PASSENGER TRANSPORT OPTIONS APPRAISAL: Preliminary dialogue with the "Market" on possible options

The Council is currently reviewing its options for the future provision of passenger transport services within its borders and surrounding boroughs.

The main recipients of these services are: (1) young people, students, or children with mobility and/or learning difficulties, requiring home-to-school transport, and return; and (2) vulnerable adult residents requiring transport from home to day centres, and return.

At present, viable options for more detailed exploration are being assembled, the key objective being better value for money, taking into account cost and quality.

As part of this review process, the Council is keen to hear from suitably qualified organisations who may be interested in providing these services in future to help inform the next stage of our review.

The Council wants to make sure, before deciding on the best way forward, that all options are properly identified and assessed, and that any future contract provides value for money to the Council and its Council-tax payers, a responsive service to vulnerable users, and is commercially viable and sustainable for providers.

The current services cost approximately £2,000,000 per annum, and are provided by around 40 directly-employed staff.

At the time of writing, no decision has been taken by the Council on how any future contract will be packaged, the length of contract, or whether there should be an in-house bid. The Council does believe, however, that should an outsourcing occur the Transfer of Undertaking (Protection of Employment Regulations 2006 (otherwise known as the TUPE Regulations) are likely to be applied.

Organisations wishing to apply for this service will therefore need to convince the Council that they are able to fully comply with the TUPE Regulations, including providing comparable pension provision for affected employees.

Training day workshop opportunities (until 27 Feb 2009).

Meeting the childcare sufficiency duties: To develop and implement a series of 45 training day workshops to private, voluntary, independent and maintained (PVIM) early years and childcare providers located within six West London Boroughs on the range of benefits available to parents accessing childcare.

The Council is acting as lead authority in commisioning 45 training day workshops for its West London Alliance partners (Brent, Ealing, Hammersmith & Fulham, Harrow, Hillingdon & Houslow).  A contract is being let for an experienced accredited training organisation to assist the Early Years & Child Care Services in the six councils in meeting their childcare sufficiency assessments through the development of a bespoke one days training programme for managers and senior pracitioners of the PVIM early years and childcare sector.

The overall purpose of the childcare sufficiency assessment is to contribute to the Department for Children, Schools & Family (DCSF) 10-year strategy of “Choice for parents the best start for children ” with the aim of improving life chances for all children and to close the gap between advantaged and disadvantaged families in the community.  The undertaking of the training on childcare benfits is to increase uptake of specific childcare related benfits and increase uptake of childcare by underrepresented groups, supporting working parents and parents returning to employment or training leading to employment as identified through each of the six West London boroughs.

The primary focus of the training programme will be on uptake of the childcare element of the Working Tax Credit including the enhanced benefits for children with disabilities.  This will include training attendees on how to support parents in calculating their entitlement using the HMRC tax credit calculator.  In addition we expect there to be information and guidance on salary sacrifice and childcare vouchers schemes for parents to enquire to their employers.  In information, guidance and advice on other subsidy schemes including the Learning Support Grant, Care to Learn and the new LSC Free Childcare for Training and Learning for Work plus local schemes relevant to the individual boroughs.
We expect a minimum of 45 one days training sessions across the six West London boroughs initially seven in each with the final three allocated on a demand basis.  Each session to ensure places for 20 attendees.

All applicants must be an accredited training provider, have experience of delivering training of this content.  The Council is looking for all organisations that have  a minimum of five years experience of delivering training to the PVIM early years and childcare sector.  Applicants must be able to demonstrate that they have worked with other local authorities in deliverying these services, preferably in the Greater London area.

The training is to take place prior to 31 March 2009.  Individual local authorities will work in partnership with the chosen training provider to provide venues and support promotion of the training programme.

Café Services, Fulham Palace, London (until 16 March 2009)

The Council is inviting tenders from experienced and creative professional caterers to operate the café at Fulham Palace.  The cafe is located within Fulham Palace, Bishops Avenue, London, SW6. The contract is expected to commence on 1 May 2009.  The contract is for five years and extendable by a further two years by mutual agreement.

The café comprises two rooms within the main Palace. Both rooms have exceptional views across the Palace’s attractive gardens.  Al fresco dining on the Palace’s main terrace forms a significant part of the café offer. 

The café must:

1. Provide a high-quality food and beverage (F&B) service that consistently surprises and delights visitors to Fulham Palace
2. Provide a takeaway service for visitors using the lawns
3. Provide catering for small functions and office tenants from the café kitchen
4. Provide catering for ticketed events that occur throughout the year within the Palace and across the grounds
5. Work with the Palace event staff to host F&B focused events such as wine tastings / cheese tastings etc
6. Fully contribute to the Council’s ambition to make Fulham Palace one of the most enjoyable and innovative heritage attractions in London.

Pension Fund Investment Consultancy Services (until 23 March 2009)

The Council On 5 February 2009 sent for publication in the Official Journal of the European Union (OJEU) a Contract Notice, which was published on 6 February 2009 (reference 2009/S 25-036479).  The Council is seeking expressions of interest for the provision of investment consultancy services to the London Borough of Hammersmith and Fulham Pension Fund which has assets of approximately £430,000,000.   The Contract is expected to commence on 1 August 2009 for a four year period (expiring on 31 July 2013) with the option to extend by mutual agreement for one additional year.

