YOUTH SERVICES: APPROVED PROVIDERS LIST FOR YOUNG PEOPLE'S ACTIVITIES
- Providing Positive Activities For Young People Aged 8-19 (and up to 25 for those with a disability) (Closing date 15 January 2010)

Expressions of Interest.

Hammersmith & Fulham is a borough of opportunity. This includes wanting young people to have opportunities which enables them to pursue happy and full lives and to achieve economic well being.   We are also a Council committed to putting residents first by providing the best possible value for money services to our local community.

If you are an organisation suitably experienced and able to provide services to young people in the Borough we would like to hear from you.

We are establishing a list of approved providers to deliver a range of positive activities for young people aged 8-19, and up to age 25 for those with a disability. The Council will use the list to commission positive activities for young people across the borough, initially up to £50,000 in value. Positive Activities for Young People are educational leisure time activities or recreational leisure time activities that contribute to young people’s personal and social development , and can include sports, leisure, arts, media, cultural, educational, outdoor pursuits, volunteering and the like.

The Council will add successful organisations to the approved list and then seek quotes for delivering a service specification.   The list will be broken down into the following categories:

  • Sports/Fitness/Wellbeing (max of 15 organisations in this category)
  • Arts/Fashion (max of 15 organisations in this category)
  • Digital Media/Film/Photography (max of 15 organisations in this category)
  • Music/Performing Arts (max of 15 organisations in this category)
  • Business/Study/Careers (max of 15 organisations in this category)
  • Other (max of 20 organisations in this category)

The council will seek new organisations to be added to the list at least once in 2010.  This will then allow a maximum of 3 more organisations to be added per category to the approved list.

The list will be used for programmes starting in April 2010.  However if a suitable provider is not on the list the council will commission such services in line with our Contract Standing Orders and good procurement practice.  The approved list will run for a period of 1 year initially and up to a max of 3 years.

Organisations wishing to apply to be on the approved list should send through a request to youthcommissioning@lbhf.gov.uk and in return you will receive a Pre-Qualification Questionnaire (PQQ) to complete.  Admission to the Approved List will be based on the evaluation criteria contained in the PQQ.  Completed PQQs must be returned no later than 12:00 Noon on 15th January 2010.  Due to the high volume of expected responses to this advertisement it would be appreciated if any enquiries are made by e-mail to the following address youthcommissioning@lbhf.gov.uk

If you have ticked the Youth Service Approved Provider box on the Council’s Third Sector Investment Fund application, we will be transferring relevant information onto our form.  Once this is completed the form will be sent out to you populated with the relevant information for you to check,  and to allow you to add in supplementary information that is required to complete this process.  You can however ask for a copy of an unpopulated form earlier to start to consider the additional information that is required by e-mailing youthcommissioning@lbhf.gov.uk.

WORKS TO BISHOPS PARK AND FULHAM PALACE (Closing date 15 January 2010)

The Council is seeking expressions of interest from main contractors for works and contract services to the adjoining sites of Bishops Park and Fulham Palace in south-west London. 

Lot 1 – Restoration of Bishops Park:  The works to Bishops Park include the refurbishment of outbuildings, the demolition of redundant structures, the creation of an interactive water feature, the restoration of a derelict boating lake, the repair of terracotta balustrading and extensive hard landscaping.  The value of the works is expected to be around £3.5m.

Lot 2 – Restoration of the Outbuildings of Fulham Palace:  The works to Fulham Palace include the refurbishment of a number of listed buildings including a vinery, potting sheds, stable block and gate lodge as well as the partial excavation of a medieval moat.  The value of the works is expected to be around £1.6m.

Contractors wishing to be considered for inclusion on a tender short list for either or both lots are to request, complete and return a pre-qualification questionnaire (PQQ) which will provide the Contracting Authority with the information necessary to determine their financial and technical capability.  The selection criteria to be used in determining who will be short listed and invited to tender will be given in the PQQ.  A copy of the PQQ may be obtained from the person identified below, and returned fully completed to the same person no later than 15 January 2010.

It is anticipated that tenders will be invited from those selected for short-list in February/March 2010 with work commencing in August 2010. The tender award will be made on the basis of the economically most advantageous tender.  A quality / price model will be used, the details of which will be supplied in the tender documents (this will include a minimum quality threshold).

