YOUTH SERVICES: APPROVED PROVIDERS LIST FOR YOUNG PEOPLE'S ACTIVITIES
- Providing Positive Activities For Young People Aged 8-19 (and up to 25 for those with a disability) (Closing date 15 January 2010)
Expressions of Interest
Hammersmith & Fulham is a borough of opportunity. This includes wanting young people to have opportunities which enables them to pursue happy and full lives and to achieve economic well being. We are also a Council committed to putting residents first by providing the best possible value for money services to our local community.
If you are an organisation suitably experienced and able to provide services to young people in the Borough we would like to hear from you.
We are establishing a list of approved providers to deliver a range of positive activities for young people aged 8-19, and up to age 25 for those with a disability. The Council will use the list to commission positive activities for young people across the borough, initially up to £50,000 in value. Positive Activities for Young People are educational leisure time activities or recreational leisure time activities that contribute to young people’s personal and social development , and can include sports, leisure, arts, media, cultural, educational, outdoor pursuits, volunteering and the like.
The Council will add successful organisations to the approved list and then seek quotes for delivering a service specification. The list will be broken down into the following categories:
- Sports/Fitness/Wellbeing (max of 15 organisations in this category)
- Arts/Fashion (max of 15 organisations in this category)
- Digital Media/Film/Photography (max of 15 organisations in this category)
- Music/Performing Arts (max of 15 organisations in this category)
- Business/Study/Careers (max of 15 organisations in this category)
- Other (max of 20 organisations in this category)
The council will seek new organisations to be added to the list at least once in 2010. This will then allow a maximum of 3 more organisations to be added per category to the approved list.
The list will be used for programmes starting in April 2010. However if a suitable provider is not on the list the council will commission such services in line with our Contract Standing Orders and good procurement practice. The approved list will run for a period of 1 year initially and up to a max of 3 years.
Organisations wishing to apply to be on the approved list should send through a request to youthcommissioning@lbhf.gov.uk and in return you will receive a Pre-Qualification Questionnaire (PQQ) to complete. Admission to the Approved List will be based on the evaluation criteria contained in the PQQ. Completed PQQs must be returned no later than 12:00 Noon on 15th January 2010. If you have ticked the Youth Service Approved Provider box on the Council’s Third Sector Investment Fund application, we will be transferring relevant information onto our form. Once this is completed the form will be sent out to you populated with the relevant information for you to check, and to allow you to add in supplementary information that is required to complete this process. You can however ask for a copy of an unpopulated form earlier to start to consider the additional information that is required by e-mailing youthcommissioning@lbhf.gov.uk.

WORKS TO BISHOPS PARK AND FULHAM PALACE (Closing date 15 January 2010)
The Council is seeking expressions of interest from main contractors for works and contract services to the adjoining sites of Bishops Park and Fulham Palace in south-west London.
Lot 1 – Restoration of Bishops Park: The works to Bishops Park include the refurbishment of outbuildings, the demolition of redundant structures, the creation of an interactive water feature, the restoration of a derelict boating lake, the repair of terracotta balustrading and extensive hard landscaping. The value of the works is expected to be around £3.5m.
Lot 2 – Restoration of the Outbuildings of Fulham Palace: The works to Fulham Palace include the refurbishment of a number of listed buildings including a vinery, potting sheds, stable block and gate lodge as well as the partial excavation of a medieval moat. The value of the works is expected to be around £1.6m.
Contractors wishing to be considered for inclusion on a tender short list for either or both lots are to request, complete and return a pre-qualification questionnaire (PQQ) which will provide the Contracting Authority with the information necessary to determine their financial and technical capability. The selection criteria to be used in determining who will be short listed and invited to tender will be given in the PQQ. A copy of the PQQ may be obtained from the person identified below, and returned fully completed to the same person no later than 15 January 2010.
It is anticipated that tenders will be invited from those selected for short-list in February/March 2010 with work commencing in August 2010. The tender award will be made on the basis of the economically most advantageous tender. A quality / price model will be used, the details of which will be supplied in the tender documents (this will include a minimum quality threshold).