The investment consultant's duties will include:

  1. Provision of a full investment consultancy service to the pension fund including attendance at quarterly meetings of the Council’s Pension Fund Investment Panel. Attendance includes meetings held either during the working day or in the evening, other than at weekends.
  2. Monitoring of the Pension Fund’s investment fund managers performance and any other matters that the tenderer feels they should bring to the attention of officers and/or members regarding the fund managers.
  3. Assistance with the appointment of investment fund managers.
  4. Quality of research into investment fund managers and systems used.
  5. Assistance and advice on asset allocation and the setting of appropriate benchmarks for the investment fund managers.
  6. Provision of investment advice and reports on new or proposed regulations in the Local Government Pension Scheme as they arise.
  7. Provision of advice on general investment policy, capital market regulatory developments and economic issues.
  8. Advice on all forms of alternative investments, such as private equity, hedge funds and property.
  9. Advice on the preparing, publishing and maintaining The Statement of Investment Principles in accordance with CIPFA guidance and Government regulations.
  10. Advice on corporate governance policies.
  11. Training courses and presentations to officers and/or members on investment matters.
  12. Attendance at officer and/or member meetings at other times as required.

Contract for Provision of Variable Data Printing and Mailing (until 23 March 2009)

The Council on 11 February 2009 sent for publication in the Official Journal of the European Union (OJEU) a Contract Notice, which was published on 13 February 2009 (reference 2009/S 30-044194).  The Council is seeking expressions of interest for the provision of variable data printing and mailing to the Council.   The Contract is expected to commence in August 2009 for a three year period (expiring July/August 2012) with the option to extend by mutual agreement for up to two additional years.

The successful contractor will be required to provide the following services including:

  • Printing, collation, enveloping and despatch of Council Tax, Business(NDR) Rates, Housing benefit documents, Finance Dept documents, Payslips & statutory related certificates (eg P60's) and Rent letters together with enclosures.
  • The fundamental objective for the Service is that documents must be produced quickly, accurately and be despatched promptly, all strictly in accordance with the specification since this service relates directly to administration of local taxes, benefits and housing.

The main business requirements can be summarised as follows:

  1. The Services must include a full design and document set facility, with the Contracting Authority able to specify changes to documents and set up new ones at short notice.
  2. There must be an electronic method of transferring data by use of a secure website. The Council does not wish to use CD’s or encrypted e-mail.
  3. Data must be kept secure at all times and never used for any other purpose.
  4. Printing must be consistently fast and accurate.
  5. The Services are to include matching, walksorting, folding the documents, electronic notifications and/or enclosing them with enclosures into envelopes and mailing out to designated addressees.

Applicants must have a proven track record of providing all of these services "in house". The Council will not permit the sub-contracting of any of these services.

The Council is of the opinion that the Transfer of Undertaking (Protection of Employment) Regulations 2006 (referred to as TUPE Regulations) will apply to the transfer of this service. Those invited to tender will therefore need to demonstrate to the Council that their bid complies with the TUPE Regulations and that they are able to provide a broadly comparable pension to the transferring employees; where organisations wish, or where they do not have a broadly comparable pension scheme to offer, the Council will consider allowing admitted status to the Local Government Pension Scheme.

London Boroughs Legal Alliance (until 2 April 2009)

The London Boroughs Legal Alliance (“LBLA”) has been established by the legal teams at the London Boroughs of Camden, Hammersmith & Fulham, Harrow, Hillingdon and Hounslow and the West London Waste Authority to benefit from the forging of closer working relationships between the authorities’ legal departments. It is envisaged that the legal teams of other London Boroughs and/or related public sector bodies may join the LBLA in due course.

The LBLA authorities wish to appoint a panel of solicitors’ firms upon whose services the individual legal teams can call. Expressions of interest are welcome from firms for all aspects of legal work undertaken by local authorities. The appointed panel will be called upon by the authorities to deal with large project work and where demand for legal services exceeds in-house capacity or is outside the scope of in-house expertise.

The panel will be in place for a period of three years with the option for the LBLA members to extend for an additional year and the appointment will be on the basis of a non-exclusive agreement.

Firms that are interested in providing services must demonstrate relevant expertise and experience.

Interested parties are required to complete a pre-qualification questionnaire (“PQQ”) specifying amongst other information the areas of work for which they wish to be considered. Following receipt of completed PQQs, certain short-listed firms will be invited to tender for a place on the panel. Term Contract for Resurfacing and Road Marking 2010 to 2015 (with option to extend)

The Council invites applications from suitably qualified and experienced economic operators wishing to be considered for inclusion on a Short List of Economic Operators for the Term Contract for Resurfacing and Road Marking 2010 to 2015.