INVITATION TO QUOTE FOR DEMENTIA MAPPING IN EXTRA CARE (Closing date 15 January 2010)

The Council is inviting quotations from suitably qualified and experienced organisations to deliver Dementia Care mapping in all four of its Extra Care Sheltered schemes.

The Council is carrying out a programme, to increase the understanding of the staff of Extra Care schemes of the needs of people with dementia. Specifically, the Council wishes the organisations to follow up the Dementia Care Mapping exercises with a training programme for the care staff of the schemes.

The Council does not usually place any older people in Residential Care. Where a client meets the criteria for Residential Care they are first offered a tenancy in an Extra Care Sheltered scheme. There are four schemes in the Borough with 36, 32, 14 and 25 flats respectively. There are a total of 69 care staff and managers. Each resident gets a total of 17hrs of personal care and support a week and there is 24 hour on site cover from care staff. Residents of the schemes are primarily Older People and there is a significant number of who are affected by various stages of dementia.

The Council requires an organisation with experience of delivering Dementia Care Mapping in a care setting.  The provision of the dementia mapping and training needs to be thorough and practical, based around assisting care staff to understand and be able to help older people with dementia to become more active and engaged in their surroundings. Through training in dementia awareness, we envisage that staff can then be encouraged to find innovative ways of working with and involving service users. 

The Council requires the provider to produce a report on each of the schemes, deliver group training sessions, and participate in monitoring and coordination of the programme.

MENTAL HEALTH DAY OPPORTUNITIES - PROVIDER EVENT (3 February 2010)

The Council is considering outsourcing its main Mental Health Day Opportunities Project which is  based at the Ellerslie Road Centre in the north of the borough at Shepherds Bush. 

Prior to considering a formal tendering exercise the Council is holding a Provider Event on Wednesday 3 February 2010 from 2.00 pm to 5.00 pm at The Irish Centre, Black’s Road, Hammersmith, London W6 9DT (the nearest underground station to this venue is Hammersmith), and light refreshments will be provided.

The purpose of the event is to:

  1. Inform providers who may be interested in tendering to provide this service of the proposed model of  Reablement and Social Inclusion and the high standard of  facilities available at the Ellerslie Road Centre.
  2. Explain how the proposed service will operate under Self Directed Support and how the successful provider will have the opportunity to market the Project to Service Users from other boroughs.
  3. Allow the Council and providers to have a dialogue which may inform the Service Specification and eventual pricing structure and referral model.

The event will be led by the Assistant Director with responsibility for Adult Social Care and will include opportunity for providers to have a meaningful input to the design of the eventual service.

It is not intended that there will be an in-house bid to when tenders are invited to provide this service. The Council does however believe that in the event the service is outsourced the Transfer of Undertaking (Protection of Employment) Regulations 2006 (otherwise known as the TUPE Regulations) are likely to apply to those staff currently employed by the authority in providing the existing service.

SHORT TERM CONSULTANCY COMMISSION:
The appointment of External Consultants to aid the Community Services Department’s strategic providers implement the putting "People First" policy.
(Closing date 8 February 2010).

Are you a experienced business consultant who understands what it takes to work with Care providers helping them to create a change programme to meet the new Putting People First policy agenda? Can you work with LBH&F’s Community Services Department Adult Social Care providers to get them to change their operations to be able to move from a business to business to a consumer style model? Can you start this month? If so would you please write an email expressing an interest (E.O.I) to:

The successful consultant will be chosen by evaluating the submissions on a 60:40 quality/price ratio and acceptance of LBH&Fs standard terms and conditions

Background

The Council’s Adult Social Care service relies upon external providers to deliver essential services to Borough residents.  The relationship between Council and providers could be recognised as a business-to-business model (few suppliers and few buyers). The Council commissions providers to deliver services to eligible vulnerable residents who have care needs. The service users are the recipients of services once the Council and providers have agreed terms.

In response to new policy from central government - "Putting People First" – this B2B model of engaging with the market is going to change. Personalisation of care will mean greater power for residents to choice how their care is organised and delivered.  Consequently the market model will move to a business-to-consumer model, (few suppliers but many buyers).  Many providers already provide services directly to paying residents but have relied upon large block contracts with the Council to sustain their business. Help is needed for these providers so they can change their operating model, marketing and pricing models and work through what a business-to-consumer model will mean for them? With less block contracts and more flexibility over what constitutes care the care market for adults will have lower barriers to entry by new organisations. Therefore existing providers will have to be clear what their unique selling propositions are? Together with an assessment of where they are in the current market in terms of size and financial security. 

