BOROUGHWIDE (NON-HOUSING PROPERTIES) WATER SYSTEMS RISK ASSESSMENT, SURVEYS, INSPECTIONS AND REMEDIAL WORKS (Closing date 13 September 2010)
The Council is seeking an expression of interest from suitable contractors who would like to be considered for an invitation to tender for a 4-year contract to carry out water systems risk assessments, survey inspections, testing and remedial repairs to its properties (Educational, Social Services, Civic Buildings and other ad hoc properties). A Contract Notice was sent for publication in the Official Journal of the European Union (OJEU) on 11 August 2010 and published on 13 August 2010 (reference 2010/S 156-241696 ) (new window).
Applicants must be technically competent to participate in a procurement of this nature and will be required to complete a pre-qualification questionnaire (PQQ) that will be used to assess their suitability.
The tendering exercise is being undertaken through the London Tenders Portal (new window). PQQs can be only be obtained through the London Tenders Portal (the "Portal") and completed documents must be uploaded onto it no later than 03:00 hrs on 13 September 2010.
Applicants may be interested in additional Contract Notice being advertised by Hammersmith & Fulham Homes Ltd in respect of a similar housing related service (see below). The relevant Contract Notice appeared in the Official Journal of the European Union on 14 August 2010 (reference 2010/S 157-243169 ) (new window). Both tendering exercises are being administered through the Portal. If an applicant wishes to apply for both tenders they need only complete one pre-qualification questionnaire (PQQ) in respect of both notices. TERM CONTRACT FOR TREE MAINTENANCE 2011 TO 2014 (Closing date 03:00 hrs 15 September 2010)
The Council invites applications from suitably qualified and experienced organisations wishing to be considered for inclusion on a short-list to tender for the Tree Maintenance Term Contract for 2011 to 2014. The Council's stock contains approximately 17,000 trees, including street trees on the busy inner city public highways and, trees within parks, open spaces and housing sites within its jurisdiction.
All street trees are subject to a planned management programme and are inspected and/or maintained at least once every 3½ years. The larger growing trees, such as London Planes and Limes, in close vicinity of houses are pruned to control their size and growth on a three yearly cycle. Other street trees are pruned as necessary on instruction by the Council.
The anticipated commencement date for the contract is 1 April 2011. The duration shall be three years, terminating on the 31st March 2014, with the option for two 12 month extensions to be granted annually at the Council’s discretion. The contract shall include labour, plant, materials & storage costs required to carry out the following maintenance service to trees within the public highway, parks and open space and residential housing estates under the responsibility of the council:
- The winter tree pruning programme;
- The pruning/pollarding of trees as directed/required;
- The planting and maintenance of new trees and shrubs;
- The provision of a tree inspection service (although please note the council generally undertakes tree inspections itself);
- Other ad-hoc tree surgery operations as required; and
- Emergency response where tree expertise is required, including out of hours response.
How to apply
This contract will be tendered using the London Tenders Portal website (new window). Whilst it is not possible to be precise, applicants are required to be of a sufficient size to operate the contract and are likely to also be operating contracts of similar size. In addition to the minimum requirements contained within the Pre-Qualification Questionnaire (PQQ), minimum financial risk thresholds apply, as provided by the Council’s appointed credit reference agency (Credit-Safe Ltd) and detailed within the scoring sheet accompanying the PQQ. Failure to achieve this minimum threshold may result in the application being unsuccessful.
The short listed organisations invited to tender will be drawn up on the basis of the responses received to the PQQ. The completed PQQ must be returned through the London Tenders Portal website on or before 03:00 hrs on 15 September 2010. Failure to complete and return the PQQ in the prescribed manner will lead to the application being rejected.
The conditions of contract for this contract will be the Institution of Civil Engineers Condition of Contract, Term Version which is available for purchase from http://www.tsoshop.co.uk/. The specifications shall be generally based on the Specification for Highway Works, with some local amendments and additions.