The Council’s public highway network is approximately 220km in length, consisting of 1,000,000 square metres of footway and 2,000,000 square metres of carriageway. Carriageways are maintained through a planned resurfacing programme as well as minor emergency and reactive patching. This contract covers all planned carriageway resurfacing, minor and emergency patching works, maintenance of road markings and road marking for new highways schemes.  Some footway paving works may be required where minor resetting or renewal works are to be included in major carriageway resurfacing schemes.  The anticipated commencement date for the contract is 1 April 2010. The duration shall be five years which may be extended, by mutual consent, for up to a further 3 years on an annual basis.  The general scope of the contract relates to labour, plant, materials & storage costs required to carry out the following:

  1. The resurfacing or reconstruction of carriageways under planned maintenance programs
  2. The repair of carriageway and some footway areas as required in the form of general maintenance.
  3. The repair and making safe of carriageways and footways (generally blacktop) and as required on an emergency basis.
  4. The construction of new highway works such as raised tables, environmental improvements and regeneration schemes.
  5. The re-marking of streets under a rolling maintenance programme.
  6. The line marking of new carriageways and new highways works as required.
  7. The full re-marking of controlled parking zones in the borough
  8. The alteration and/or removal of existing carriageway line marking.

The scope of the contract may be extended to include works which involve bituminous materials in parks and open spaces owned by the Council and residential housing estate roads (not being adopted under the Highways Act 1980) also owned by the Council but are currently managed by H&F Homes Ltd.  If housing estate roads are included this will amount to approximately 161,000 square metres of footways and 148,000 square metres of carriageways.  The works under this option will be determined on an annual basis.

How to apply

Whilst it is not possible to be precise, Economic Operators are required to be of a sufficient size to operate the contract and are likely to also be operating contracts of similar size. As such it is unlikely that the Council will consider applications from Economic Operators whose annual turnover is less than £11,500,000 per annum.  In addition to the minimum required annual turnover the Council will only invite onto the short list those Economic Operators that have been shown, through credit references and financial checks, to have better than average financial risk. Failure to achieve this minimum requirement may result in the application being unsuccessful.

The short listed Economic Operators invited to tender will be drawn up on the basis of the responses received to an on-line Pre-Qualification Questionnaire (PQQ). The purpose of the PQQ is to assist the Council to decide which Economic Operators to invite to tender.  The, completed PQQ must be returned through this website on or before 17:00 hrs on Monday 1 June 2009.  Failure to complete and return the PQQ in the prescribed manner will lead to the application being rejected.

The specifications shall be generally based on the Specification for Highway Works, with some local amendments and additions. The Council recently released its Streetscape Guide StreetSmart.  StreetSmart was introduced with the aim of standardising the quality of the boroughs’ streetscape construction and pallet of materials and street furniture within the borough. The successful Economic Operator will be required to harness and adopt the principals of StreetSmart and work with Council officers in proactively improving the built environment of the borough.  A copy of the Streetscape guide will be issued to all Economic Operators who are selected to tender.

Review of the Council's Home Improvement Agency, Assistive Technology and Community Alarm Services

The Council invites quotation from interested and suitably qualified individuals,  consultants or organisations to carry out a review of its Home Improvement Agency, Assistive Technology and Community Alarm Services.   A more detailed brief of the work required may be downloaded (click here). 

The proposals received from applicants will be assessed equally on these five areas:

  1. the proposed method to carry out the review
  2. how the aims and objectives and areas “in-scope”, set out in the brief would be met
  3. the cost and number of days / weeks to deliver the review
  4. brief timetable for the review 
  5. Summary of your capacity and experience to deliver this review

The review will involve:

  • Collating, benchmarking and mapping information
  • Meeting key stakeholders and council staff
  • Reviewing best practice
  • Developing and appraising model options
  • Making recommendations in the format of a final report and presentation

Quotations must be posted (not emailed) to the person listed below to be received before 17hrs00 on 29 May 2009.  The envelope must be clearly marked "Quotation HIA do not open until after 17hrs00 on 29 May 2009".  The Council will be expecting proposals comprising no more than 5 sides of A4 (Arial 12 pt) and bids in the range between £30,000 and £49,500.

Term Contract for Street Tree Maintenance 2009 to 2011 (Expressions of Interests by 17hrs00 on 22 June 2009)

The Council invites applications from suitably qualified and experienced economic operators wishing to be considered for inclusion on a short List for the Term Contract for Street Tree Maintenance 2009 to 2011.

The London Borough of Hammersmith & Fulham contains approximately 8000 street trees on the public highways.  All street trees are subject to a planned management programme and are inspected and/or maintained at least once every 3½ years. The larger growing trees, such as London planes and Limes, in close vicinity of houses are pruned to control their size and growth on a three yearly cycle. Other street trees are pruned as necessary on instruction by the Council.

The anticipated commencement date for the contract is 1 October 2009. The duration shall be 18 months, terminating on the 31st March 2011.  Labour, plant, materials & storage costs required to carry out the following:

  1. The winter street tree pruning programme
  2. The pruning/pollarding of street trees as directed/required
  3. The planting and maintenance of new trees and shrubs
  4. The provision of a street tree inspection service
  5. Other ad-hoc tree surgery operations as required

The scope of the contract may be extended to include works which involve trees in parks and open spaces owned by the Council and residential housing estate trees also owned by the Council (but currently managed by H&F Homes Ltd).