The Council has a role to play to encourage important providers adapt to the changes and thrive in this new market and so it has offered the following help:

  • A monthly providers forum to discuss and develop understanding of the changes to the market;
  • Yearly open day for all providers to share with key speakers on the new policy and to learn about how H&F is implementing the new policy;
  • Discussion with individual providers about changes to their current relationship with the council;
  • Changes in the way the council procures its services moving from block contracts to framework agreements; and
  • Leaflets, information, access to training and access to web based data to aid providers to change.

This help will only go so far to help providers understand the extent of the changes needed. More help is needed, especially in pushing providers make the practical changes needed. This is the reason why an experienced business consultant is needed who can work with the Boroughs strategic providers to practically implement the changes needed to meet the new policy.

Requirements: The consultant will be required to do the following:

  • Work with Commissioners to position existing providers according to value and risk;
  • Develop a strategy for the Council for each quadrant of the provider positioning matrix (see Kraljic matrix for background);
  • Establish contact for key providers as selected;
  • Work with key providers to create a series of measures to enable a baseline of that states:
    • Their current business model and objectives;
    • Their customer base;
    • Infrastructure;
    • Vision and business plan;
    • Position in the market and USP;
    • Where Putting People First fits in their objectives;
    • What changes do they need, when and how;
    • A subjective view of their readiness to change;
    • Timetable for changes;
    • Help they might need to change;
  • Once the baseline has been created secure agreement from their senior managers/owners for a change plan and timetable;
  • Set up the means for procurement officers to measure distance travelled;
  • Set up the means for all parties to measure successful change;
  • Complete a initial process report and mid term report and a final summary report that aids the Borough and its providers whether change is being completed successfully and what else is needed to implement the PPF agenda.
The Consultants brief: The Consultant is required to use their business experience to help the Borough’s strategic providers change in order to accommodate the new Putting People First agenda, and by doing to so become providers of choice in the Borough.  This project needs business people with experience of running or managing commercial  businesses. It requires strategic thinking, experience of working with the most senior members of an organisation and the ability to put theory into practice in particular to help providers move from thinking about what changes they need to actually putting in change programmes and ensuring changes are happening.

Time period: Consultants should be able to start as soon as possible and work over the next few months.

Help from the Borough: The consultant will work with the Head of Procurement, Head of Commissioning, Head of SYC and the Assistant Director responsible for commissioning. Officers in Division have already started to position existing providers according to value and risk and will have supporting information such as contact details/ access to IT and an office.

Methodology expected: The consultant is expected to work with Officers to establish key lines of enquiry. To meet strategic providers and work their managers to establish the baseline information and a change programme. The consultant is expected to work in providers premises or from the Borough office but mainly out in the field with providers to understand them and help them change.  It is unrealistic for the consultant to complete all changes needed for each provider but the expectation is to establish a way the Borough and Provider can measure current position, desired position and plan of actions to change and timetable and what success will look like. Ensure a programme of change is underway for each provider or help the Borough develop a plan to deal with providers who will be unable to change.

Successful Outcomes:

  1. A plan for each quadrant of the provider positioning matrix is signed off by the SYC board.
  2. Each strategic provider has articulated its current market position and where it wants to be in relation to the PPF agenda.
  3. It has a change programme in place with a timetable and actions to successfully implement those changes.
  4. Any help from the Boroughs have been articulated.
  5. Performance measures are established to help all parties track progress on the changes.
  6. A final strategic report to the Borough produced giving an realistic position on the current supply chain and its ability to meet the PPF agenda.

Procurement Process:
An advert will be placed on the website seeking expressions of interest.
Interested parties will be asked to complete an application (method statement) which will be evaluated and scored based upon experience of organisation and individuals doing the work, proposed methodology, cost and references. 60:40 quality price split.
The consultant will need to be able to start in February 2010.
An award report will be written and approved by DMM and Director.
The costs will be met from the 2009-10 CSD Procurement Team budget.

