Scaffolding and Hoarding Licence

If you want to erect scaffolding or a hoarding to contain building works on a public road or pavement, you need to apply for a licence.  A hoarding licence is also required if you want to place a conveyor belt which overhangs the pavement.  If you are hiring scaffolding, the hire company should apply for a licence on your behalf. The fees for erecting scaffolding or hoardings on a public highway are as follows:

  • For domestic sites measuring up to 10m in length: £170 for the first month, inclusive of a site inspection and then £100 for each further month.
  • For commercial single frontages and domestic sites measuring up to 15m in length: £220 for the first month, inclusive of a site inspection and then £150 for each further month.
  • For commercial single frontages and domestic sites measuring over 15m in length: £460 for the first month, inclusive of a site inspection and then £200 for each further month.             

For example, to erect 12m of scaffolding on a domestic site for two months, it would cost £360 in total (£210 for the first month and site visit + £150 for the second month).

A £250 refundable deposit to cover damage to the highway must be paid with all licence applications. There may be additional charges as determined by the site inspection. 

You should allow a minimum of five working days for the application process.