Contract for Carers Support Services (Adults and Young People) (closing date 26 June 2009)

The London Borough of Hammersmith & Fulham (the “Council”), in conjunction with the Hammersmith and Fulham Primary Care Trust, is inviting expressions of interest from suitably qualified and experienced organisations for the provision of an outreach support service for carers who live in the Borough.

The Council is seeking to re-model carer support services across the Borough. Services are currently provided through a centre. However, as a recent review has highlighted, only a small minority of the total carers in the Borough are being identified and receiving services. We are therefore seeking to adopt a proactive, outreach model. The service will be provided in the communities and facilities in which carers already spend their time and will provide support to a wide range of carers (adults and young carers), particularly including those who do not currently receive any services.

The service will increase the number of carers who receive a carer’s assessment and subsequent services, and will support carers to care for longer. The service is expected to contribute to the delivery of the Borough’s Local Area Agreement target NI 135: Carers receiving needs assessment or review and a specific carer’s service, or advice and information.

While this tender exercise will cover the provision of services for both adult and young carers (5-19) it is possible that 2 separate contracts may be awarded, if this provides the best option following our evaluation of the tenders received. 

The contract or contracts will run for 2½ years with an option to extend for a further 2 years on an annual basis..  The Council aim to award the contract(s) by September 2009.

Contract for Domestic Violence Services (closing date 3 July 2009)

The Council is inviting expressions of interest from suitably qualified and experienced organisations for the provision of domestic violence services.

  • Floating Support – approximately 140 hours/week
  • Refuge accommodation for women with children – up to 140 hours/week
  • Safe House for single women – up to 70 hours/week

The Council intends to contract with service providers who can deliver the most economic, efficient and effective service and potential providers should have an in –depth knowledge of the needs of women and children who have experienced domestic violence.

The Council intends to tender all three related services at the same time, thereby allowing interested organisations to bid for one, two or all of the services.

It is anticipated that the Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) will apply to these contracts. There will be no council staff transfer for any of the three services.

The Contract(s) will run for three (3) years from April 2010 with an option to extend on an annual basis for a period not exceeding two (2) years.

The successful provider(s) may be required to enter into a management agreement and lease arrangement with the landlords of the buildings.

Expressions of interest must be received no later than 12:00 noon on Friday 3 July 2009 (applications received after this date may be rejected).

The Prequalification Questionnaires (PQQs) will be dispatched in the week beginning 6th July 2009 and must be returned by 30th  July 2009.

Youth Crime Action Plan - Service Provision (2 projects) (Closing date 10 July 2009)

As part of the local Youth Crime Action Plan the Youth Offending Service is seeking providers, preferably from the third sector, to deliver two projects:

1. Reparation and Leisure Activities at Weekends

The main aims of this project are to:

  • Keep young offenders occupied at peak offending and leisure times
  • Reduce opportunity to re-offend
  • Cut into young offenders’ leisure time, so they feel the impact of their sentence
  • Repair harm caused by offending
  • Bring benefits to local communities

Funding is available to provide four twelve week projects to cover the remainder of the 2009/10 financial year. You will need to engage a minimum of 16 young people in each of the four projects.  Tenders are welcome for one or more of the twelve week projects.  Each project has a grant of £10,000.

2. Family Intervention

We are seeking to engage one or more suppliers to provide support to families in their own homes.  The key outcome for the project is to change the behaviour of dysfunctional families who are involved in crime, school absenteeism, tenancy difficulties, substance misuse and anti social behaviour.

There is a maximum grant available for £140,000 which will either be awarded as a whole amount or can be broken down and awarded to individual tenders.

A minimum of 30 families would have to benefit from this service over the financial year 2009/10 year.  If the grant is distributed to different providers this target figure will be apportioned accordingly.

Approved Catering Services at Fulham Palace, London, SW6 (closing date 14 August 2009)

Expressions of interest are sought from professional catering companies with extensive high-quality catering, marketing and event management experience who wish to be considered for the provision of approved catering services at Fulham Palace.

It is envisaged that the Council will limit the number of caterers approved to work at Fulham Palace to no more than six at any one time.  The contract is for a period of three years extendable by a further two years subject to performance.  It is envisaged that contracts will commence in November 2009.

About Fulham Palace

Fulham Palace was a residence of the Bishops of London for almost 1300 years. Since 1975 it has been leased to Hammersmith and Fulham Council and is now managed in partnership with the Fulham Palace Trust – an independent charitable trust. 

Fulham Palace is a heritage attraction of national importance. It consists of a medieval Great Hall with a 16th-century courtyard to the west, an 18th-century courtyard to the east and a 19th-century chapel to the south. The east courtyard was completely restored in 2006 and is used as a museum, gallery, café, function facility and commercial offices.  The 13-acres of designed landscape that surrounds the Palace contains a large walled garden, gate lodges and stables – all of which will be restored in 2011.  The walled garden will be used as a working kitchen garden to supply food for the café but with an attractive grassed area set aside for a marquee during the summer months to accommodate additional functions. The west courtyard is proposed to be restored in 2013, subject to funding.  This will create further public space and function rooms. 