YOUTH SERVICES: APPROVED PROVIDERS LIST FOR YOUNG PEOPLE'S ACTIVITIES
- Providing Positive Activities For Young People Aged 8-19 (and up to 25 for those with a disability) (Closing date 15 January 2010)
Expressions of Interest.
Hammersmith & Fulham is a borough of opportunity. This includes wanting young people to have opportunities which enables them to pursue happy and full lives and to achieve economic well being. We are also a Council committed to putting residents first by providing the best possible value for money services to our local community.
If you are an organisation suitably experienced and able to provide services to young people in the Borough we would like to hear from you.
We are establishing a list of approved providers to deliver a range of positive activities for young people aged 8-19, and up to age 25 for those with a disability. The Council will use the list to commission positive activities for young people across the borough, initially up to £50,000 in value. Positive Activities for Young People are educational leisure time activities or recreational leisure time activities that contribute to young people’s personal and social development , and can include sports, leisure, arts, media, cultural, educational, outdoor pursuits, volunteering and the like.
The Council will add successful organisations to the approved list and then seek quotes for delivering a service specification. The list will be broken down into the following categories:
- Sports/Fitness/Wellbeing (max of 15 organisations in this category)
- Arts/Fashion (max of 15 organisations in this category)
- Digital Media/Film/Photography (max of 15 organisations in this category)
- Music/Performing Arts (max of 15 organisations in this category)
- Business/Study/Careers (max of 15 organisations in this category)
- Other (max of 20 organisations in this category)
The council will seek new organisations to be added to the list at least once in 2010. This will then allow a maximum of 3 more organisations to be added per category to the approved list.
The list will be used for programmes starting in April 2010. However if a suitable provider is not on the list the council will commission such services in line with our Contract Standing Orders and good procurement practice. The approved list will run for a period of 1 year initially and up to a max of 3 years.
Organisations wishing to apply to be on the approved list should send through a request to youthcommissioning@lbhf.gov.uk and in return you will receive a Pre-Qualification Questionnaire (PQQ) to complete. Admission to the Approved List will be based on the evaluation criteria contained in the PQQ. Completed PQQs must be returned no later than 12:00 Noon on 15th January 2010. WORKS TO BISHOPS PARK AND FULHAM PALACE (Closing date 15 January 2010)
The Council is seeking expressions of interest from main contractors for works and contract services to the adjoining sites of Bishops Park and Fulham Palace in south-west London.
Lot 1 – Restoration of Bishops Park: The works to Bishops Park include the refurbishment of outbuildings, the demolition of redundant structures, the creation of an interactive water feature, the restoration of a derelict boating lake, the repair of terracotta balustrading and extensive hard landscaping. The value of the works is expected to be around £3.5m.
Lot 2 – Restoration of the Outbuildings of Fulham Palace: The works to Fulham Palace include the refurbishment of a number of listed buildings including a vinery, potting sheds, stable block and gate lodge as well as the partial excavation of a medieval moat. The value of the works is expected to be around £1.6m.
Contractors wishing to be considered for inclusion on a tender short list for either or both lots are to request, complete and return a pre-qualification questionnaire (PQQ) which will provide the Contracting Authority with the information necessary to determine their financial and technical capability. The selection criteria to be used in determining who will be short listed and invited to tender will be given in the PQQ. A copy of the PQQ may be obtained from the person identified below, and returned fully completed to the same person no later than 15 January 2010.
It is anticipated that tenders will be invited from those selected for short-list in February/March 2010 with work commencing in August 2010. The tender award will be made on the basis of the economically most advantageous tender. INVITATION TO QUOTE FOR DEMENTIA MAPPING IN EXTRA CARE (Closing date 15 January 2010)
The Council is inviting quotations from suitably qualified and experienced organisations to deliver Dementia Care mapping in all four of its Extra Care Sheltered schemes.
The Council is carrying out a programme, to increase the understanding of the staff of Extra Care schemes of the needs of people with dementia. Specifically, the Council wishes the organisations to follow up the Dementia Care Mapping exercises with a training programme for the care staff of the schemes.
The Council does not usually place any older people in Residential Care. Where a client meets the criteria for Residential Care they are first offered a tenancy in an Extra Care Sheltered scheme. There are four schemes in the Borough with 36, 32, 14 and 25 flats respectively. There are a total of 69 care staff and managers. Each resident gets a total of 17hrs of personal care and support a week and there is 24 hour on site cover from care staff. Residents of the schemes are primarily Older People and there is a significant number of who are affected by various stages of dementia.
The Council requires an organisation with experience of delivering Dementia Care Mapping in a care setting. The provision of the dementia mapping and training needs to be thorough and practical, based around assisting care staff to understand and be able to help older people with dementia to become more active and engaged in their surroundings. Through training in dementia awareness, we envisage that staff can then be encouraged to find innovative ways of working with and involving service users.
The Council requires the provider to produce a report on each of the schemes, deliver group training sessions, and participate in monitoring and coordination of the programme.
There is no pre-qualification assessment and any specialist organisation that responds will be sent full details. MENTAL HEALTH DAY OPPORTUNITIES - PROVIDER EVENT (3 February 2010)
The Council is considering outsourcing its main Mental Health Day Opportunities Project which is based at the Ellerslie Road Centre in the north of the borough at Shepherds Bush.
Prior to considering a formal tendering exercise the Council is holding a Provider Event on Wednesday 3 February 2010 from 2.00 pm to 5.00 pm at The Irish Centre, Black’s Road, Hammersmith, London W6 9DT (the nearest underground station to this venue is Hammersmith), and light refreshments will be provided.
The purpose of the event is to:
- Inform providers who may be interested in tendering to provide this service of the proposed model of Reablement and Social Inclusion and the high standard of facilities available at the Ellerslie Road Centre.
- Explain how the proposed service will operate under Self Directed Support and how the successful provider will have the opportunity to market the Project to Service Users from other boroughs.
- Allow the Council and providers to have a dialogue which may inform the Service Specification and eventual pricing structure and referral model.
The event will be led by the Assistant Director with responsibility for Adult Social Care and will include opportunity for providers to have a meaningful input to the design of the eventual service.
It is not intended that there will be an in-house bid to when tenders are invited to provide this service. The Council does however believe that in the event the service is outsourced the Transfer of Undertaking (Protection of Employment) Regulations 2006 (otherwise known as the TUPE Regulations) are likely to apply to those staff currently employed by the authority in providing the existing service.

The appointment of External Consultants to aid the Community Services Department’s strategic providers implement the putting "People First" policy.

