is anticipated will be procured over the initial two year term (the period for which the Councils currently have confirmed funding) is in the region of £2.5 million (this includes the Drug Intervention Programme service to be provided to both Councils and the Open Access Service to be provided to the LBH&F only). The commencement date for the services is currently scheduled for 1 October 2011.  The successful provider will be required to deliver the Drug Intervention Programme service for both Councils from existing premises at 370-376 Uxbridge Road, London, W12 and enter into a short-term lease with the LBH&F (the current landlord). Separate premises will be available for the provision of the Open Access Service. In addition, the Transfer of Undertakings (Protection of Employment) Regulations (TUPE) is likely to apply in connection with the award of the contract as current service provision is provided by two external agencies.

The LBH&F will be procuring these services using a restricted procedure, using the London Tenders Portal (see above) - the Portal is the only communications route for this procurement.  In order to express an interest in tendering for the service applicants must download from the Portal the Pre-Qualification Questionnaire (PQQ).  The PQQ contains instructions for its completion and only information provded in response to the PQQ will be used as the method of selecting those organisations invited to tender (the selection criteria will be set out in PQQ).  In order to facilitate the procurement process the Councils will be opening 370-376 Uxbridge Road by appointment to any organisation interested in tendering (provisionally this is planned for the morning 12 April 2011).  Any organisation interested in undertaking a viewing of the premises must submit the request in the form of a question through the Portal.  Organisations must ensure that their completed PQQ are returned through the Portal no later than 03:00 hrs. on Monday 18 April 2011. Please note that the Councils will reject any completed PQQ received after this time and date.

ROAD2010 TERM CONTRACT FOR LONDON ROAD CONDITION SURVEYS 2011-2013 (Closing date 03:00 hrs 21 April 2011)

The Council is seeking a Contractor to be appointed onto one or more of the five (5) lots of a Framework Agreement for the supply of services for its own needs and others London boroughs.  Full details of the Contract are available in the Contract Notice sent for publication to the Official Journal of the European Union on Friday 11 March 2011.  All the London boroughs identified in this Contract Notice may choose to call-off from the Framework Agreement to be established.  The advert specifies five Lots, each advertised Lot being a separate Contract as set out below:

The anticipated commencement date for the contract is 1 May 2011.  The duration shall be two years, terminating on the 31 March 2013, with the option for one (1), 24 month extension; to be granted at the Council’s discretion.

Bishops Park sits on the banks of the Thames within the heart of Fulham. The park is currently being restored at a cost of £6M.  When it reopens in the autumn Bishops Park will be one of London’s premier municipal parks with visitor numbers likely to exceed 3 million people per year.

At the heart of Bishops Park is an historic tea pavilion currently under refurbishment.  With indoor, covered terrace and outdoor seating, the pavilion will not only provide fully licensed sit-in and takeaway catering facilities for park users, it is expected that it will be a destination café in itself.

The café operator will be entrepreneurial, innovative, socially aware and an upholder of ethical business practices with a genuine commitment to taking a personal interest in the café’s success. The café operator will have a proven track record in establishing successful catering facilities with a full food and beverage offer within their own community during the last three years, and be capable of creating at Bishop Park a café with great food and service as well as a distinctive ambience.
  
The contract is for four years, with a provision to extend up to a further three years. The café operator shall pay a revenue percentage based commission and an annual rent to the Council.
 
The Park is expected to re-open on 29th September 2011

The West London Partnership (now comprising the London Boroughs of Hammersmith & Fulham, Hillingdon, Hounslow, Ealing, Brent and Harrow, Royal Borough of Kensington and Chelsea and City of Westminster) has run one Step-up to Social Work programme and now wishes to let a contract to an appropriate education provider to deliver a Step-up to Social Work General Social Care Council (‘GSCC’) validated 18 month programme to around 25-30 students (the ‘First Programme’). The contract is to be let by the London Borough of Hammersmith & Fulham (the ‘Council’) on behalf of The West London Partnership. The contract will commence on or around 23rd August 2011 for an initial period ending on 31st August 2013 and will be extendable at the absolute discretion of the Council by further periods or period to give a potential contract duration of up to six years (the ‘Contract Period’). The First Programme is to start on 20th February 2012. During the Contract Period the Council may at its absolute discretion instruct the provider by notice in writing to deliver a similar programme or programmes to the First Programme.