The Palace sits at the foot of New Kings Road, Fulham Palace Road and Fulham Road on the banks of the Thames, just 5 minutes walk from Putney Bridge Tube Station. A large marquee is located within a private garden alongside the Palace for 10 months of the year.  The Great Hall, together with elegant rooms within the Georgian east quadrangle are all used for functions.  Three rooms are registered for civil marriages and partnerships.  A suite of three additional function rooms have recently been created within the west quadrangle. Functions are serviced by a well-appointed finishing kitchen that was created in 2006 and the Palace has a good supply of nearly new banqueting tables and chairs. 

Since reopening three years ago, the Palace has established a strong reputation as a private function venue, particularly for weddings, receptions and other social functions.  Building the corporate market will form the focus of marketing during the next two years.  It is hoped that the Palace will be accepted as a member of Unique Venues of London for 2010. Since opening in November 2006 the number of functions catered for has been:

Submitting an Expression of Interest: respondents should submit an expression of interest that contains the following information in the order it is set out below:

  1. Company / Consortia / Partnership profile;
  2. Statement of each of the service provider’s overall turnover and accounts for the past 3 years;
  3.  Details of experience of approved catering at Fulham Palace (if applicable) and / or other sites during the last 3 years – especially the provision of catering at wedding receptions of between 80 and 150/180 people.  The Council may select any number of these sites to obtain references;
  4. Experience of working in buildings of outstanding heritage merit with high operational constraints aimed at maintaining security and protecting historic fabric;
  5. Details of technicians and technical services available, whether or not directly related to the undertaking, with special reference to catering, event management, quality control, sales and marketing;
  6. Breakdown of the organization's management (or proposed management) and staff resources including operatives, together with details of educational, technical and professional qualifications held;
  7. Details of marketing properties within which caterers have worked – in particular details of successful marketing to the corporate market

HOME SUPPORT SERVICES (PERSONAL HOMECARE AND HOUSING RELATED SUPPORT SERVICES) (until 28 August 2009)

There is an exciting opportunity for providers of personal homecare and housing related support to win a place on a new framework agreement to supply a number of local councils in the north-west of London.  The Council (acting through its Community Services Department) in conjunction with the West London Alliance (WLA) is seeking expressions of interest for a new contract covering Home Support Services.  (The WLA is an organisation set-up so the following London Boroughs can collaborate: Brent, Ealing Hammersmith & Fulham, Harrow, Hillingdon, Hounslow and Kensington & Chelsea.)

There is a lot of change to the adult social care market and councils are becoming reluctant to enter into traditional long term contracts. The development of self directed care means individuals will have more control of their own budgets and choice of provider. This tender offers the opportunity to organisations to be part of a dynamic framework agreement.

We wish to set-up new framework agreements for the supply of personal homecare and housing related support services.   The proposal is to create a framework arrangement whereby a number of providers supply services to Borough purchasers or service users who manage their own individual budgets.

The services are being commissioned with an outcomes focus which will aim to achieve the goals, aspirations, and priorities of individuals. These services will have a person centred enabling  approach, recognising that each individual is unique with different requirements.

The Framework has the potential to provide to all Boroughs in the WLA however initial expressions of interest are being sought for the provision of personal homecare services to Hammersmith and Fulham and possibly Hillingdon.  The housing related support provision will be for Hammersmith and Fulham only. The inclusion of Hillingdon will be confirmed when sending out the prequalification questionnaire (PQQ). Other Boroughs within the WLA (excluding Kensington & Chelsea) will consider joining over the life time of this framework. When this occurs, the framework will be opened for new providers to join and existing providers to review their terms.

The procurement process will be by negotiation starting in August 2009 and we hope to conclude by January 2010. It is anticipated that contracts will be awarded in the spring 2010 with implementation from May 2010. (However, if the negotiations become protracted the Council has put in place contingency plans  to enable a later award up to June 2010 with implementation October 2010.)

The framework agreement will be for a minimum of four years starting spring (or autumn) 2010.  Currently c.16,000 hours of personal homecare (including direct payments of c.4,000 - c.5,000 hours per week) and c.840 hours a week of housing related support are provided in Hammersmith and Fulham. Hillingdon currently provide c.7,600 hours a week of personal homecare.

Expressions of interest are invited from organisations who are interested in the provision of personal home care that are established, registered with the Care Quality Commission with a minimum of a two star rating and have proven experience in the provision of personal home care services. Consideration will be given to organisations who are registered and awaiting a star rating.

Organisations interested in the provision of housing related support to older people are invited to express an interest if they are accredited under a supporting people accreditation scheme or who are willing to be accredited under the West London Scheme.

Suitable organisations who express an interest will be invited to attend meetings to learn more about the project and then invited to complete a PQQ. A short list of providers will result from an evaluation of completed PQQs and these providers will go through a negotiation process before their final offer to join the framework is evaluated. Those providers who meet the requirements of the project and who offer residents the best value for money will be invited to join the framework.