Are you a experienced business consultant who understands what it takes to work with Care providers helping them to create a change programme to meet the new Putting People First policy agenda? Can you work with LBH&F’s Community Services Department Adult Social Care providers to get them to change their operations to be able to move from a business to business to a consumer style model? Background
The Council’s Adult Social Care service relies upon external providers to deliver essential services to Borough residents. The relationship between Council and providers could be recognised as a business-to-business model (few suppliers and few buyers). The Council commissions providers to deliver services to eligible vulnerable residents who have care needs. The service users are the recipients of services once the Council and providers have agreed terms.
In response to new policy from central government - "Putting People First" – this B2B model of engaging with the market is going to change. Personalisation of care will mean greater power for residents to choice how their care is organised and delivered. Consequently the market model will move to a business-to-consumer model, (few suppliers but many buyers). Many providers already provide services directly to paying residents but have relied upon large block contracts with the Council to sustain their business. Help is needed for these providers so they can change their operating model, marketing and pricing models and work through what a business-to-consumer model will mean for them? With less block contracts and more flexibility over what constitutes care the care market for adults will have lower barriers to entry by new organisations. Therefore existing providers will have to be clear what their unique selling propositions are? Together with an assessment of where they are in the current market in terms of size and financial security.
The Council has a role to play to encourage important providers adapt to the changes and thrive in this new market and so it has offered the following help:
- A monthly providers forum to discuss and develop understanding of the changes to the market;
- Yearly open day for all providers to share with key speakers on the new policy and to learn about how H&F is implementing the new policy;
- Discussion with individual providers about changes to their current relationship with the council;
- Changes in the way the council procures its services moving from block contracts to framework agreements; and
- Leaflets, information, access to training and access to web based data to aid providers to change.
This help will only go so far to help providers understand the extent of the changes needed. More help is needed, especially in pushing providers make the practical changes needed. This is the reason why an experienced business consultant is needed who can work with the Boroughs strategic providers to practically implement the changes needed to meet the new policy.
Requirements: The consultant will be required to do the following:
- Work with Commissioners to position existing providers according to value and risk;
- Develop a strategy for the Council for each quadrant of the provider positioning matrix (see Kraljic matrix for background);
- Establish contact for key providers as selected;
- Work with key providers to create a series of measures to enable a baseline of that states:
- Their current business model and objectives;
- Their customer base;
- Infrastructure;
- Vision and business plan;
- Position in the market and USP;
- Where Putting People First fits in their objectives;
- What changes do they need, when and how;
- A subjective view of their readiness to change;
- Timetable for changes;
- Help they might need to change;
- Once the baseline has been created secure agreement from their senior managers/owners for a change plan and timetable;
- Set up the means for procurement officers to measure distance travelled;
- Set up the means for all parties to measure successful change;
- Complete a initial process report and mid term report and a final summary report that aids the Borough and its providers whether change is being completed successfully and what else is needed to implement the PPF agenda.
Time period: Consultants should be able to start as soon as possible and work over the next few months.
Help from the Borough: The consultant will work with the Head of Procurement, Head of Commissioning, Head of SYC and the Assistant Director responsible for commissioning. Officers in Division have already started to position existing providers according to value and risk and will have supporting information such as contact details/ access to IT and an office.
Methodology expected: The consultant is expected to work with Officers to establish key lines of enquiry. To meet strategic providers and work their managers to establish the baseline information and a change programme. The consultant is expected to work in providers premises or from the Borough office but mainly out in the field with providers to understand them and help them change. It is unrealistic for the consultant to complete all changes needed for each provider but the expectation is to establish a way the Borough and Provider can measure current position, desired position and plan of actions to change and timetable and what success will look like. Ensure a programme of change is underway for each provider or help the Borough develop a plan to deal with providers who will be unable to change.
Successful Outcomes:
- A plan for each quadrant of the provider positioning matrix is signed off by the SYC board.
- Each strategic provider has articulated its current market position and where it wants to be in relation to the PPF agenda.
- It has a change programme in place with a timetable and actions to successfully implement those changes.
- Any help from the Boroughs have been articulated.
- Performance measures are established to help all parties track progress on the changes.
- A final strategic report to the Borough produced giving an realistic position on the current supply chain and its ability to meet the PPF agenda.
Procurement Process:
An advert will be placed on the website seeking expressions of interest.
Interested parties will be asked to complete an application (method statement) which will be evaluated and scored based upon experience of organisation and individuals doing the work, proposed methodology, cost and references. 60:40 quality price split.
The consultant will need to be able to start in February 2010.
An award report will be written and approved by DMM and Director.
The costs will be met from the 2009-10 CSD Procurement Team budget.

CONTRACT FOR PROVISION OF OFFSITE RECORDS STORAGE SERVICE (Revised closing date Friday 26 February 2010 )
The London Borough of Hammersmith and Fulham's procurement of the offsite archiving and storage service has generated interest from neighbouring West London councils. The scope of the framework agreement will now include Hammersmith and Fulham Homes Ltd (an Arms Length Management Organisation) and the London Borough of Brent, who plan to join the service in the summer 2011. The framework agreement will be open to other public bodies in the London boroughs of Brent, Ealing, Hammersmith & Fulham, Harrow, Hillingdon, Hounslow, Kensington & Chelsea and Westminster to join as appropriate. These public bodies include, but are not limited to, Arms Length Management Organisations and Primary Care Trusts. The procurement will be led by the London Borough of Hammersmith and Fulham (the "Council"). For the avoidance of doubt references to the "Council" in this advertisement shall also include the Participating Parties.
The Council is seeking expressions of interest for the provision of an offsite records storage service to the Council. The Contract is expected to commence in December 2010 for a five year period (expiring November 2015), with the option to extend by mutual agreement for up to two additional years.
The successful contractor must provide secure storage of the Council’s non-current administrative records and documents in line with BS 5454, the Data Protection Act 1998 and Council information management policies as they are unique and irreplaceable documents containing important and confidential information. The successful contractor must provide all necessary and appropriate support, including quick access and retrieval services as these records are vital to the Council’s work.
In addition the successful contractor will be required to provide the following services including:
- Secure storage for H&F’s non-current administrative records, with appropriate support and retrieval services
- The ability to serve the varied and numerous Council sections
- Deliver to the Council’s nine official designated delivery sites throughout the borough (NB: these may vary moving forward).
- The ability to collect newly stored boxes from any address in the borough.
- Manage a contract term for 5 years, subject to early termination or extension, reviewed and monitored annually.
- An extended service to other Public Service partners of the Council that may wish to use the offsite storage contract in the future, such as neighbouring London boroughs.
- The ability to provide a scan on demand service in line with the requirements of BS 10008: 2008
The main business requirements can be summarised as follows:
- Maintain records, documents and items in a manner that ensures that they are secure and readily accessible.
- Further improve the Council’s knowledge of and control over its records and documents by enabling classification of records.
- Retrieve records quickly and cost effectively by providing a range of delivery options, e.g. emergency, same day, next day, agreed regular scheduled collections and deliveries.
- Enable the Council to meet all statutory requirements including though not limited to the Freedom of Information Act 2000, Data Protection Act 1998 and the Environmental Information Regulations 2004.
- Apply best practice for records management as outlined in section 46 of the Freedom of Information Act 2000 and to facilitate the implementation of the Council’s retention and disposal schedule ensuring records are disposed of in accordance with the relevant legislation by providing certified confidential destruction.
- Enable more efficient use of office space and onsite and offsite storage space.
- Enable systematic digitisation of appropriate records and documents (i.e. scanning on retrieval).
- To create a central index of records stored offsite.
- To have an online ordering system for records stored offsite.
- To have the ability to run relevant management reports.