Students will be high calibre graduates with an existing 2:1 degree classification in any academic discipline and with experience of working with children and their families, seeking to re-train as social workers.  The programme will enable students to build upon their existing knowledge and skills and develop the expertise required for social work practice.   Further details will be in the tender documents.

Bidders that do not have a GSCC accredited Step-up to Social Work programme must already be accredited by GSCC to run Social Work programmes and be delivering a social work qualification Masters course currently. A Bidder will need to confirm that their organisation’s validation (if necessary) and GSCC validation of a Step-up to Social Work programme (MA in Social Work) can be in place for 20th February 2012.

Term Contract for Public Lighting and Ancillary Works 2012 to 2015 (Closing date: 03:00 hrs on 15 August 2011)

Delivering a cost reduction programme for the LB Hammersmith & Fulham - 2 lots (Closing date 03:00 hrs 18 August 2011).

The Council is seeking to enter into a five year contract with an organisation to provide support in two areas of its business –

Lot 1: Procurement services and savings : savings from the renew and renegotiation of contracts across the council delivering significant cashable savings on a gain share basis, through:
(a) Leading/supporting renegotiations with the supply chain
(b) Researching and analysing procurement data and developing effective strategies for reducing future costs.
(c) Providing practical hands-on support and leadership to implement, embed and sustain changes in procurement activity, including skills and knowledge transfer.

Two procurement work-streams have already been established to secure considerable procurement savings.  The first is a contract review and renegotiation programme (designed to achieve cost reductions on existing contracts through negotiation), and the second is a contract renewals examination programme (designed to reduce costs on contract renewals primarily through transforming the service and redesigning the specification to remove costs). The Council has set internal “stretch targets” covering the next 3 years with a 15% savings on the first work-stream and 25% savings for contract renewals as part of the second work-stream.  However, progress has been variable – in part because there are insufficient resources and commercial knowledge of the markets concerned to achieve these targets. In the longer term this may be addressed in part through proposals to set up a category management service provision with other neighbouring London borough councils (offering strategic oversight and a delivery unit of category managers). However, this will take time and if the Council is to deliver the scale of savings required in the short term, additional resource possibly using a different approach is required as soon as possible. Whilst the proposed contract for this Lot is about delivering savings and solutions, it does not imply contractual arrangements for the other London borough councils.

Guaranteed savings:  Proposals for procurement services and revenue collection should be made to offer guaranteed levels of net savings. This may be on a payments by results, gain share or other arrangement. Proposals will be required to set out the basis for calculating the savings outlined and any conditions around the minimum level of savings guaranteed on a net basis.  Proposals will need to:

  • be easy to understand and transparent
  • be fair to both parties and defensible in a political context
  • manage the levels of risk involved to both parties
  • incentivise both parties to maximise savings to the Council.

Lot 2: Enhanced revenues collection through improved debt management.  The Council is looking for an Organisation who will offer a guaranteed level of savings.  The aim is to increase the Council’s level of debt recovery. The Organisation will review and streamline the end-to-end financial processes for services the Council provides. The financial processes cover the lifecycle from the creation of debt through to collection and recovery. The aim is to reduce the levels of debt created and incurred and to improve the current performance on the collection of debts raised, both in terms of timeliness and income maximisation. The Council is willing to use external collection agencies where appropriate, and wishes to minimise the time taken to bring in the income, with a view to making savings overall and improving cashflow without negative impact elsewhere in the business.  Council tax and business rate debt are excluded from this contract. Potential types of debt in scope include:

  • one off debts such as sundry debts and parking enforcement debts;
  • recurring debts such as trade refuse, commercial rents, council rents, service charges, residential care debts and home care charges.