Successful Providers who join the framework will have the opportunity to supply all or any of the West London Alliance partners or individual budget holders from any of those Boroughs. Each borough will have a different configuration for delivery. The proposed configuration for Hammersmith and Fulham, that is currently being consulted on, is that there will be a locality focus with three or more distinct geographical areas offering personal home care for all service user groups, housing related support   for older people and an integrated service of both personal home care and housing related support for older people. Providers will have the opportunity to bid for all or part of these services and geographical locations. Further details will be available with the PQQ.

CONTRACTS FOR ADULT AND YOUNG CARERS SUPPORT SERVICES (Closing date 2 September 2009)

The Council, in conjunction with the Hammersmith and Fulham Primary Care Trust (PCT) invites expressions of interest from suitably qualified and experienced organisations for the provision of a support service for carers who live in the Borough.  There will be separate contracts for adult and young carer support services, and providers may tender for either or both contracts.

The Adult Carers Support Service will work to improve the health and wellbeing of carers, improve access to statutory support and facilitate partnership work. This includes promoting and referring clients to the PCT’s self-care programmes. The Young Carers Support Service will provide opportunities for young carers (aged 5-19) to achieve all five Every Child Matters outcomes through activities which recognise and address their special responsibilities and needs as carers.

Both services will follow an outreach model with a minimum of three accessible hubs in the North, Centre and South of the Borough, which are able to host group activities and confidential one-to-one interventions such as advice giving or counselling. The service will provide support to a wide range of carers including those who do not currently receive any services.

The contracts will run for 2½ years with an option to extend for a further 2 years on an annual basis.  The Council aim to award the contract(s) by December 2009.

HANDYPERSON SERVICE  (Closing date 8 Setember 2009)

The Council has received a 2 year grant from the Government (Department for Communities and Local Government) to set up and extend handypersons services.  There is £50,000 in total for 2009/10.  The contract will be from 1st October 2009 to September 2010.

The Council invites suitably experienced and qualified organisations to submit a bid to provide a Handyperson service to residents who are elderly, disabled and/or vulnerable, living in all forms of tenure.  The service will provide responsive minor repairs, home improvements and a minor adaptation service.

The service should: -

  • Provide people with a comfortable, safe and secure home environment
  • Develop a service user’s capacity to live independently following the completion of a work package, or 
  • Sustain / increase the capacity of a person to live independently through the completion of a work package. 

We are seeking the following outcomes:-

  • Value for money in terms of numbers assisted and average cost per job undertaken
  • Work tailored to customers’ requirements and consistent with greater personalisation, promoting greater choice and control for users of health and social care services
  • Able to reach the most vulnerable in our community who might normally be reluctant to ask for help
  • A joined-up approach to service delivery
  • Handyperson support that builds on the natural support that family and friends are happy to offer 
  • People being referred on to a range of other services which help to maintain their independence,  e.g. home care, GP services, community and voluntary services, welfare benefits or debt advice
  • Handyperson support that people have experienced as efficient, respectful, beneficial and of good quality.

JAPANESE GARDEN RESTORATION AND PLAY IMPROVEMENT PROJECT AT HAMMERSMITH PARK  (Closing date 25 September 2009)

The Council invites suitably experienced and qualified organisations to submit a bid for the proposed works at Hammersmith Park.  Bids are required for the full range of services to deliver detailed designs and project manage the build stage for restoring the Japanese Garden and developing and improving natural play opportunities throughout the park.

Summary of works:  There are two distinct stages of works (although both are integral):

  • play improvements in Hammersmith Park and
  • landscape improvements to an area known as  the Japanese Garden within the park.

The Council will engage the successful tenderer in accordance to the "Landscape Institute Work Stages A – L". Both of these scope of works will require the following services:

  • Site survey and assessment;
  • Production of detailed designs;
  • Bills of quantities for all approved designs;
  • Tender and contract preparation for work stages;
  • Managing operations on site until completion.

The total budget for the improvement of both the Japanese Garden and natural play facilities in the park is £80,000 (this includes design and build stages).  In respect of this contract the Council has set a maximum budget of £20,000 but the expectation is for quotations to be in the £15,000-£20,000 range.

LONDON EXCELS – COMMISSION FOR A “EQUALITIES STORY OF PLACE" NARRATIVE (closing date 18 September 2009)

In February of 2009 the Department of Communities and Local Government commissioned the Council to deliver a pilot project on cohesion and equalities which will further the understanding of how administrative data and other locally held information can help local areas to deliver services.  The commission is to be undertaken with the support of Government Office for London and in partnership with four other London Boroughs; Barnet, Croydon, Southwark and Tower Hamlets.

The commission is intended to be supportive of the Comprehensive Area Assessment as well as to aid local authorities to carry out their legal responsibilities to narrow the social and economic gaps between individuals and their communities.

The Council is looking for a consultant to undertake the commission.  Individuals or organisations interested in submitting a quotation for the work must be able to demonstrate in their application that they have-

  • A track record of using administrative datasets at the local level
  • Knowledge and understanding of equality and human rights issues and data
  • The specific skills required to deliver the individual components of the programmes including gathering, analysing and interpreting equality datasets at the local level
  • Experience of working with multi- agency partnerships, agencies and local authorities
  • The ability to produce results that can be easily understood and used for a wide variety of purposes
  • To establish systems that can be maintained and up-dated by the local authorities in a cost-effective and timely way.