THIRD SECTOR INVESTMENT GRANT FOR LOW-LEVEL IN-HOME SUPPORT FOR OLDER PEOPLE (Closing date 12 March 2010)
The Council is inviting applications from suitably qualified and experienced organisations for the provision of a Low-Level In-Home Support Service for the over 50s.
The Council is providing a Third Sector Investment Grant for a service which will coordinate the delivery of low-level in-home support to the over-50’s in Hammersmith and Fulham. This non-assessed social support service will be subsidised by service users on a subscription basis. The service will be on offer to all Borough residents over the age of 50, whether or not they are FACS (Fair Access to Care Services) eligible and will maximise the potential of older people to contribute positively to their community as well as meeting their basic social care needs at a point before they become eligible for state support.
The support service will focus on primary prevention and some secondary prevention in the following ways:- Primary prevention – the service will help maintain independence, health and wellbeing by providing universal access to good quality information about local services, promoting health and active lifestyles, delivering practical services and on-demand help with small tasks, promoting a positive image of older people, and enabling social contact between older people.

Secondary prevention – the service will act as an "early warning" system by putting mechanisms in place to ensure that those ‘at risk’ of suffering health related problems, strokes or falls are identified and referred to the appropriate agency as and when required.
The grant will run for three (3) years and the service is expected to be self-sustaining thereafter. The Council intend to award the contract by 31 March 2010.

BUILDING SCHOOLS FOR THE FUTURE - LOCAL EDUCATION PARTNERSHIP.

As part of the Government’s Building Schools for the Future programme (BSF), the Council is seeking an innovative private sector partner or partners to participate and invest in a Local Education Partnership (LEP). It is expected that the LEP will have exclusivity for the development of the Council’s secondary school estate. The LEP will initially be in place for 10 years, but there will be provisions to extend subject to mutual consent for up to a further 15 years (in periods of 5 years duration). The BSF investment programme has a capital investment of approximately £207,000,000 (of which the estimated cost of revenue for FM and ICT services is £130,000,000). This figure may be subject to increase if additional funding is secured. The LEP will also be requested to deliver educational additional services up to an estimated value of £140,000,000, subject to additional funding.
The total estimated value for all the non-exclusive additional services (these include schemes such as catering, cleaning, planned & reactive maintenance, security, housing, as well as major regeneration opportunities) will potentially range up to £2,000,000,000
There may be additional capital investment of between £56,000,000 to £300,000,000 by the London Borough of Sutton, of which £56,000,000 will be invested by that Council should it decide to use the LEP to deliver the first wave of its BSF programme. Subject to future government decisions in relation to the funding of education, the value of the London Borough of Sutton's entire BSF programme could be up to £300,000,000.

Hammersmith and Fulham Homes requires a suitably qualified and experienced contractor (eg a member of the Arboricultural Association) to carry out a sample stock condition survey of trees within the communal areas of it’s housing estates, and a limited number of street side properties.
The purpose of conducting the survey is to enable HFHomes to meet it’s duties under the Health and Safety at Work Act 1974, and HSE SIM 01/2007/05 ‘Management of risk from falling trees’. Our intention also is to use the information gathered during the survey to formulate a policy and strategy for future management of our tree stock.
The contractor will be required to inspect 10% of our estate based trees (3673 already mapped on LBHF system eGIS), and a limited number of street side properties totalling between 400 and 450 trees overall. A priority site list will be agreed on contract award.
The contractor will be required to:
- Assist HFHomes in formulating the priority site list for inspection:
- Tag and record the location, species, size and features of the agreed 10% of HFHomes tree stock on our estates and/or smaller sites (approx 360):

EXPRESSIONS OF INTEREST SOUGHT FOR SUPPORT BROKERS
Are you an organisation or individual that can provide support brokerage to the Council's customers who need help creating and sourcing a support plan?
The community services department (CSD) is implementing a change to the current adult social care model. It is settings up a new model based upon individuals, who need care support, being able to develop their own plans for meeting those needs. Some will need the help of a support broker. This role means helping to create with the individual a plan that will help them fulfil their care needs and help to procure the services identified in the plan.
There is a target to have 100 residents on support plans by the end of the summer 2009 and then to have 100% of new residents needing services to have a form of personalised service by 2012. Therefore the Council is seeking expressions of interest from organisations or individuals who wish to provide the support brokerage role. If training is needed then this can be arranged in exchange for a fee or number of completed support plans. All support brokers will need to have a Criminal Record Bureau (CRB) check.

PASSENGER TRANSPORT SERVICES - PRIOR INFORMATION NOTICEThe Council will be tendering a contract for its passenger transport services later this year. The main recipients of these services are:
- Students, usually children or young people with mobility and/or learning difficulties, requiring home-to-school transport, and return; and
- Disabled adults residents with mobility requirements needing transport from home to day centres, and return.
The service currently has around 300 daily users, costs range between £2,000,000 to £3,000,000 (GBP) a year to operate, and is provided directly as an in-house arrangement. There will not be an in-house bid when the contract is tendered in the forthcoming months.
Interested parties should therefore note that the successful contractor must be able to fully comply with the Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) (there will also be a requirement to provide comparable pension arrangements for affected staff).

PASSENGER TRANSPORT SERVICES - CONTRACTORS' OPEN DAY (10 February 2010)
Prior to commencing a formal tendering exercise, we are keen to hear from suitably qualified organisations interested in providing these services and as a prelude to this we will be holding an open day for interested contractors on Wednesday 10th February 2010 at Fulham Palace, Bishop's Avenue, Fulham, London, SW6 6EA.
The purpose of the day is to brief contractors in more detail on the existing provision, share views on possible future options and actively consult and seek input from the transport industry.
The Open Day will be attended by the Council’s Cabinet Members and Assistant Directors, along with representatives from neighbouring London boroughs interested in the possibility of joining a framework contract. The day will consist of short presentations, questions and answers from the floor and the opportunity for individual discussion with those charged with taking the process forward.
We want to make sure, before deciding on the best way forward, that our contract will provide value for money to the Council, a responsive service to vulnerable users, and is commercially viable for providers.
We particularly want to hear providers views about:
- how best to package this contract;
- how long the contract should run for;
- the commercial attractiveness and any complexities of tendering a framework contract that other authorities could join at a later date;
- depot facilities;
- the lead-in period needed by a successful contractor to source and adapt the vehicles, and manage the transfer of the existing in-house drivers and escorts under the Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) (there will also be a requirement to provide comparable pension arrangements for affected staff); and