Shepherds Bush Common Improvement Project (Closing date Wednesday 26 August 2011, 03:00 hours (3am).

The Council wishes to invite expressions of interest from organisations that specialise in landscape construction and have experience of dealing with large landscape projects to undertake refurbishment works and maintenance works at Shepherds Bush Common, London, W12. 

The total value of the contract is anticipated to be in the region of £3.1m

The refurbishment works include (without limitation) the demolition of redundant structures, the refurbishment of the electricity sub-station building, the restoration of the listed war memorial, the installation of two new playgrounds and extensive hard and soft landscaping works.

Maintenance works include the maintenance of the works for a period of 24 months from the date of completion.

LB Hammersmith & Fulham is letting a contract for the delivery of a Sex & Relationship and Substance Misuse education programme within Hammersmith & Fulham and the City of Westminster and is seeking applications from interested and suitably qualified organisations.

Both councils are committed to providing great local services, that provide value for money and improve personal and family life by tackling common problems with shared resolve.  As part of our tri-borough work, we are commissioning this service across both councils.

Together we are looking to commission  a service that delivers a programme of prevention work in schools, youth clubs and 3rd sector provision. The class based interventions will cover Sex and Relationships Education, Substance Misuse and Emotional Well Being.

The Youth Commissioning team is tendering this service and are interested in the first instance to hear from organisations that would be interested in doing this work.  The estimated annual contract is valued at £133,000 and will initially run for 17 months, with the potential to extend up to a further 2 years, subject to continued funding and good performance from the successful provider.

The successful organisation will be expected and required to build a programme which is self financing, where schools commission this service directly.  Staff will work autonomously in schools, be well connected to specialist and casework services and appropriately vetted, trained and supported.

Title: Assisted Special Needs Passenger Transport and local authority transport-related services

Applications are invited from suitably qualified organisations for an exciting and innovative contract being tendered by Hammersmith & Fulham Council (LBHF) for Assisted Special Needs Passenger Transport and local authority transport-related services.

As part of our tri-borough partnership, Westminster City Council (WCC) want to access the contract from the outset, via a Side Agreement, and the Royal Borough of Kensington & Chelsea (RBKC) wish to have the option of joining it when their current arrangements expire in December 2013. All three Authorities are excellent-rated Councils committed to consolidating their management to provide better value for money services to residents.

Recipients of the services required will predominantly be children and young people with special educational needs (SEN) and vulnerable adults.

The core services required by LBHF and WCC from day one of the contract include: 

  • home-to-school assisted transport for children with SEN;
  • home-to-day care centre assisted transport for vulnerable adults;
  • transport for young people aged 16-25 with learning difficulties;
  • the scheduling, route planning and timetabling of this transport;
  • the provision of vehicles and staff for this transport;
  • a managed service of the supply chain where any of these services are not directly provided by the successful Contractor or Consortium.

There are also a number of additional special needs and local authority transport-related services that we would like to see as costed options as part of the contract, and details of these are provided in the Outline Descriptive Document and Pre Qualification Questionnaire (PQQ) that will be sent to organisations expressing an interest in applying for the contract.

It is our intention to commence the contract 4th September 2012 for a period of 7 years, with an option to extend up to a further 2 years.

In addition to RBKC, the London boroughs of Camden and Lambeth also wish to be named on this notice as having the option of joining the contract later, should they choose.

The Council is seeking to appoint a product and service supplier of rebranding of approximately 1041 recycling bins of varying size..
 
The council is carrying out a series of improvements to recycling facilities in flats within the borough, and has highlighted locations where recycling ‘Smart Banks’ require new branding. New, up to date information on recycling banks could contribute to increasing recycling rates and resident satisfaction. Suppliers are required to supply specific stickers and apply to bins in situ.

The contract is for removal of existing branding and supply and application of the new branding to approximately 1041 recycling banks by 21 December 2011.

PROVISION OF CATERING SERVICES, RAVENSCOURT PARK CAFÉ, HAMMERSMITH  W6 (Closing date 03:00 hrs 17 October 2011)

The Council would like to invite expressions of interest from suitably qualified, experienced and innovative caterers to provide services to operate a café within Ravenscourt Park, south-west London.