Applicants will also be required to -

  • engage in a developmental process with each local authority to determine their level of knowledge and understanding of the potential or local administrative datasets to contribute to an Equalities Story of Place. 
  • rapidly establish or use existing data gathering and sharing methods (procedures and techniques) that are complaint with legislation and technically fit for purpose
  • manipulate large and complex datasets in statistically valid and accessible forms such as mapping and various forms of analysis
  • organise and deliver workshops to help local authorities develop and share their skills and knowledge in this area of work

TERM CONTRACT FOR STREET LIGHTING SUPPORT (2010 TO 2013) (closing date 5 October 2009)

The Council invites applications from suitably qualified and experienced economic operators wishing to be considered for inclusion on a Short List of Economic Operators for the Term Contract for Street Lighting Support 2010 to 2013 due to commence on 1 April 2010.  A contract notice has been sent for publication to the Supplement of the Official Journal of the European Union (OJEU) on 4 September 2009 and published on 8 September 2009 (link to notice).

This is a support contract to assist the Contracting Authority’s in house contract deliver it annual programme of works. Works will be called off as and when required matched to peaks in workload in the in-house team. The Contract may cover the delivery of all elements of the street lighting service; street column maintenance, signage maintenance, new column installation, new signage installation and installation of highways electrical infrastructure.

The quantity of work ordered for this contract is dependent on the level of funding from external clients to the Council on an annual basis.

The anticipated commencement date for the contract is 1 April 2010. The duration shall be 3 years, terminating on the 31st March 2013 with two possible one year extensions. The scope of the Contract is as follows; provision to support the Council's in house street lighting contractor deliver its service requirements including:

  1. Routine and general maintenance and improvement of councils entire street lighting stock
  2. Lamp column maintenance and renewal
  3. Installation of new signs and electrical assets as part of the capital works programme
  4. Testing of existing and newly installed council electrical assets
  5. Ad-hoc callout Structural and Electrical testing as required
  6. Night Time inspections
  7. Maintenance and cleaning of street lighting and signs installations as required

The scope of the contract may include works in parks and open spaces owned by the Council and residential housing estates also owned by the Council (but currently managed by H&F Homes Ltd).

The purpose of the PQQ is to assist the Council to decide which Economic Operators to invite to tender. The completed PQQ must be returned through this website on or before 17:00:00 hrs on 5 October 2009.  Failure to complete and return the PQQ in the prescribed manner will lead to the application being rejected.

Whilst it is not possible to be precise, Economic Operators are required to be of a sufficient size to operate the contract and are likely to also be operating contracts of similar size. Failure to achieve the minimum requirements set out in the PQQ will result in the application being unsuccessful.

The Framework has the potential to provide to all six Councils in the WLA although the timeframe and volumes will differ for each Council. Service Users with their own Individual Budgets may also wish to purchase services from the Framework.  There are no guaranteed volumes but, as an indication, the Boroughs currently purchase 68,700 hours of personal homecare per week.

The services commissioned will need to have an outcomes focus, aiming to achieve the goals, aspirations, and priorities of individuals. The services will have a person centred enabling approach, recognising that each individual is unique with different  needs.

Hammersmith & Fulham will lead the procurement process, working collaboratively with our West London Alliance partners.  The process will start in October 2009 and end in the spring 2010, with implementation from July 2010 onwards.  The Framework Agreement will be for a duration of four years.

Expressions of interest are invited from organisations–

  • registered with the Care Quality Commission with a minimum of a two star rating, and with proven experience in the provision of personal homecare services. Consideration will be given to organisations who are registered and awaiting a star rating.
  • accredited to provide housing related support under a Supporting People accreditation scheme, or willing to be accredited under the West London Scheme.  Housing-related support and integrated home support will be available to older people only.

The procurement process comprises of three main services that will be called-off from the framework which are as follows:

  • two of them personal care (homecare) and housing related support will be procured using a restricted tender process.
  • the third service is a new integrated service combining personal and housing related support will be procured using a negotiated process.

Suitable organisations who express an interest will be invited to attend meetings to learn more about the project,  on the 2nd and 5th of November at Hammersmith Town Hall.  They will then be invited to complete a pre-qualification questionnaire (PQQ). Those successful in the PQQ stage will be invited to tender or invited to negotiate depending upon the services they wish to provide. Offers will be evaluated and award recommendation made in the new year.

Each borough will have a different configuration for delivery. Providers will have the opportunity to bid for all or part of the Framework which will be split into lots covering different services and geographical locations. Further details will be available with the PQQ.

ACCOMMODATION, TRAINING AND RECONNECTIONS SERVICE FOR A10 NATIONALS (Closing date 26 October 2009)

The Council is inviting bids from qualified and experienced organisations who have a proven track record in delivering accommodation, training and employment solutions to rough sleepers with no recourse to public funds for the provision of an accommodation based training and reconnections service for A10 migrant workers who are sleeping rough. 