CONTRACT FOR PROVISION OF OFFSITE RECORDS STORAGE SERVICE (Revised closing date Friday 26 February 2010 )

The London Borough of Hammersmith and Fulham's procurement of the offsite archiving and storage service has generated interest from neighbouring West London councils.  The scope of the framework agreement will now include Hammersmith and Fulham Homes Ltd (an Arms Length Management Organisation) and the London Borough of Brent, who plan to join the service in the summer 2011.  The framework agreement will be open to other public bodies in the London boroughs of Brent, Ealing, Hammersmith & Fulham, Harrow, Hillingdon, Hounslow, Kensington & Chelsea and Westminster to join as appropriate.  These public bodies include, but are not limited to,  Arms Length Management Organisations and Primary Care Trusts.  The procurement will be led by the London Borough of Hammersmith and Fulham (the "Council").  For the avoidance of doubt references to the "Council" in  this advertisement shall also include the Participating Parties.

The Council is seeking expressions of interest for the provision of an offsite records storage service to the Council. The Contract is expected to commence in December 2010 for a five year period (expiring November 2015), with the option to extend by mutual agreement for up to two additional years.

The successful contractor must provide secure storage of the Council’s non-current administrative records and documents in line with BS 5454, the Data Protection Act 1998 and Council information management policies as they are unique and irreplaceable documents containing important and confidential information.  The successful contractor must provide all necessary and appropriate support, including quick access and retrieval services as these records are vital to the Council’s work.

In addition the successful contractor will be required to provide the following services including:

  • Secure storage for H&F’s non-current administrative records, with appropriate support and retrieval services
  • The ability to serve the varied and numerous Council sections
  • Deliver to the Council’s nine official designated delivery sites throughout the borough (NB: these may vary moving forward).
  • The ability to collect newly stored boxes from any address in the borough.
  • Manage a contract term for 5 years, subject to early termination or extension, reviewed and monitored annually.
  • An extended service to other Public Service partners of the Council that may wish to use the offsite storage contract in the future, such as neighbouring London boroughs.
  • The ability to provide a scan on demand service in line with the requirements of BS 10008: 2008

The main business requirements can be summarised as follows:

  1. Maintain records, documents and items in a manner that ensures that they are secure and readily accessible.
  2. Further improve the Council’s knowledge of and control over its records and documents by enabling classification of records.
  3. Retrieve records quickly and cost effectively by providing a range of delivery options, e.g. emergency, same day, next day, agreed regular scheduled collections and deliveries.
  4. Enable the Council to meet all statutory requirements including though not limited to the Freedom of Information Act 2000, Data Protection Act 1998 and the Environmental Information Regulations 2004.
  5. Apply best practice for records management as outlined in section 46 of the Freedom of Information Act 2000 and to facilitate the implementation of the Council’s retention and disposal schedule ensuring records are disposed of in accordance with the relevant legislation by providing certified confidential destruction.
  6. Enable more efficient use of office space and onsite and offsite storage space. 
  7. Enable systematic digitisation of appropriate records and documents (i.e. scanning on retrieval).
  8. To create a central index of records stored offsite.
  9. To have an online ordering system for records stored offsite.
  10. To have the ability to run relevant management reports.

Applicants must have a proven track record of providing all of these services.

The tendering exercise is being carried out using a Restricted Procedure.  Those wishing to express an interest must complete the pre-qualification questionnaire (PQQ) and this must be returned on or before 17:00 hrs on Friday 26 February 2010.  In order to obtain a copy of the PQQ you must register an interest on the London Tenders Portal (link), and the completed PQQ must be returned through this portal on or before the date given.  Please allow ample time to up load the PQQ document onto the portal as late applications cannot be considered.

CONTRACT FOR THE DELIVERY OF PSV DRIVER TRAINING (Closing date 22 February 2010)

The Council is inviting expressions of interest from organisations experienced and qualified in the training of PCV drivers (D1).

The Council is seeking to embark on a driver training exercise of approx 30 individuals and the successful organisation will need to deliver the programme within a clearly specified structure and timetable, with the anticipated start being in April 2010.  The training must be completed by December 2010.

Training will need to be based within the Hammersmith and Fulham area and the Council will supply the necessary training vehicle meeting DVLA test standards.

THIRD SECTOR INVESTMENT GRANT FOR LOW-LEVEL IN-HOME SUPPORT FOR OLDER PEOPLE (Closing date 12 March 2010)

The Council is inviting applications from suitably qualified and experienced organisations for the provision of a Low-Level In-Home Support Service for the over 50s.