INVITATION TO QUOTE FOR DEMENTIA MAPPING IN EXTRA CARE (Closing date 15 January 2010)
The Council is inviting quotations from suitably qualified and experienced organisations to deliver Dementia Care mapping in all four of its Extra Care Sheltered schemes.
The Council is carrying out a programme, to increase the understanding of the staff of Extra Care schemes of the needs of people with dementia. Specifically, the Council wishes the organisations to follow up the Dementia Care Mapping exercises with a training programme for the care staff of the schemes.
The Council does not usually place any older people in Residential Care. Where a client meets the criteria for Residential Care they are first offered a tenancy in an Extra Care Sheltered scheme. There are four schemes in the Borough with 36, 32, 14 and 25 flats respectively. There are a total of 69 care staff and managers. Each resident gets a total of 17hrs of personal care and support a week and there is 24 hour on site cover from care staff. Residents of the schemes are primarily Older People and there is a significant number of who are affected by various stages of dementia.
The Council requires an organisation with experience of delivering Dementia Care Mapping in a care setting. The provision of the dementia mapping and training needs to be thorough and practical, based around assisting care staff to understand and be able to help older people with dementia to become more active and engaged in their surroundings. Through training in dementia awareness, we envisage that staff can then be encouraged to find innovative ways of working with and involving service users.
The Council requires the provider to produce a report on each of the schemes, deliver group training sessions, and participate in monitoring and coordination of the programme.
There is no pre-qualification assessment and any specialist organisation that responds will be sent full details. The completed documentation must be returned no later than 12:00 Noon on 15 January 2010 using the special label to be provided. MENTAL HEALTH DAY OPPORTUNITIES - PROVIDER EVENT (3 February 2010)
The Council is considering outsourcing its main Mental Health Day Opportunities Project which is based at the Ellerslie Road Centre in the north of the borough at Shepherds Bush.
Prior to considering a formal tendering exercise the Council is holding a Provider Event on Wednesday 3 February 2010 from 2.00 pm to 5.00 pm at The Irish Centre, Black’s Road, Hammersmith, London W6 9DT (the nearest underground station to this venue is Hammersmith), and light refreshments will be provided.
The purpose of the event is to:
- Inform providers who may be interested in tendering to provide this service of the proposed model of Reablement and Social Inclusion and the high standard of facilities available at the Ellerslie Road Centre.
- Explain how the proposed service will operate under Self Directed Support and how the successful provider will have the opportunity to market the Project to Service Users from other boroughs.
- Allow the Council and providers to have a dialogue which may inform the Service Specification and eventual pricing structure and referral model.
The event will be led by the Assistant Director with responsibility for Adult Social Care and will include opportunity for providers to have a meaningful input to the design of the eventual service.
It is not intended that there will be an in-house bid to when tenders are invited to provide this service. The Council does however believe that in the event the service is outsourced the Transfer of Undertaking (Protection of Employment) Regulations 2006 (otherwise known as the TUPE Regulations) are likely to apply to those staff currently employed by the authority in providing the existing service.

SHORT TERM CONSULTANCY COMMISSION:
The appointment of External Consultants to aid the Community Services Department’s strategic providers implement the putting "People First" policy.
(Closing date 8 February 2010).
Are you a experienced business consultant who understands what it takes to work with Care providers helping them to create a change programme to meet the new Putting People First policy agenda? Can you work with LBH&F’s Community Services Department Adult Social Care providers to get them to change their operations to be able to move from a business to business to a consumer style model? Can you start this month? If so would you please write an email expressing an interest (E.O.I) to:

- The experience of the organisation/individual and those who will be working on this commission (if different) ;