EXPRESSIONS OF INTEREST SOUGHT: LOW CARBON, DECENTRALISED & RENEWABLE ENERGY STUDY (Closing date 4 June 2010)
The Council's Planning Division is currently working to develop climate change and sustainability policies for its Local Development Framework.
Expressions of interest are sought from consultants who can provide an evidence base study assessing local opportunities to integrate low carbon, decentralised and renewable energy into new developments. Advice is also required on suitable planning policies that can be included in the council’s Core Strategy and Generic Development Management documents. The study will need to include:
- Undertaking a heat mapping exercise for the borough in a manner that builds upon and feeds into the London Heat Map prepared by the Greater London Authority and London Development Agency;
- Analysing the different types of low carbon, decentralised and renewable technologies that are suitable across the borough;
- Establishing the contribution this technology can make to renewable energy targets and carbon dioxide reductions generally consistent with the Mayor of London’s Energy Hierarchy;
- Identifying specific opportunities for low carbon, decentralised and renewable energy technologies within the borough, including for regeneration areas identified in the Council’s Local Development Framework Core Strategy document; and
- Understanding the economic feasibility of using low carbon, decentralised and renewable energy technologies, including the economic viability of the Council requiring new developments to be constructed to progressively higher Code for Sustainable Homes and BREEAM standards, in order to help achieve the Government’s targets of new developments being zero carbon from 2016 (residential) and 2019 (non-residential).
The mapping and evidence base report will need to be completed by 1 October 2010. The funding available for the project is between £25-30,000.
The closing date for expressions of interest to be submitted is 5.00 p.m. on 4 June 2010. H&F Homes Limited (H&F Homes) is seeking expressions of interest from contractors to be invited to tender to undertake a Design and Build contract for the provision of a Children’s and Community Centre in Fulham.

APPROVED LIST OF EMPLOYMENT AGENCIES (SOCIAL WORKERS) (Closing date 13 August 2010)
The Council intends to establish for a period of 18 months an Approved List of Employment Agencies to provide candidates for vacant permanent social worker positions within the Authority. Candidates must be qualified, registered social workers with experience in either front-line child protection and/or looked after children services. The employment agencies on the Approved List will not be required to provide any other types of candidates or candidates for temporary cover.
The Council’s proposals for operating the Approved List are attached. Comments from prospective agencies on this are welcome. In the light of these comments, the Council may chose to change its proposed operation. (See the appendix below for proposed wording)
Expressions of Interest - how to apply.
All applicants must meet industry standards as defined by the
Recruitment and Employment Confederation
. When submitting an expression of interest all applicants shall submit an application in their own chosen format to include the following items-
- Company/Consortia/Partnership profile
- Equal opportunities / Diversity policy(ies) and/or statement(s) (including examples of advertisements placed to attract candidates)
- Details of previous work undertaken over the last 3 years of a similar nature. Name & address of the local authority or organisation, etc. (The Council may select any number of these organisations to obtain references.)
- Track record of the suitability of the recommended candidates with the employing body (including any incidents where the candidates did not complete probationary periods)
- A statement of each of the overall turnover and accounts for the past 3 years.
- Details of the office which will manage all requests from the Council (including the names of the manager and support staff)
- The number of current qualified Social Workers on the books at the time the expression of interest is made who have indicated that they are interested in working in West London.

APPENDIX -
OPERATION OF APPROVED LIST OF EMPLOYMENT AGENCIES (SOCIAL WORKERS)
The Council’s objectives in operating this approved list are as follows:
- It must operate efficiently for both the Council and the agencies on the approved list
- It must be effective in offering a good range of quality candidates for permanent placement in the Council
- It must represent value for money for the Council in attracting competitive placement fees
- It must operate fairly for all agencies on the approved list
With these objectives in mind, the operation of the approved list will be as follows:
- For each requirement, or set of requirements, 3 agencies will be selected at random and asked to forward relevant information on their candidates including CVs and their placement fees.
- The Council will consider candidates from the agency offering the most competitive placement fee. In the event that candidates offered are not suitable, then the Council reserves the right to go to the agency offering the second lowest placement fees or to select another three agencies from the approved list and invite them to submit their candidates and placement fees.
- The Council reserves the right to continually review the operation of the approved list and make changes where this is deemed to more effectively meet the objectives listed above.
- The Council reserves the right to remove any agencies from the approved list if it considers that the agency in question is not offering value for money or providing suitable candidates to meet its requirements. Normally this will occur where on two occasions, the candidates put forward by the agency concerned are considered unsuitable and/or the placement fees are considerably higher than that proposed by the other agencies submitting their fees. In this situation, the agency will have the right to appeal and the Council may either confirm its decision or give the agency one final opportunity.
- The Council reserves the right at any time to invite new agencies onto its approved list if this furthers the objectives listed above.
- The Council welcomes suggestions, comments and ideas from agencies on its approved list that will help to meet the stated objectives above.

DESIGN, SUPPLY & INSTALLATION OF CCTV IN MULTIPLE HOUSING ESTATES (Closing date 27 Aug. 2010 at 03:00 hrs)
Expressions of interest are invited from suitable contractors wishing to submit a tender to undertake new Design, Supply and Installation of CCTV systems upon multiple housing estates (Bayonne Estate & Lampeter Square, White City & Batman Close and Becklow Close) located within the London Borough of Hammersmith & Fulham. These estates will be linked back to the Borough-wide CCTV System. The New CCTV System will comprise of execution of design (portion – fibre network) supply and installation of wiring, cameras, camera poles/brackets, control equipment comprising of vda’s, dvr’s, matrix, switching etc, onward transmission and interface works. The estimated values of the three estates, namely Bayonne Estate & Lampeter Square, White City & Batman Close and Becklow Close are £270,000.00, £470,000.00 and £105,000.00 respectively, subject to securing level of funding. The works are anticipated to commence in February 2011, concurrently with durations of the three estates, namely: Bayonne Estate & Lampeter Square, White City & Batman Close and Becklow Close as 10 weeks, 16 weeks and 8 weeks respectively.
Contractors will need to complete a pre-qualification questionnaire (PQQ) that demonstrates that they have sufficient experience, management and engineering staff with the necessary skills to undertake these works.
The tendering exercise is being managed through the London Tenders Portal . PQQs can be only be obtained through this Portal and completed documents must be uploaded onto it no later than 03:00 hrs on Friday 27 August 2010. YOUTH SERVICES - APPROVED PROVIDERS LIST FOR YOUNG PEOPLE'S ACTIVITIES (Closing date 31 August 2010)