The Council is providing a Third Sector Investment Grant for a service which will coordinate the delivery of low-level in-home support to the over-50’s in Hammersmith and Fulham. This non-assessed social support service will be subsidised by service users on a subscription basis. The service will be on offer to all Borough residents over the age of 50, whether or not they are FACS (Fair Access to Care Services) eligible and will maximise the potential of older people to contribute positively to their community as well as meeting their basic social care needs at a point before they become eligible for state support.

The support service will focus on primary prevention and some secondary prevention in the following ways:
  • Primary prevention – the service will help maintain independence, health and wellbeing by providing universal access to good quality information about local services, promoting health and active lifestyles, delivering practical services and on-demand help with small tasks,  promoting a positive image of older people, and enabling social contact between older people.
  • Secondary prevention – the service will act as an "early warning" system by putting mechanisms in place to ensure that those ‘at risk’ of suffering health related problems, strokes or falls are identified and referred to the appropriate agency as and when required.

The grant will run for three (3) years and the service is expected to be self-sustaining thereafter.  The Council intend to award the contract by 31 March 2010.

CONTRACT FOR THE PROVISION OF A HEALTH AND HOMELESSNESS PROJECT (Closing date 29 April 2010).

Are you an organisation that can provide support to improve the health inequalities for vulnerable residents of Hammersmith and Fulham living in supported accommodation?

Hammersmith and Fulham Supporting People and the Drug and Alcohol Action Teams (DAAT) seek submissions from organisations who can demonstrate commitment to improving the general and specific health needs of this group in order to increase their outcomes and improve community re-integration.

The funding available for this project is £49 500 with the expectation that the project will run for up to 18 months.

BUILDING SCHOOLS FOR THE FUTURE - LOCAL EDUCATION PARTNERSHIP.
(Requests to participate to be made by 30 April 2010 and completed applications by 7 May 2010)

As part of the Government’s Building Schools for the Future programme (BSF), the Council is seeking an innovative private sector partner or partners to participate and invest in a Local Education Partnership (LEP).  It is expected that the LEP will have exclusivity for the development of the Council’s secondary school estate.  The LEP will initially be in place for 10 years, but there will be provisions to extend subject to mutual consent for up to a further 15 years (in periods of 5 years duration).  The BSF investment programme has a capital investment of approximately £207,000,000 (of which the estimated cost of revenue for FM and ICT services is £130,000,000).  This figure may be subject to increase if additional funding is secured. The LEP will also be requested to deliver educational additional services up to an estimated value of £140,000,000, subject to additional funding.

The total estimated value for all the non-exclusive additional services (these include schemes such as catering, cleaning, planned & reactive maintenance, security, housing, as well as major regeneration opportunities) will potentially range up to £2,000,000,000

There may be additional capital investment of between £56,000,000 to £300,000,000 by the London Borough of Sutton, of which £56,000,000 will be invested by that Council should it decide to use the LEP to deliver the first wave of its BSF programme.  Subject to future government decisions in relation to the funding of education, the value of the London Borough of Sutton's entire BSF programme could be up to £300,000,000.

SERVICE PROVIDER REQUIRED FOR PROVISION OF CHILDCARE VOUCHERS VIA SALARY SACRIFICE SCHEME (Closing date 10 May 2010 - 03:00 hrs)

The Council currently has in place a government approved Salary Sacrifice Scheme for childcare vouchers.  We are seeking a provider who will be responsible for the overall running of the scheme, leaving the council with a minimum administrative burden.

The contract will be for 2 years commencing 1 October 2010 with the two possible extensions of  12 months each.

Tender documents can be found on the London Tenders Portal https://www.londontenders.org. Interested parties will need to register with the London Tenders Portal and all tenders must be submitted through the portal.

Sample Tree Survey

Hammersmith and Fulham Homes requires a suitably qualified and experienced contractor (eg a member of the Arboricultural Association) to carry out a sample stock condition survey of trees within the communal areas of it’s housing estates, and a limited number of street side properties. 

The purpose of conducting the survey is to enable HFHomes to meet it’s duties under the Health and Safety at Work Act 1974, and HSE SIM 01/2007/05 ‘Management of risk from falling trees’.  Our intention also is to use the information gathered during the survey to formulate a policy and strategy for future  management of our tree stock.  