The successful consultant will be chosen by evaluating the submissions on a 60:40 quality/price ratio and acceptance of LBH&Fs standard terms and conditions
Background
The Council’s Adult Social Care service relies upon external providers to deliver essential services to Borough residents. The relationship between Council and providers could be recognised as a business-to-business model (few suppliers and few buyers). The Council commissions providers to deliver services to eligible vulnerable residents who have care needs. The service users are the recipients of services once the Council and providers have agreed terms.
In response to new policy from central government - "Putting People First" – this B2B model of engaging with the market is going to change. Personalisation of care will mean greater power for residents to choice how their care is organised and delivered. Consequently the market model will move to a business-to-consumer model, (few suppliers but many buyers). Many providers already provide services directly to paying residents but have relied upon large block contracts with the Council to sustain their business. Help is needed for these providers so they can change their operating model, marketing and pricing models and work through what a business-to-consumer model will mean for them? With less block contracts and more flexibility over what constitutes care the care market for adults will have lower barriers to entry by new organisations. Therefore existing providers will have to be clear what their unique selling propositions are? Together with an assessment of where they are in the current market in terms of size and financial security.
The Council has a role to play to encourage important providers adapt to the changes and thrive in this new market and so it has offered the following help:
- A monthly providers forum to discuss and develop understanding of the changes to the market;
- Yearly open day for all providers to share with key speakers on the new policy and to learn about how H&F is implementing the new policy;
- Discussion with individual providers about changes to their current relationship with the council;
- Changes in the way the council procures its services moving from block contracts to framework agreements; and
- Leaflets, information, access to training and access to web based data to aid providers to change.
This help will only go so far to help providers understand the extent of the changes needed. More help is needed, especially in pushing providers make the practical changes needed. This is the reason why an experienced business consultant is needed who can work with the Boroughs strategic providers to practically implement the changes needed to meet the new policy.
Requirements: The consultant will be required to do the following:
- Work with Commissioners to position existing providers according to value and risk;
- Develop a strategy for the Council for each quadrant of the provider positioning matrix (see Kraljic matrix for background);
- Establish contact for key providers as selected;
- Work with key providers to create a series of measures to enable a baseline of that states:
- Their current business model and objectives;
- Their customer base;
- Infrastructure;
- Vision and business plan;
- Position in the market and USP;
- Where Putting People First fits in their objectives;
- What changes do they need, when and how;
- A subjective view of their readiness to change;
- Timetable for changes;
- Help they might need to change;
- Once the baseline has been created secure agreement from their senior managers/owners for a change plan and timetable;
- Set up the means for procurement officers to measure distance travelled;
- Set up the means for all parties to measure successful change;
- Complete a initial process report and mid term report and a final summary report that aids the Borough and its providers whether change is being completed successfully and what else is needed to implement the PPF agenda.
Time period: Consultants should be able to start as soon as possible and work over the next few months.
Help from the Borough: The consultant will work with the Head of Procurement, Head of Commissioning, Head of SYC and the Assistant Director responsible for commissioning. Officers in Division have already started to position existing providers according to value and risk and will have supporting information such as contact details/ access to IT and an office.
Methodology expected: The consultant is expected to work with Officers to establish key lines of enquiry. To meet strategic providers and work their managers to establish the baseline information and a change programme. The consultant is expected to work in providers premises or from the Borough office but mainly out in the field with providers to understand them and help them change. It is unrealistic for the consultant to complete all changes needed for each provider but the expectation is to establish a way the Borough and Provider can measure current position, desired position and plan of actions to change and timetable and what success will look like. Ensure a programme of change is underway for each provider or help the Borough develop a plan to deal with providers who will be unable to change.
Successful Outcomes:
- A plan for each quadrant of the provider positioning matrix is signed off by the SYC board.
- Each strategic provider has articulated its current market position and where it wants to be in relation to the PPF agenda.
- It has a change programme in place with a timetable and actions to successfully implement those changes.
- Any help from the Boroughs have been articulated.
- Performance measures are established to help all parties track progress on the changes.
- A final strategic report to the Borough produced giving an realistic position on the current supply chain and its ability to meet the PPF agenda.
Procurement Process:
An advert will be placed on the website seeking expressions of interest.
Interested parties will be asked to complete an application (method statement) which will be evaluated and scored based upon experience of organisation and individuals doing the work, proposed methodology, cost and references. 60:40 quality price split.
The consultant will need to be able to start in February 2010.
An award report will be written and approved by DMM and Director.
The costs will be met from the 2009-10 CSD Procurement Team budget.