The Council intends to contract with a service provider who can deliver the most economic, efficient and effective service that will provide specialist support and interventions to prevent long term rough sleeping amongst this group, by focusing on the key factors that contribute to homelessness.  Through this approach the service will provide accommodation and training that will lead to employment for A10 nationals who are verified rough sleepers in the London Borough of Hammersmith & Fulham. 

The contract will run initially for one year from December 2009 with the option of extending it for a further 12 months depending on funding availability and target related performance.

TERM CONTRACT FOR MANUFACTURING & SUPPLY OF LEGIBLE LONDON WAYFINDING SIGNAGE FOR SHEPHERDS BUSH.

The Council invites expressions of interests from suitably qualified and experienced suppliers wishing to be included on the tender list for the Contract to produce Legible London Wayfinding signs for Shepherd's Bush, London, W12.

The Council’s Highways and Engineering Division is launching the Legible London Wayfinding signage system in the Shepherds Bush town centre in February / March 2010. The Council is therefore seeking a supplier to provide ten (10) Legible London pillars and one (1) Legible London finger post to the exact specification and quality standard as specified by Transport for London to be included in the contract documentation. The anticipated commencement date for the contract is 1st December 2009 and delivery of the signs to a location in close proximity to the London Borough of Hammersmith and Fulham specified in the contract document by mid February - early  March  2010 . The general scope of the contract is limited to materials and labour required to carry out the following:

  1. reproduce artwork as provided by the Council’s Graphic Design Team,
  2. produce signs according to the Legible London specification (to be provided by the Council),
  3. delivery of signs to a specified location.

  1.   2. A statement of each of the applicant’s overall turnover and audited or unaudited accounts (whichever is appropriate) for the past 3 years.

HFHMS logo PROCUREMENT OF COMPACT ROAD SWEEPING MACHINE (Closing date 27 November 2009)

Hammersmith and Fulham Homes Ltd (H & F Homes) is an Arms Length Management Organisation that manages the housing stock for the Council.  H & F Homes is currently re-organising its delivery of estate services, including modernising and mechanising some of our labour intensive cleaning activity.  It has already completed some analysis of the market; however it wishes to ensure that it is able to consider any innovations that may be imminent within your industry.

H & F Homes wish to procure a compact road sweeping machine in the price range of £35,000 to £50,000 and are inviting interested suppliers to forward the details of suitable compact sweeping machines to their offices.  H & F Homes will shortlist 3 suppliers based on some predetermined criteria.  The 3 successful suppliers will be required to provide a loan machine for a minimum period of 1 week during December or January to enable proper user testing to take place. 

H & F Homes will be considering a range of factors when short listing that will include but not be limited to such issues as fuel consumption, speed, ease of use, user comfort, manoeuvrability, suitability for a housing estate environment, ability to work in all weathers, breakdown and support etc. as well as your

EXPRESSIONS OF INTEREST SOUGHT FOR MANAGEMENT DEVELOPMENT SUPPLIER

The Council is currently looking for a supplier to partner in the design and delivery of a management development programme.  The contract period will be approximately 12 months during 2010/11 and be aimed at delivering a development programme for circa 100 front-line and middle managers. 

The role of the Hammersmith & Fulham manager has changed in recent years – more delegated authority and responsibility has been given to drive front-line services for residents. There is a need to develop and support managers to deliver in this new environment, including clearly articulating what is expected from managers to ensure the Council delivers on its transformational agenda while ensuring customer service is maintained for residents. 

Suppliers should have an extensive track record in delivering successful management/leadership development programmes in a modular and cost-effective manner.  Evidence of the supplier partnering with the client to ensure broader knowledge or skills transfer has been built in to the design, will be strongly regarded - eg, 1) developing intellectual capital through programmes to be accessed by other staff groups not attending core programme; eg 2) evidence of building capability for internal staff to deliver programme.

EXPRESSIONS OF INTEREST FOR WORKS AT HAMMERSMITH PARK - JAPANESE GARDEN RESTORATION & PLAY IMPROVEMENT PROJECT (Closing date 8 January 2010)

The Council invites suitably experienced and qualified organisations to submit a bid for the proposed works at Hammersmith Park for the construction of natural play features and restoration works to the Japanese garden.

Summary of works:  There are two distinct areas of works which are play improvements described as ‘Rock Garden’ and ‘Forest Garden’ in Hammersmith Park and the landscape improvements of an area known as the Japanese Garden within the park.

  • Site demolitions and preparation including fence removal.
  • Construction of Rock Garden with Play Boulders
  • Construction of Forest Garden with play mounds, timber poles & ropes,    
  • Slide, rock scramble, associated play surface and planting works.
  • Re-construction of two water falls with imported stone, stone bridge, rock work to waters edge, resurfacing to bridge, stepping stones.
  • Managing operations on site until completion.
  • Provide ROSPA inspection certificate of completed play areas
  • Full compliance with CDM 2007 including Health & Safety File.

The council will engage the successful tenderer in accordance with the conditions of JCT (05) Minor Works for Landscape.

Project Budget and Timetable: The total budget for the construction of both the Japanese Garden and play facilities Stone Garden and Forest Garden in the park is approximately £80,000.