The contractor will be required to inspect 10% of our estate based trees (3673 already mapped on LBHF system eGIS), and a limited number of street side properties totalling between 400 and 450 trees overall.  A priority site list will be agreed on contract award. 

The contractor will be required to:

  1. Assist HFHomes in formulating the priority site list for inspection:
  2. Tag and record the location, species, size and features of the agreed 10% of HFHomes tree stock on our estates and/or smaller sites (approx 360):
  3. Carry out a similar exercise for a small number of street side properties (between 40 and 90)
  4. Record the condition of these trees and identify any hazards, such as risk of failure, obstructions for pedestrians or vehicles, damage to walls and other structures:
  5. Make tree management recommendations to address tree hazard issues, such as risk of tree failure and low branch obstructions:
  6. Provide the basis for a 3 year inspection programme.

TERM CONTRACT FOR THE SUPPLY OF STREET LIGHTING & SIGNAGE MATERIALS 2010-11
(Closing date for requests to participate 21 May and date set for tender return 2 June 2010 at 12:00 Noon)

This is a supply contract for materials to enable the Council to deliver its annual programme of works.  The procurement process is being run using the Open Procedure (there is no pre-qualification). Purchases will be called off as and when required to match peaks in the programme of vworks.  The quantity of materials ordered for this contract is dependent on the level of funding from external clients to the Council on an annual basis.  The anticipated commencement date for the contract is 1 July 2010 for 1 year, but with two possible extensions on an annual basis.  The opportunity is available for suppliers to bid for one or all of the four Lots described below.  It is hoped that this similarity will help tenderers in their bid and any cost savings that may be realised if the same supplier is awarded multiple contracts will be offered back to the council.  Suppliers may submit a tender for one, multiple or all Lots - the four Lots are:

  • Lot 1 – Lamp Columns & Brackets
  • Lot 2 – Traffic SignPosts (illuminated/non-illuminated)

EXPRESSIONS OF INTEREST SOUGHT FOR SUPPORT BROKERS

Are you an organisation or individual that can provide support brokerage to the Council's customers who need help creating and sourcing a support plan?

The community services department (CSD) is implementing a change to the current adult social care model. It is settings up a new model based upon individuals, who need care support, being able to develop their own plans for meeting those needs.  Some will need the help of a support broker. This role means helping to create with the individual a plan that will help them fulfil their care needs and help to procure the services identified in the plan.

There is a target to have 100 residents on support plans by the end of the summer 2009 and then to have 100% of new residents needing services to have a form of personalised service by 2012. Therefore the Council is seeking expressions of interest from organisations or individuals who wish to provide the support brokerage role. If training is needed then this can be arranged in exchange for a fee or number of completed support plans. All support brokers will need to have a Criminal Record Bureau (CRB) check.

Interest is sought from organisations of any sector of the market and individuals who are carers, ex-carers, direct payment users, existing recipients of services, borough residents, independent brokers, other councils.

PASSENGER TRANSPORT SERVICES - PRIOR INFORMATION NOTICE

The Council will be tendering a contract for its passenger transport services later this year. The main recipients of these services are:

  1. Students, usually children or young people with mobility and/or learning difficulties, requiring home-to-school transport, and return; and
  2. Disabled adults residents with mobility requirements needing transport from home to day centres, and return.

The service currently has around 300 daily users, costs range between £2,000,000 to £3,000,000 (GBP) a year to operate, and is provided directly as an in-house arrangement. There will not be an in-house bid when the contract is tendered in the forthcoming months.

Interested parties should therefore note that the successful contractor must be able to fully comply with the Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) (there will also be a requirement to provide comparable pension arrangements for affected staff).

A copy of the Prior Information Notice was sent for publication in the Official Journal of the European Union (OJEU) on 13 January 2010, and was published on 14 January 2010.

PASSENGER TRANSPORT SERVICES - CONTRACTORS' OPEN DAY (10 February 2010)
 
Prior to commencing a formal tendering exercise, we are keen to hear from suitably qualified organisations interested in providing these services and as a prelude to this we will be holding an open day for interested contractors on Wednesday 10th February 2010 at Fulham Palace, Bishop's Avenue, Fulham, London, SW6 6EA.
 
The purpose of the day is to brief contractors in more detail on the existing provision, share views on possible future options and actively consult and seek input from the transport industry.
 