Ravenscourt Park covers over eight hectares of parkland in Hammersmith and dates back to the late 19th century. The grounds, originally laid out by J. J. Sexby, combine attractive landscaping and a good range of wildlife habitats, to offer a variety of facilities for all ages including the children's play areas and paddling pool. Sporting facilities like the all-weather pitch, basketball, tennis courts and bowling green are well used by the Park users. The park is popular with all sections of the community, evident in the number of community groups that work proactively with the Council to protect and improve the park.

At the heart of Ravenscourt Park is an historic café, currently with indoor and outdoor seating. The cafe not only provides sit-in and takeaway catering facilities for park users, but is also a destination café in itself.

The Council is inviting expressions of interest for the provision of catering provisions which shall be casual and include hot/cold food and beverage with takeaway facilities.
The service provider will be entrepreneurial, innovative, socially aware and an upholder of ethical business practices with a genuine commitment to taking a personal interest in the café’s success. The café operator will have a proven track record in establishing successful catering facilities with a full food and beverage offer within their own community during the last three years, and be capable of creating a café at Ravenscourt Park with great food and service as well as a distinctive ambience.

The Council intends to award a contract for four years, with an option to extend up to a further period of three years. The contract will commence on or around 1 April 2012.  It will be a requirement of the contract that the Services are provided from the Council owned café property for the term of the contract.  The café property will be made available to the successful organisation under a short-term lease in accordance with the contract.

The successful organisation shall make a percentage based commission payment of the Services to the Council.  The successful organisation will also be required to pay an annual rental payment for the Lease.

A Pre-Qualification Questionnaire (PQQ) is available to be downloaded through the Portal. The PQQ form contains instructions for its completion together with the selection criteria for shortlisting.  The selection process will be undertaken through the assessment of the completed PQQs leading to a shortlist of 5 tenderers who will be issued with the invitation to tender (currently scheduled for issue on or about 24th October 2011).

In order to facilitate the procurement process, the Council will be opening up the café building at Ravenscourt Park by appointment only on the stipulated date in the PQQ.  Requests to visit the café building must be made in writing via the London Tenders Portal and such request must include the service providers preferred time of visit.

The deadline for submission of completed PQQs is Monday 17th October 2011 by 03:00 hours.  Please note that the Council will reject any completed PQQ received after this time and date.

Please note that the Council intends to utilise an electronic auction (eAuction) for submission of final rental payment for this contract. No fee will be levied on the Tenderer for their participation. Tenderers will be asked to submit its proposal in two parts, the submission of their tender including annual rent and percentage based commission through the London Tenders Portal and submission of their final price proposals for the rental payment element of the fee through an electronic auction bidding event.

RESOURCE CENTRE MANAGEMENT FOR AN ALL-AGE DAY SERVICE FOR ADULTS WITH AN ASSESSED NEED (Closing time & date - 03:00hrs 25 Nov. 2011)

The Council has merged its day services for adults from being category specific to an all-age service. We are inviting expressions of interests to manage one of these services, which is based in Elgin Resource Centre, W6. The service is primarily for people who are FACS eligible for day care, meaning they require care and support outside of their home in order to provide respite for informal carers and prevent social isolation. The service users have a range of physical needs and health conditions, including acquired brain injuries and frailty as a result of ageing. Most therefore will require physical assistance with personal care.

We want this service to be highly personalised and focussed on individual outcomes for service users.

The tender process will be run on a restricted basis with a pre-qualification stage that ends at 03:00 hrs on 25 November 2011. Organisations who meet the selection criteria will be invited to tender no later than 5th December 2011.

WLA logo THE PROVISION OF RESIDENTIAL AND NURSING CARE HOME SERVICES FOR OLDER PEOPLE (Closing time & date 16:00 hrs - 19 December 2011)

The West London Alliance (WLA) Participating Boroughs, Brent, Ealing, Hammersmith and Fulham, Harrow, Hillingdon and Hounslow are seeking Applications for the above.