Expressions of Interest sought. The London Borough of Hammersmith & Fulham (the "Council") is a borough of opportunity. This includes wanting young people to have opportunities which enables them to pursue happy and full lives and to achieve economic well being. We are also a Council committed to putting residents first by providing the best possible value for money services to our local community.
If you are an organisation suitably experienced and able to provide services to young people in Hammersmith & Fulham we would like to hear from you.
We are reopening our approved providers list to deliver a range of positive activities for young people aged 8-19, and up to age 25 for those with a disability. The Council will use the list to commission positive activities for young people across the borough, up to £50,000 in value per annum, however contracts may be for multiple years. Positive Activities for Young People are educational leisure time activities or recreational leisure time activities that contribute to young people’s personal and social development, and can include sports, leisure, arts, media, cultural, educational, outdoor pursuits, volunteering and the like.
We are particularly keen to hear from organisations who can deliver the following services/programmes:
- Generic Youth Services
- Art and Fashion programmes
- Targeted programmes for disabled young people.
The Council will add successful organisations to the approved list and then seek quotes for delivering a service specification. The list will be broken down into the following categories:
- Sports/Fitness/Wellbeing (max of 19 organisations in total in this category)
- Arts/Fashion (max of 19 organisations in total in this category)
- Digital Media/Film/Photography (max of 19 organisations in total in this category)

Successful organisations will be added to the list in September, however October and December school holiday specifications will be sent out only to existing providers in August 2010. The approved list has been running since 1 April 2010 for an initial period of 1 year, but with the option to extend for 2 further years.

CHILDCARE SUFFICIENCY ASSESSMENT 2011: ASSESSING THE PARENTAL DEMAND FOR CHILDCARE IN HAMMERSMITH & FULHAM (Closing date 28 September 2010 at 03:00 hrs)
The Council are looking for an experienced organisation to assist the Early Years & Childcare Service in carrying out this assessment. The overall purpose of the childcare sufficiency assessment is to contribute to the childcare sufficiency duty. The undertaking of the sufficiency assessment is central to the strategy of reducing child poverty through ensuring childcare to meet the needs of working parents. The Childcare Act 2006 expands and clarifies in legislation the vital role local authorities should play as strategic leaders in facilitating the childcare market. It reinforces the framework within which they already work in partnership with the private, voluntary and independent (PVI) sector to shape children’s services. It focuses in particular on sufficient, sustainable and flexible childcare that is responsive to parent’s needs. Section 11 of the 2006 Act places a duty on local authorities to undertake a childcare sufficiency assessment, in accordance with the regulations and with regards to the statutory guidance: " Childcare Sufficiency Assessments: Guidance for Local Authorities " (opens a new window). The sufficiency assessment is necessary for ensuring sufficient provision, enabling local authorities to identify gaps and establish plans to meet the needs of parents so they can fulfil their Section 6 Childcare Sufficiency duty. Aims of the childcare demand assessment are to:
- undertake a childcare demand sufficiency assessment meeting the requirements of Section 11 of the Childcare Act 2006
- ensure a relevant sampling size of all the key groups and age ranges in each sub-local authority area
- assess parents present and future needs and look at the form of childcare and to develop a clear and concise picture of the childcare needs of Hammersmith & Fulham residents
- to assess parents circumstances and provide baseline data on issues facing families living in poverty
- develop a workable template for the Early Years Service to carry out annual reviews
The consultation is proposed to be carried out from 15 October to 15 November 2010. The Service Provider will be required to complete an agreed written report by 3 December 2010.

The Council wishes to let a Framework Agreement to be accessible to all London Boroughs (“Participating Boroughs”) for the provision of professional, technical, general and administrative agency workers inclusive of social care. School resourcing is also included within the scope of this Framework Agreement but shall be optional based upon each Participating Borough’s needs. The London Borough of Harrow intends to become a Participating Authority and access the Framework Agreement from its inception. The Council invites expressions of interest from suitable contractors who wish to be considered for appointment onto the Framework Agreement. A voluntary Contract Notice was sent for publication in the Official Journal of the European Union (OJEU) on 17 September 2010 and published on 21 September 2010 (opens new window) under reference 2010/S 183-279922. Applicants are advised to read this contract notice in conjunction with the voluntary OJEU Contract Notice.
The Framework Agreement is for a neutral vendor service with an option for onsite or off site management commencing from the 1st – July 2011 for a period of period of 4 years until 30th - June 2015. The successful contractor must
- ensure full supply chain management of experienced and skilled temporary workers across the diverse range of the Participating Boroughs’ business categories, including though not limited to, Social Services, Environmental Services, Finance, IT, Human Resources, Planning, Policy and Revenue and Benefits.
- deliver services in a way that meets the individual Participating Borough’s aims and objectives of achieving continuous improvement in terms of assurance of supply, quality and flexibility of service, innovation in processes and solutions and delivering year on year cost reductions;
- be innovative and flexible in offering a vendor management IT solution to the Participating Boroughs to meet their requirements. The Council uses the “People Click” vendor management solution and the successful contractor must offer full integration.
- be innovative and proactive in identifying alternative procedures and systems that will enable Participating Boroughs to meet their objectives.
The Council’s current scope and range of services excludes executive and senior management search and selection activity and specialist consultancy type services such as construction consultancy.
The London Borough of Hammersmith & Fulham spends approximately £17m per annum through the use of agency workers excluding the cost for schools. The Council uses 100 plus agencies and currently has standardised Mark up Fees including tenure discounts.
The London Borough of Harrow currently spends £12.5 million per annum excluding the costs of schools and currently operates a range of managed and neutral vendor services and works with multiple suppliers to resource its workforce. Temporary workers are primarily sourced through external agency suppliers.
In order to be successful applicants must have a proven track record of successful implementation within similar sized organisations (public or private sectors) and have the capacity and capability to deliver the implementation of the new contracted service by 1 July 2011.
Applicants are required to complete and submit a Pre-Qualification Questionnaire (the “PQQ”) which can be downloaded from the London Tenders Portal (see above link) and comply with the information given above in terms of communications.
The date for receipt of completed PQQs is 18 October 2010 at 03:00 hrs. The Council reserves the right to reject any PQQ submissions that:
- are received after the above date and time
- are incorrectly completed or incomplete
- do not follow these instructions
The submitted PQQs will be evaluated and scored in accordance with the scheme set out in the instructions for completion within the PQQ. A maximum of 5 applicants who satisfy the requirements set out in the PQQ and who receive the highest scores will be shortlisted for invitation to tender.