The Open Day will be attended by the Council’s Cabinet Members and Assistant Directors, along with representatives from neighbouring London boroughs interested in the possibility of joining a framework contract.  The day will consist of short presentations, questions and answers from the floor and the opportunity for individual discussion with those charged with taking the process forward.
 
We want to make sure, before deciding on the best way forward, that our contract will provide value for money to the Council, a responsive service to vulnerable users, and is commercially viable for providers.
 
We particularly want to hear providers views about:

  1. how best to package this contract;
  2. how long the contract should run for;
  3. the commercial attractiveness and any complexities of tendering a framework contract that other authorities could join at a later date;
  4. depot facilities;
  5. the lead-in period needed by a successful contractor to source and adapt the vehicles, and manage the transfer of the existing in-house drivers and escorts under the Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) (there will also be a requirement to provide comparable pension arrangements for affected staff); and
  6. the best procurement method to use for this contract.

Consideration may be given to expanding the scope of the contract to include other west London boroughs or health related public sector organisations.

In keeping with good procurement practice, all attendees will have equal access and opportunity to share their views and ideas with us. The event will also include a light lunch and a visit to the Council’s current depot facility in the south of the borough for which transport will be provided.

TENDER FOR THE CONTRACT FOR THE PROVISION OF STEP-UP TO SOCIAL WORK MA PROGRAMME (Closing Date 2 June 2010)

Step up to Social Work is a new qualification (MA in Social Work (Professional Practice) route into Social Work and is being piloted by the Children's Workforce Development Council. Step up to Social Work is a tailored, employer-led training programme which has been specifically designed as a new way to train as social workers. The contract with the London Borough of Hammersmith and Fulham (the Council) is for an appropriate education provider to provide the academic input into this innovative social work qualification degree at masters level.

EXPRESSIONS OF INTEREST SOUGHT: LOW CARBON, DECENTRALISED & RENEWABLE ENERGY STUDY (Closing date 4 June 2010)

The Council's Planning Division is currently working to develop climate change and sustainability policies for its Local Development Framework.

Expressions of interest are sought from consultants who can provide an evidence base study assessing local opportunities to integrate low carbon, decentralised and renewable energy into new developments. Advice is also required on suitable planning policies that can be included in the council’s Core Strategy and Generic Development Management documents. The study will need to include:

  1. Undertaking a heat mapping exercise for the borough in a manner that builds upon and feeds into the London Heat Map prepared by the Greater London Authority and London Development Agency;
  2. Analysing the different types of low carbon, decentralised and renewable technologies that are suitable across the borough;
  3. Establishing the contribution this technology can make to renewable energy targets and carbon dioxide reductions generally consistent with the Mayor of London’s Energy Hierarchy;
  4. Identifying specific opportunities for low carbon, decentralised and renewable energy technologies within the borough, including for regeneration areas identified in the Council’s Local Development Framework Core Strategy document; and 
  5. Understanding the economic feasibility of using low carbon, decentralised and renewable energy technologies, including the economic viability of the Council requiring new developments to be constructed to progressively higher Code for Sustainable Homes and BREEAM standards, in order to help achieve the Government’s targets of new developments being zero carbon from 2016 (residential) and 2019 (non-residential).

The mapping and evidence base report will need to be completed by 1  October 2010. The funding available for the project is between £25-30,000.

The closing date for expressions of interest to be submitted is 5.00 p.m. on 4 June 2010. Consultants expressing an interest will be sent a Pre-Qualification Questionnaire (PQQ) in the week beginning 7 June 2010 for completion and submission by 5.00 p.m. on 18 June 2010 which will be used to determine whether or not they are invited to tender for the contract (the selection criteria will be contained in the PQQ).

Once all PQQs have been assessed, full project briefs will be circulated to a maximum of 5 successful consultants in the week beginning 21st June 2010.

CYCLE TRAINING FOR CHILDREN & STUDENTS AND ADULTS, AND RELATED SERVICES (Closing date 21 June 2010)

The Council is looking for suitably qualified and experienced providers to provide, over a three-year period, four contracts covering:

  1. Child cycle training; 
  2. Adult cycle training; 
  3. Dr Bike services and cycle maintenance training; 
  4. All ability cycling events and training. 