The WLA participating boroughs are launching an Accreditation, Purchasing and Contract Management Scheme (APC). The existing 6 WLA boroughs will participate in the scheme and any London Borough that subsequently becomes a member of the WLA Adult Social Care Programme and signs the Memorandum of Understanding will be eligible to participate in the Scheme.

The APC scheme is an innovative opportunity for providers of residential and nursing care to influence and shape both current and future care provision for residents in West London. Through the APC Scheme, the WLA will work with approved providers to influence and design future services and promote increased choice, quality and independence for care users.

To become part of the APC Scheme, applicants need to first join the Approved List.  By joining the Approved list care home providers can deliver care services to all 6 WLA boroughs. Placements will be made using the Approved List.

WLA boroughs spend an estimated £200m a year on residential and nursing care services. With this in mind, the Approved List will take a phased approach starting with older people services and following with other care categories at a later phase.

Phase 1 will be older people services and will have 4 categories: Residential, Nursing, Residential Dementia and Nursing Dementia.  Providers can register an interest in one or more of the care categories.  Services will be purchased with an outcome-based specification.

Once the Approved List is active and WLA participating boroughs start purchasing from the Approved List they will be using a range of criteria: care category, availability, geographical location, service user preference and price. More details can be found in the Terms and Conditions of the Application Pack.

To be eligible to join the Approved List and then to access the APC Scheme, your organisation must be registered with the Care Quality Commission (CQC) and be compliant with the new standards. Your organisation must also be able to supply the required services at or below the Fee ceiling rates detailed in the pricing schedule. 

To join the Approved List applicants must visit the WLA Careplace website  (opens a new window) complete the online registration for CarePlace, the IT System that will support the application process and the Approved List.

Please clearly state within the "Notes" field of the application "Registering an interest to join the Approved List".  You will then receive a password for CarePlace. Please note that a verification process may take place before you receive your password.

An outline of the process and timings is as follows:

TRI-BOROUGHS' TOTAL FACILITIES MANAGEMENT CONTRACT AND FRAMEWORK AGREEMENT (Closing time & date 03:00 hrs 8 December 2011)

This contract notice is giving notice of the procurement of a public  contract with a linked framework agreement attached as an additional but  secondary component.

The Council (the Contracting Authority) is  seeking to procure on behalf of itself and the Royal Borough of Kensington &  Chelsea and the City of Westminster (both referred to as “the Participating  Authorities”) an innovative private sector partner to invest in, develop and  provide a range of total facilities management services through a strategic  partnering arrangement (the "Total FM Contract”) and a separate Framework  Agreement. The Contracting Authority currently envisages that at the end of the  procurement process the Total FM Contract and any Framework Agreement would be  awarded to the successful supplier in its own right. However, the Contracting  Authority is interested in exploring with the suppliers that are invited to  participate in competitive dialogue what benefits, if any, would be realized by  the Contracting Authority on behalf of itself or together with one or more of  the Participating Authorities procuring as part of this procurement a strategic  private sector partner with which to form a joint venture company and to which  the Total FM Contract and any Framework Agreement would be awarded. The  Contracting Authority therefore reserves the right as part of the current  procurement to procure alongside the delivery of the Total FM Contract and any  Framework Agreement, a partner with which to form a joint venture company or  not to pursue this route further at the Contracting Authority’s discretion.

The Contracting Authority and the Participating Authorities shall consider  during the procurement process the structure of the client entity that it is  anticipated will enter into the Total FM Contract and any Framework Agreement  with the supplier and are currently giving consideration to the following  options:

  1. The Contracting Authority and the Participating Authorities establish a  wholly owned non-trading company  (such as a Teckal company) which may in time convert into a trading company; or
  2. The Contracting Authority enters into the Total FM Contract and any  Framework Agreement on behalf of itself and the Participating Authorities; or
  3. The Contacting Authority and the Participating Authorities enter into the  Total FM Contract and any Framework  Agreement.