PRIOR INFORMATION NOTICE (CONSULTATION)
SUPPLY OF PRE-PAID CARDS (PILOT)
The Council is currently considering housing benefits, payments to children leaving care, one off payments for adult social care and a leisure card as potential areas for a pilot of a pre-pay card scheme. The leisure card would offer tiered discounts for concessions, residents and non-residents. The Council wishes to explore the potential benefits of such a pre-pay card, with a range of benefits:
- to generate efficiencies in both making and taking payments
- to increase local spend through loyalty discounts
- to generate revenue through card operation
- to create added value for the residents of Hammersmith and Fulham
Initially, the Council wishes to undertake a small, self-contained pilot that could be implemented quickly at reasonable cost, lasting no longer than a year, with evaluation after six months to produce indications of whether and how to undertake a wider roll-out across the Council.
Views from interested organisations on how these services could be packaged to facilitate and optimise good quality value for money bids are sought. Comments, and requests for discussing this matter further, should be sent to the person identified below. LOCAL NEWSPAPER AND ADVERTISING SERVICES (Closing date 4 November 2010 - 03:00hrs)

The Council is seeking to enter into a six year services concession contract with a company for the production of a newspaper to be distributed in the borough which contains independently produced news and other editorial content. The contract will contain provision to extend for up to 4 further years (at the absolute discretion of the Council) on an biennial basis.
The newspaper will replace "H&F News", the Council’s newspaper, which currently generates approximately more than £500,000 in advertising per year. The new product will contain advertising on behalf of the Council and the Council will work with the news publisher to transfer existing private advertising into the product, estimated to be worth £375,000 of the £500,000 in 2010/11.
The Council seeks a share of profits from the newspaper and website platforms after direct costs from the partnership arrangement with a minimum guaranteed revenue share
The Council also wants to use the newspaper to fulfil its own communication needs in a way that it is clearly signposted. This includes using the newspaper to engage and involve our residents in the delivery of public services in the borough. The Council wants no say in independently produced news, features and sport content and wants to ensure this effectively scrutinises public services in H&F while reflecting community opinion across the borough.
The Council currently prints and publishes 76,000 free local newspapers every two weeks and distributes to households and businesses within the borough.
The Council is also looking to the partnership for assistance in providing other commercial support, such as website advertising, publication advertising, event sponsorship and street media-based advertising.
This tendering exercise is subject to the provisions of the Public Contract Regulations 2006 (as amended), and a Contract Notice was sent for publication in the Official Journal of the European Union (OJEU) on 4 October 2010. The Council will be using the Competitive Dialogue procedure.
Organisations wishing to express an interest in entering into Competitive Dialogue with the Council with view to submitting a tender are required to completed a Pre-Qualification Questionnaire, which is available through the London Tenders Portal (see above note). The Council is inviting tenders for a contract for the provision of Lease Consultancy and Advisory Services. The contract is for a period of three year and is expected to commence on 1st February 2011.
This tendering exercise is being carried out using an Open Procedure (no pre-qualification). When submitting their tenders, tenderers must be able to demonstrate that they have the necessary expertise and experience to provide the required services, including at least 2 years experience of providing similar services, specifically to local government.

RESTORATION OF SHEPHERDS BUSH COMMON (Closing date 16 November 2010 at 03:00 hours)
The Council wishes to invite expressions of interest from organisations that specialise in landscape construction and have experience of dealing with large landscape projects to undertake the refurbishment of Shepherds Bush Green, London, W12. The total value of the contract is anticipated to be in the region of £3,500,000. Organisations expressing an interest will be expected to have an audited annual turnover of around £11.66m to comply with the Council’s financial requirements for a contract of this size.
The works include the demolition of redundant structures, the construction of a building housing a café, public toilets and the re-sited electricity sub-station and extensive hard and soft landscaping.
Companies wishing to be considered for inclusion on this list are to request, complete and return a pre-qualification questionnaire (PQQ) which will furnish the Council with the information necessary to evaluate the financial standing, technical capability and experience of Organisations.
Invitations to Tender are also subject to the success of an application to the Planning Inspectorate for consent to construct works on common land. A decision is expected in mid-December 2010. It is anticipated that tenders will be invited in January 2011 with work commencing in April 2011.
Pre qualification questionnaires and a copy of the sketch design scheme can be obtained from the London Tenders Portal (details given above). CONSULTANT - REVIEW OF CLIENT AFFAIR SERVICES (Closing date 24 November 2010 - 12:00 Noon)
Background: The Council's Adult Social Care division is inviting quotations from suitably qualified and experienced individuals to complete the review of our Client Affairs Service and to develop the outcomes recommended. The Council wishes to complete the review of Client Affairs Service and implement an improved service with refined process and reduced transactions. The processes associated with this service have not been reviewed for a number of years. Following recent changes in legislation the Council has commenced this review.
The Brief: The Council requires the services of an individual consultant with experience of process of deputyship, appointee ship, property protection and publically funded funeral service. The successful applicant will complete the review of the Client Affairs Service that has been ongoing since spring 2010. They also have to be able to undertake the functions of the service to evaluate the current systems and develop the new ‘leaner thinking’ processes. The appointed consultant will be required to produce a report and undertake the appropriate negotiations to implement the new practices that have been recommended by the report. The initial appointment will be on a week to week basis from 1st December. However, it is expected that there will be sufficient funding for this work until the end of 2010. Further funding may be available and applicants will be required to be available for the initial period in December and for a further three months up March 2011.