Applicants can bid for one, some or all contracts.  The contracts are expected to commence on 1 October 2010 and run until 30 September 2013.  There will be an option in the contracts to extend for two further years on an annual basis.

CONTRACT FOR THE DESIGN AND CONSTRUCTION OF A TWO STOREY CHILDREN'S AND COMMUNITY CENTRE (Closing date 23 July 2010)

H&F Homes Limited (H&F Homes) is seeking expressions of interest from contractors to be invited to tender to undertake a Design and Build contract for the provision of a Children’s and Community Centre in Fulham.

We would draw potential contractors attention to the fact the project has a very challenging programme with strict deadlines and the site is contained within an existing 1930s housing estate.  Contractors who express an interest will be asked to complete a pre-qualification questionnaire to enable H&F Homes to draw up a short-list of contractors to be invited to tender. The selection process will be carried out in accordance with the procedure outlined in the Pre-Qualification Briefing document.  The tender list will comprise a maximum of 5 organisations.
 
Contractors who wish to be considered for the tender list are required to complete the pre-qualification questionnaire by 1 pm, Friday 23 July 2010 (details below).  The pre-qualification package can be downloaded via the H&F Homes website .

APPROVED LIST OF EMPLOYMENT AGENCIES (SOCIAL WORKERS) (Closing date 13 August 2010)

The Council intends to establish for a period of 18 months an Approved List of Employment Agencies to provide candidates for vacant permanent social worker positions within the Authority.  Candidates must be qualified, registered  social workers with experience in either front-line child protection and/or looked after children services.   The employment agencies on the Approved List will not be required to provide any other types of candidates or candidates for temporary cover.

The Council’s proposals for operating the Approved List are attached. Comments from prospective agencies on this are welcome. In the light of these comments, the Council may chose to change its proposed operation. (See the appendix below for proposed wording)

Expressions of Interest - how to apply.
All applicants must meet industry standards as defined by the Recruitment and Employment Confederation .  When submitting an expression of interest all applicants shall submit an application in their own chosen format to include the following items-

  • Company/Consortia/Partnership profile
  • Equal opportunities / Diversity policy(ies) and/or statement(s) (including examples of advertisements placed to attract candidates)
  • Details of previous work undertaken over the last 3 years of a similar nature.  Name & address of the local authority or organisation, etc. (The Council may select any number of these organisations to obtain references.)
  • Track record of the suitability of the recommended candidates with the employing body (including any incidents where the candidates did not complete probationary periods)
  • A statement of each of the overall turnover and accounts for the past 3 years. 
  • Details of the office which will manage all requests from the Council (including the names of the manager and support staff)
  • The number of current qualified Social Workers on the books at the time the expression of interest is made who have indicated that they are interested in working in West London.

APPENDIX -
OPERATION OF APPROVED LIST OF EMPLOYMENT AGENCIES (SOCIAL WORKERS)

The Council’s objectives in operating this approved list are as follows:

  • It must operate efficiently for both the Council and the agencies on the approved list
  • It must be effective in offering a good range of quality candidates for permanent placement in the Council 
  • It must represent value for money for the Council in attracting competitive placement fees 
  • It must operate fairly for all agencies on the approved list

With these objectives in mind, the operation of the approved list will be as follows:

  1. For each requirement, or set of requirements, 3 agencies will be selected at random and asked to forward relevant information on their candidates including CVs and their placement fees.
  2. The Council will consider candidates from the agency offering the most competitive placement fee. In the event that candidates offered are not suitable, then the Council reserves the right to go to the agency offering the second lowest placement fees or to select another three agencies from the approved list and invite them to submit their candidates and placement fees.
  3. The Council reserves the right to continually review the operation of the approved list and make changes where this is deemed to more effectively meet the objectives listed above.
  4. The Council reserves the right to remove any agencies from the approved list if it considers that the agency in question is not offering value for money or providing suitable candidates to meet its requirements. Normally this will occur where on two occasions, the candidates put forward by the agency concerned are considered unsuitable and/or  the placement fees are considerably higher than that proposed by the other agencies submitting their fees. In this situation, the agency will have the right to appeal and the Council may either confirm its decision or give the agency one final opportunity.
  5. The Council reserves the right at any time to invite new agencies onto its approved list if this furthers the objectives listed above.
  6. The Council welcomes suggestions, comments and ideas from agencies on its approved list that will help to meet the stated objectives above.