The above list is not an exhaustive list of options and the Contracting  Authority reserves the right to consider alternative options and not to proceed  with any of the options stated above.

The principal outputs of the Total FM Contract will be to:

  • Deliver to specified performance levels 
  • Achieve efficiencies 
  • Deriving the benefits of a shared service model for the users of council  services  
  • Provide value for money and accountable services from a customer perspective,  
  • Reduce revenue costs in supporting the delivery of front-line services  wherever possible  
  • Deliver continuous improvement and innovation in respect of these services.

It is anticipated that the core requirements that may be included in the Total  FM Contract will comprise the following: Hard Facilities Management including  reactive repairs; maintenance; minor capital works; mechanical & electrical  maintenance; re-lamping; fire detection and fighting systems; lifts, hoists and  conveying systems; security, access and intruder systems; safety film; standby  power systems maintenance; audio-visual equipment maintenance; television  cabling; hard landscaping maintenance; soft landscaping maintenance; ponds and  water features; internal planting; cut flowers; control of asbestos; water  hygiene; statutory inspections; portable appliance testing; Building Management  Systems (BMS); locksmith services; clocks; furniture management; signage.

Soft Facilities Management Services including catering; room bookings and  community lettings; display boards; routine, periodic and reactive cleaning;  cleaning of external areas; window cleaning; cleaning of exterior building  fabric; graffiti and stain removal; sanitary consumables; linen and laundry;  pest control; waste management; reception services; security services; mail  services; messenger service; porterage; stationery supply; journal, magazine  and newspaper supply; reprographics service.

Managed Services including health and safety management; authorized persons and  permits to work; special needs services; risk management; environmental  management; business continuity planning.

Helpdesk and Computer Aided Facilities Management (CAFM) including Helpdesk and  CAFM; room bookings and lettings management; car park booking.

Management and Administration including performance monitoring; Key Performance  Indicators; contract management; quality approach; management of  sub-contractors; Electronic Property Information Mapping System (ePIMS). The  intention of the Contracting Authority and the Participating Authorities is  that property management IT services such as maintaining the asset register,  commercial lettings and project management are in scope for this procurement  but the Contracting Authority and the Participating Authorities may review this  during the procurement and decide not to proceed with the procurement of these  services.

This list is not exhaustive and consideration may be given both during the  procurement process and the contract term to the inclusion of additional  services or options for additional services which will assist in delivering the  services and principal outputs listed above.

The Contracting Authority intends to make the services delivered under the  Total FM Contract available to schools maintained by the Contracting Authority  and the Participating Authorities although the said schools shall not be under  any obligation to use the Total FM Contract.

The Contracting Authority wishes to enable other local authorities in addition  to the Participating Authorities to benefit from this procurement. As such, in  addition to the Total FM Contract the Contracting Authority is seeking to  procure a separate framework agreement for call-offs by all local authorities  and schools (maintained through public funds) in Greater London (the  "Participating Bodies"). The Contracting Authority is acting as a central purchasing body through which  the Participating Bodies and schools (maintained through public funds) may wish  to procure substantially similar services to those included in the Total FM  Contract under a separate framework agreement but without any obligation on the  Participating Bodies and the said schools to participate. Accordingly it is the  intention that the Participating Bodies and the said schools should be able to  rely on this procurement to purchase such services without the need for any  further procurement process.

The duration of an individual call-off contract under any Framework Agreement  will not necessarily be limited to four years but will be governed by the  subject matter of the call-off contract concerned. The form of the call-off  contract will be agreed during the current procurement process subject to the  right to make specific amendments in respect of an individual call-off.
It is anticipated that services delivered under the Total FM Contract will  commence in May 2013. The Contracting Authority envisages entering into any  Framework Agreement at the same time as the Total FM Contract although the  timing of any call-offs under the Framework Agreement will be a matter to be  decided between the relevant Participating Body and the supplier.
No guarantee or warranty is given as to the nature or volume, if any, of the  services or the number of call-offs, if any, under any Framework Agreement.