PUBLIC HEALTH FUNERAL SERVICE (Closing date 10 December 2010)
Tenders are invited from qualified and experienced suppliers to deliver a full Funeral service.
The National Assistance Act 1948 and the Public Health (control of Diseases) Act 1984 requires that deceased persons without family or friends able or willing to make arrangements for their burial should have the necessary arrangements made by the Council. In the past 12 months the Council has arranged for 30 cremations and 5 burials.
The Service required is a full funeral service including the removal of the body to an appropriate facility, making arrangements for a funeral service, preparation of the body and the provision of the coffin and subsequent burial or cremation.
The funeral service to be provided must be capable of meeting the diverse needs of the community in Hammersmith & Fulham. The contract will include the need to provide services in an emergency when required. The contact will be for a duration of 3 years and it is anticipated that it shall commence on 1 February 2010.

HAMMERSMITH PARK SPORTS FACILITY (Closing date 14 December 2010)
The Council is currently inviting expressions of interest from those who may wish to partake in competitive dialogue and be placed on the select tender list to be appointed to construct and service a Sports Facility at Hammersmith Park. This is an exciting opportunity to secure premises to develop and service a sports facility in partnership with the Council.
The scheme requirement is to design, build and operate a sports facility to include:
- A series of 5, 7, and 11 a-side artificial football pitches;
- Tennis, basketball facilities and/or a multi purpose games area;
- A pavilion/club room, changing rooms, office for onsite management, gym, café, etc;
- Fencing and floodlights for the entire site;
- An onsite carpark;
- Any other recreation and ancillary facilities as suggested.
Land area for the proposed development is a minimum of 12,000sq.m. The new facility will be on the same site as an existing sports area. Construction is earmarked to commence in summer 2011.
In order to be successful applicants must have a proven track record of similar design, build and service facilities (public or private sectors) and have the capacity and capability to deliver the project. Applicants are required to complete and submit a Pre-Qualification Questionnaire (the “PQQ”) which can be downloaded from the London Tenders Portal (see above) and comply with the information given in terms of communications.
The date for receipt of completed PQQs is 03:00hours on 14 December 2010. The Council reserves the right to reject any PQQ submissions that:
- are received after the above date and time
- are incorrectly completed or incomplete
- do not follow these instructions

LOCAL NEWSPAPER AND ADVERTISING SERVICES
- Withdrawal of Contract Notice (Published in the Official Journal of the European Union - OJEU)
- Advance notice of "Meet the Buyer" event
The Council has withdrawn the Contract Notice for the above published in the Official Journal of the European Union (OJEU) notice which sought expressions of interest in a service concession contract for supply of local newspaper and advertising services. The Council now seeks to clarify its intentions around its contractual aims and is holding a "Meet the Buyer" event on 17 November 2010. The event will set out the Council’s intention to enter into a seven-year contract with a company for advertising services. The contract will contain provision to extend for up to 3 further years (at the absolute discretion of the Council) on an annual basis.
The Council currently produces a fortnightly newspaper called H&F News which contains Council advertising and is distributed to 76,000 homes every two weeks. The Council will no longer be producing a newspaper from the spring/summer of 2011 and therefore wishes to place this advertising in another newspaper.
In addition, through the contract, the Council will use every reasonable endeavour to transfer the existing private commercial advertising that is currently in H&F News. H&F News is projected to secure around £375,000 in commercial advertising in 2010/11. The Council has two contractual aims, to secure:
- the most economical rate possible for future council advertising; and
- free allocated space in a way that is clearly signposted to enable us to engage and involve our residents in community-led issues.

COLLECTION & TRANSPORTATION OF BODIES ON BEHALF OF THE WEST LONDON CORONER (Closing date 7 January 2011 - 03.00 hrs)
Tenders are invited from Specialist Contractors for the collection and transportation of bodies on behalf of the West London Coroner. The successful tenderer(s) will be required to provide a discreet and dignified service for the collection and transportation of bodies within the Western Coronial District Boroughs to the public mortuaries within the Borough. There will be three contracts for the collection of bodies. These will be:
- Contract for the collection and transportation of bodies from the administrative areas of the London Borough of Ealing and the London Borough of Hillingdon (the “North Zone Coroner’s Collection”);
- Contract for the collection and transportation of bodies from the administrative areas of the London Borough of Hammersmith and Fulham and the London Borough of Hounslow (the “Central Zone Coroner’s Collection”). This contract shall also cover any collection of bodies required within the Western Coroner’s District which fall outside of the administrative areas of the Participating Authorities; and
- Contract for the collection and transportation of bodies from the administrative areas of the London Borough of Richmond upon Thames and the Royal Borough of Kingston upon Thames (the “South Zone Coroner’s Collection”).
The Services are to be provided to HM Coroner although the successful tenderer(s) will be expected to enter into a contract with Hammersmith and Fulham Council. The Council is acting as lead authority for 5 other London Councils in this procurement: the London Borough of Ealing; the London Borough of Hillingdon; the London Borough of Hounslow; The London Borough of Richmond upon Thames and the Royal Borough of Kingston upon Thames. The successful contractor(s) will provide a consistent 24 hour, 365 day a year body collection service where a single communication with a contractor will be sufficient to assure the removal of a body, irrespective of location, time or circumstances.
This is classified as a Part B Service for the purposes of the Public Contract Regulations 2006 (as amended). The tendering exercise is being undertaken using an Open Procedure (there is no pre-qualification). This tendering exercise is being managed through the London Tenders Portal (details above) and a full set of the contract documents (inc. the specification, contract terms & conditions, pricing schedule, form of tender, & etc.) can be downloaded from the Portal. Three separate contracts will be awarded on the basis of an assessment of price and service quality (details given in the contract documents). Subject to any tenderers bidding for, and meeting the specified requirements of two or three of the contractual zones, and at the discretion of the Council, either two or all three contracts may be awarded to a single contractor.

NON-LIFE INSURANCE SERVICES - LEASEHOLD PROPERTIES (Closing date 3 Feb 2011 - 12:00 (Noon))
The Council is tendering for Non-life Insurance Services relaing to leasehold properties on its housing estates. It is looking at the possibility of placing cover on the basis of a 3 year agreeement with the option to extend for a further 2 years.