It should also be noted that in addition to any change in the structure of the  client role as referred to in paragraphs  3 to 5 above, in the event of re-structuring within local government this  procurement and / or the Total FM Contract and any Framework Agreement awarded  will pass to successor authorities to the Contracting Authority, the  Participating Authorities and the Participating Bodies as relevant and  appropriate.

The Contracting Authority reserves the right to award only the Total FM  Contract and not to award any Framework Agreement or alternatively for the  Total FM Contract and any Framework Agreement to commence on different dates.

ADDITIONAL INFORMATION.

  1. The Contract Notice was sent for publication in the Official Journal of the European Union on 31 October 2011 and published on 5 November 2011 (reference 2011/S213-347911 ) (opens new window). 
  2. As referred to in II.1.5 of the OJEU Contract Notice, the Contracting  Authority is seeking to procure a Framework Agreement in addition to the Total  FM Contract. The information required by paragraph II.1.4 of the Contract  Notice is as follows: This is a Framework Agreement with a single operator and  would be for a term of four years. The estimated value of purchases for the  entire duration of any Framework Agreement is estimated excluding VAT to be in  the range of 10,000,000 GBP to 100,000,000 GBP.
  3. With reference to II.1.2 of the OJEU Contract Notice, the Total FM Contract  and any Framework Agreement relate to a wide-ranging Total FM Contract and the  following additional service categories are relevant - Service Codes 1, 2, 5,  7, 12, 15, 16,  17, 23, 26.
  4. The Contracting Authority reserves the right to award only the Total FM  Contract and not to award any Framework Agreement. The duration of an  individual call-off contract under any Framework Agreement will not necessarily  be limited to the four year period referred to above but will be governed by  the subject matter of the call-off contract.
  5. It is for those invited to participate in dialogue to satisfy themselves of  the position, but it is the initial view of the Contracting Authority that the  Transfer of Undertakings (Protection of Employment) Regulations 2006 will apply  to the Total FM Contract and potentially any services outsourced under the  terms of any Framework Agreement.
  6. Requests for clarification should be sent through the London Tenders portal.  The Contracting Authority shall reply to requests for clarification that are  received by it before 12 pm (noon) on 1st December 2011.

Open invitation to tender for the updating and maintenance of the Council’s Technical Construction File for CCTV Traffic Enforcement (Closing time & date 03:00 hrs 20 January 2012)

The Council is seeking a third party supplier to update and then maintain the Council’s Traffic Enforcement CCTV Technical Construction File (TCF) and submit it for approval to the Vehicle Certification Agency (VCA) in line with legislation and guidance.

A TCF describes in full a CCTV enforcement system’s design and operation and forms the basis of applications for the certification of an "approved device".

The file needs to meet the criteria set out in the "The Civil Enforcement of Parking Contraventions (Approved Devices) (England) Order 2007" and other legislation when applicable or enacted.  More specifically it needs to meet the requirements set out in the Civil Traffic Enforcement Certification of Approved Devices.

The Council is seeking open tenders (there is no pre-qualification) and details may be obtained through the London Tenders Portal (see above).

CONTRACT FOR THE PROVISION OF SERVICE FOR FACE TO FACE CUSTOMER TRANSACTIONS

The Council invites tenders for the provision of services for face to face customer transaction.

The successful contractor (The Contractor)  shall provide a full face to face payment and verification process for the Council which shall include the requirements as specified below. The majority of payments will be cash or cheque but may also be via credit card or debit card or postal orders.  The Contractor may be asked to support new payment types that emerge during the life of the Contract. 

The following shows the transaction types which the Contractor shall undertake.

  • Payment only
  • Confirmation of payment amount and payment

It is the intention that the Participating Authorities should be able to rely on this procurement to purchase the face to face customer transaction services without the need for any further procurement process.

No guarantee or warranty is given as to the nature or volume, if any, of the services or the number of call-offs, if any, under the Framework Agreement.  There is no obligation on the Participating Authorities to call off under the Framework Agreement.

It should be noted that in the event of the re-structuring within local government that this procurement and/or any contract awarded will pass to successor authorities
